China CCC Certification Testing Services
China CCC testing is an evidence exercise, not a generic laboratory booking. Before sending a sample, establish whether the exact product is in the current compulsory-certification catalogue, which assessment route applies and which product implementation rule controls its standards, test units and sample method.
Some listed products follow designated-body certification, while certain categories use self-declaration with different laboratory rules. The applicable route can change: the 2025 No. 57 announcement moves 16 product types from self-declaration to third-party CCC certification from 1 January 2027, with a transition beginning in 2026. Confirm the current category-specific rule and transition status; do not use an old category count as a test plan.
Testing scope and evidence matrix
Complete this matrix with the chosen certification body or the party responsible for the applicable self-declaration before agreeing a fixed laboratory scope. Each row is a decision gate, not a universal list of compulsory tests.
| Decision gate | Evidence to obtain | Practical consequence |
|---|---|---|
| Catalogue and route | Product function, ratings, intended use, category code and current catalogue/transition notice. | If outside scope, do not commission a CCC test merely because a similar item is covered. If inside, identify certification versus self-declaration. |
| Rule and standards | Applicable CNCA product implementation rule, certification-body details and the edition of each referenced GB standard. | Safety, EMC and product-specific checks differ by category; IEC or CE reports are not automatically substitutes. |
| Test unit and variants | Model list, electrical ratings, structure, critical components and proposed representative model. | Ask who accepts family grouping and worst-case samples; one tested model does not automatically cover every SKU. |
| Samples and origin | Quantity, configuration, accessories, firmware, production identity, seal/shipping procedure and destructive-test needs. | Freeze the version and confirm whether samples are applicant-sent, production-selected or sealed under the applicable procedure. |
| Acceptable deliverable | Test item list, report format, laboratory scope, receiving body confirmation and treatment of deviations. | A technically sound report may still be unusable for the chosen CCC route if the issuer or evidence scope is not accepted. |
Choose a laboratory the receiving route can accept
For a third-party CCC certification route, the certification body commissions type tests from a SAMR-designated laboratory within its current designated product scope. For an eligible self-declaration route, procedure A and procedure B have different rules for a self-selected versus designated laboratory. Neither general ISO/IEC 17025 accreditation nor a brand claim alone proves authority for every CCC category.
- Obtain the relevant product-rule number and written acceptance from the intended certification body or responsible declarant before paying the laboratory.
- Verify the laboratory’s current designated category and product sub-scope, including suspensions, cancellations and any subcontracted activities; official designations change.
- Ask which test standards and versions, reporting language, sample origin, witnessing/sealing and component evidence will be accepted.
- Identify who owns the test report, receives raw results, approves deviations and communicates directly with the certification body.
Sample plan and traceability
The CCC administrative provisions require test samples to match actual production; the certification body may use applicant-provided, production-sampled or sealed samples according to the applicable rule. Translate that into a traceable logistics file:
- Record a model–variant–factory matrix with unique hardware/firmware revisions and rated values.
- Agree sample count, worst-case configuration, accessory set, shipping/import arrangements and whether testing is destructive.
- Keep photos, serial/batch identifiers, bill of materials, drawings, laboratory receipt and any required sealing records.
- For a replacement sample, document what changed and ask whether previous results remain valid before continuing.
Existing reports, partial testing and retest decisions
An existing report is a candidate for review, not a promised waiver. The receiving body must check the applicable rule, scope, tested configuration, traceability, standards and permitted recognition mechanism.
| Situation | Do not assume | Safe testing decision |
|---|---|---|
| CB/IEC or overseas lab report | Automatic CCC acceptance or full test exemption. | Request a clause-by-clause gap assessment and written acceptance decision; commission Chinese-standard differences where required. |
| Existing CCC report for a related model | That common components or a shared brand make two models one unit. | Map model/critical-part differences and ask whether extension or supplementary tests are needed. |
| Failed result or altered sample | That repeating only the failed line always suffices. | Obtain a failure report, corrective-action record and lab/body-approved retest scope, including regression tests if affected. |
| New GB edition or changed critical part | That a valid old report covers the revised requirement or configuration. | Request a standard-transition/delta assessment and change approval before relying on the old evidence. |
Manage failures and design changes
When a test fails, freeze the affected configuration and preserve the original finding. Do not quietly substitute a modified sample or present an engineering pre-test as an accepted CCC type test.
- Classify the failed clause, root cause, affected models and production batches; identify whether safety, EMC or component evidence is implicated.
- Document design correction, revision identifiers, responsible approver and regression risks; confirm the re-submission and test scope with the laboratory and receiving body.
- After certification, changes affecting safety or EMC (including key components, materials, structure or process) may require certificate amendment and retesting; model extension can require supplementary testing.
Questions to settle before ordering tests
Send a single briefing pack to the laboratory and receiving body. Do not accept an unconditional price or schedule until these issues are answered:
- Precise product description, catalogue classification and certification/self-declaration route.
- Implementation-rule number, GB standards and revision/transition dates.
- Model-family rationale, critical-components list and factory identity.
- Accepted laboratory designation or self-selected-lab criteria, test scope and report recipient.
- Sample logistics, existing reports, failure/retest terms, design-change procedure and exclusions in the quote.
Where this page stops
This page covers laboratory evidence and test-driven decisions. For full certification delivery see China CCC certification services; for applicability strategy and route uncertainty see China CCC certification consultancy; for stand-alone GB testing outside the CCC evidence path see China GB standards testing services. A CCC test report is not, by itself, a CCC certificate or a completed self-declaration.

Frequently asked questions
Can I use a CE or CB report instead of CCC testing?
Not automatically. Ask the receiving body to assess the exact report, tested model, test clauses, lab credentials, GB differences and current rules. Acceptance may be partial or unavailable.
Must every CCC sample be tested inside China?
Do not infer geography from the CCC mark. The decisive questions are the route, laboratory eligibility/designation, product rule and the receiving body’s acceptance. Confirm these in writing for your category.
Can one tested model cover a range of variants?
Possibly, if the applicable rule and receiving body accept the unit grouping and representative samples. Provide model, ratings, safety-critical parts and construction differences first.
What happens if a test fails after we modify the product?
Keep the original result and controlled change record. The lab and body should determine repeat tests and potentially affected earlier results; an informal pass on a replacement sample does not erase the failure.
Does an existing self-declaration remain enough for products moving to certification?
Not indefinitely. The 2025 No. 57 transition identifies 16 product types requiring third-party CCC certification from 1 January 2027. Verify whether your exact category is affected and the applicable conversion arrangements.
