Uk Reach Compliance Registration Service

Scope and evidence must be confirmed before any paid tests or filings.

UK REACH registration support is a substance-by-substance filing project, not a generic certificate for an entire product range. A useful registration service identifies the correct GB applicant, assembles an auditable IUCLID dossier, obtains access to shared data, submits through Comply with UK REACH, and manages HSE questions and subsequent updates. Great Britain means England, Scotland and Wales; Northern Ireland has different arrangements under EU REACH.

Choose the registration or notification filing route

Registration generally concerns a GB manufacturer or importer of a substance at 1 tonne or more per year per legal entity, including substances imported in mixtures. Mixtures themselves are not registered. The position for articles, exemptions and Northern Ireland must be checked separately. An EU REACH registration number does not, by itself, replace GB registration.

Starting position Filing track to verify Immediate evidence
First-time GB manufacture/import at the threshold, without transitional entitlement Article 26 inquiry, then a new UK REACH registration; normally complete before manufacture/import reaches 1 tonne/year Legal entity, substance identity, annual GB volume, uses, existing studies
Qualifying GB holder of an EU REACH registration at transition Check grandfathered status and remaining information submission EU registration history, GB entity, UK account/initial submissions
Eligible pre-2021 GB downstream user/distributor importing from EU supply Check DUIN status and later registration requirement; a DUIN is not a registration Historical trading evidence, DUIN details, substance/tonnage inventory
Substance in an article, exempt use, or Northern Ireland-only activity Check separate applicability or notification route; do not assume a standard substance registration Article composition/use, exemption basis, trade route

The extended 2029–2031 deadlines apply to qualifying transitional filings, not automatically to a company starting a new GB import today. A new registration for a substance previously registered in the EU may have a specific deferred-data route; HSE determines this after the successful inquiry. For wider classification strategy see UK REACH compliance consultancy.

Route-control detail: For a qualifying DUIN, HSE describes one notification per legal entity covering its eligible substances: obtain the DUIN reference through Comply with UK REACH and send the substance spreadsheet as instructed. HSE says eligible late DUINs can still be submitted; a late submission is not proof of eligibility. For a qualifying grandfathered registration, the initial information deadline was 30 April 2021, but HSE says outstanding initial information should still be supplied promptly. Neither situation automatically entitles a new importer to transitional treatment.

Applicant, service provider and HSE: who controls which step?

Actor Responsibility and filing control
GB manufacturer/importer Legal registrant; validates substance, aggregation of GB tonnage, uses, data rights and truthful dossier declarations.
GB-based Only Representative (OR) Where validly appointed by an eligible non-GB producer/formulator, takes on importer registration obligations for covered supply; appointment and coverage must be evidenced.
Technical filing specialist Compiles IUCLID, coordinates inquiry, group and data access, checks consistency, submits only with authorised account access, logs HSE requests; does not become registrant merely by preparing paperwork.
HSE / substance group HSE operates regulatory checks and issues communications; co-registrants agree data sharing and lead/member allocation. An adviser cannot guarantee acceptance.

A Third Party Representative (TPR) may conceal the company's contact details during data-sharing communications but is not the same as an OR and does not replace the registrant. Set up a Government Gateway and Defra organisation account, appropriate permissions and a monitored email before commissioning submission. For the broader GB market-entry map see UK product compliance and market access.

The submission-ready evidence pack

Collect these records before promising a fixed dossier timetable; an unavailable study licence, uncertain substance identity or inaccessible registrant account may change the work required.

  • Entity and pathway: registered GB legal name; importer/manufacturer or OR mandate; account administrator and authorised users; EU/UK submission history and DUIN evidence if relevant.
  • Substance identity: identifiers and composition; analytical characterisation, impurities/additives and substance sameness justification; do not infer identity from a trade name or SDS alone.
  • GB volumes and uses: annual totals across relevant imports and mixtures for the same substance and legal entity, tonnage band, supply-chain and identified-use descriptions.
  • Hazard dataset and rights: studies, robust summaries, classification, available exposure information, ownership or letter-of-access rights, proposed scientific adaptations and their reasoning.
  • Joint submission: inquiry number, substance group contact, lead/member status, data-sharing agreement or documented negotiation trail; member-specific use and manufacturing information.
  • Assessment and declarations: IUCLID sections appropriate to the route and band; chemical safety report where required (generally from 10 tonnes/year for full registrations), confidentiality claims and any supporting justifications.

A supplier's EU dossier may be informative, but lawful UK use of the data and the right to refer to studies must be checked. Do not buy redundant tests before resolving the substance group and permitted adaptations.

The executable inquiry-to-registration workflow

  1. Freeze the filing decision. Record applicant, substance identity, GB threshold, exemptions and transitional eligibility; record unresolved facts as hold points.
  2. Configure access. Open the registrant's Comply with UK REACH account and assign authorised users. Prepare IUCLID 6 or later; dossiers are uploaded as i6z files.
  3. Submit an Article 26 inquiry for a new registration. HSE's successful inquiry generates an inquiry number and enables contact with existing registrants or other inquirers.
  4. Resolve the joint dossier. Obtain access rights and agree lead/member arrangements. The lead submits shared information; each member submits its own legal-entity-specific dossier. An opt-out needs a permitted reason and supporting evidence, not simply preference.
  5. Build and validate IUCLID. Reconcile identity, band, studies, waivers, uses, classification, chemical safety report where relevant, and lead/member references; check the final export, not merely a draft dataset.
  6. Submit via Comply with UK REACH. Save the submission reference, confirmations and complete version of the submitted file. HSE carries out business-rule and completeness checks; respond to any deficiencies by the specified instructions.
  7. Resolve invoicing and outcome. For chargeable new registrations: HSE determines the registration charge after its Business Rules Check and emails payment instructions. Track payment and the registration decision/number; an upload receipt alone is not evidence of a completed registration.

If joint-data negotiations stall: preserve written requests, price breakdowns and good-faith negotiations. GOV.UK describes an HSE data-sharing dispute process where the parties have made every effort to agree. Raising a dispute does not by itself confer data-use rights or prove registration. Separately track a portal business-rule failure, a completeness request, an invoice and the final HSE outcome; each requires its own response.

Delay and failure-control register

Warning sign Why the file stalls Practical control
CAS/name or impurity profile inconsistent with inquiry Incorrect substance group or identity Obtain analytical description; reconcile IUCLID and source documents before inquiry.
No signed OR mandate or mismatched account entity Applicant authority cannot be demonstrated Verify GB establishment, mandate, legal entity and Defra account access.
Missing data-sharing rights or no lead agreement Joint submission cannot be supported Preserve requests, negotiations, access terms and group decision record.
Wrong tonnage band, incomplete studies or unreasoned waiver Technical completeness or later evaluation risk Recalculate volume and document each Annex-based requirement or adaptation.
Unmonitored email, unpaid HSE invoice or unresolved request Submission does not progress to a reliable outcome Maintain deadline/response log, payment evidence and final status record.

Transitional deadlines and the changing ATRm proposal

The REACH (Amendment) (No. 2) Regulations 2026 took effect on 6 August 2026. For qualifying transitional information submissions, HSE specifies 27 October 2029 for substances at 1,000 tonnes/year or above, CMR substances at 1 tonne/year or above, substances very toxic to aquatic organisms at 100 tonnes/year or above, and UK Candidate List SVHCs listed by 27 October 2027; 27 October 2030 for substances at 100 tonnes/year or above and SVHCs first listed between 28 October 2027 and 27 October 2028; and 27 October 2031 for remaining substances at 1 tonne/year or above. Where several criteria apply, check the earliest applicable deadline. These are transitional data-submission dates, not a general exemption from new-registration duties.

As of 15 October 2026, Defra's proposed Alternative Transitional Registration model (ATRm) is the subject of a technical consultation published 29 September 2026, not a finished replacement set of enacted filing requirements. Keep separate (a) current statutory deadlines, (b) the currently applicable dossier requirements, and (c) potential future ATRm changes. Do not apply the extended dates or prospective reduced data package to a non-qualifying new registration.

After submission: the dossier is a maintained record

  • Record HSE's registration number, permitted route, tonnage, substance scope and any conditions; do not present a DUIN or inquiry number as registration approval.
  • Retain the exact IUCLID submission version, evidence licences, correspondence, fee records and decision notices under the registrant's control.
  • Review dossier changes when new hazard data, classification, uses, composition, registrant identity or tonnage band changes; assess Article 22 update duties and any update fee.
  • Keep the Comply with UK REACH contacts current; respond to completeness/evaluation requests and retain the response trail.
  • Revisit transitional files if ATRm legislation is enacted or HSE changes submission instructions; a registration does not replace separate authorisation, restriction or product-specific requirements.

What an execution mandate should deliver

A properly scoped engagement specifies substances and entities in scope, an intake and gap list, an Article 26 inquiry package where applicable, validated IUCLID submission files, joint-data access evidence, a regulator correspondence log, fee/payment tracking and a post-filing change-control handover. It should identify client-held decisions and dependencies; it cannot promise a fixed approval date or that data owners will grant access.

This page addresses the actual submission and maintenance process. For strategic applicability decisions use UK REACH consultancy; for a different substance regime see EU REACH registration service. A UKCA mark or a product test does not substitute for a substance registration.

UK REACH registration filing FAQs

Can I upload an EU REACH dossier unchanged to obtain a UK number?

No automatic equivalence exists. Confirm the GB applicant, appropriate UK pathway, IUCLID format, substance identity and legal rights to use data. A qualifying grandfathered or deferred-data route has different steps from a brand-new full registration.

Does a DUIN mean my substance is fully registered?

No. A DUIN supports a qualifying transitional import position; continuing relevant imports after the applicable 2029, 2030 or 2031 deadline requires completing the required UK REACH registration process.

Can a filing consultant be my Only Representative?

Not merely by preparing or uploading a file. An OR must be an eligible GB-established appointee under UK REACH with an appropriate appointment; otherwise the GB manufacturer/importer remains the registrant.

Who submits when another business already has a lead dossier?

The lead submits shared information and approves joint members; each registrant still submits its own member dossier. Verify substance sameness, data access, member uses and account linkage before filing.

What proves that filing is complete, and how is the HSE fee paid?

Keep the HSE decision/registration number, not just a portal upload receipt. HSE calculates the applicable registration fee after the Business Rules Check and sends an invoice to the account email; data-access and consultant costs are separate. HSE does not charge a registration fee for grandfathering itself; distinguish this from chargeable new registrations and separate data-access costs.
