Product Certification Consulting In China
“Product certification consulting” (产品认证咨询) in China is a classification and sequencing decision, not an application for a universal certificate. The practical question is which obligations attach to the exact product, configuration, intended use and planned date of manufacture, import or sale.
This advisory assessment comes before booking tests or submitting a file. Its output should be a documented route decision, an evidence gap register, a change-risk view and a handoff to the correct execution specialist. It does not itself constitute a regulatory approval.
Choose the route before choosing a laboratory
China has several distinct product regimes. Start with the current official scope description, product-specific rules and market activity; a marketing name or HS code alone cannot settle applicability. A product may require more than one parallel assessment.
| Regulatory route | Fact to verify | Next decision |
|---|---|---|
| CCC compulsory certification | Match the technical design, function and intended use against the current CCC scope description and later SAMR notices. | Determine whether third-party certification or an allowed self-declaration route applies, and when it applies. |
| China RoHS for electrical/electronic equipment | Check the general management requirements and whether this product is in the current conformity-assessment catalogue. | Separate substance/marking evidence from formal conformity assessment and its implementation date. |
| China Energy Label | Check the current product catalogue and the applicable product-specific energy-label rule. | Determine testing, rating and label/filing responsibilities for this model and production date. |
| Medical devices / NMPA | Check medical intended purpose, claims, risk and device classification before generic product certification. | Redirect to the medical-device filing/registration route; do not assume CCC is sufficient. |
| Other or overlapping obligations | Check applicable mandatory national standards and sector-specific requirements beyond these examples. | Document uncovered regimes and seek a competent determination before market launch. |
Minimum facts that can change the answer
Collect one frozen baseline for every product family or materially different configuration. Without the facts below, any definitive quote or “no certificate required” conclusion is premature.
- Product name plus intended function, user group and all advertised claims; identify medical or safety claims.
- Electrical characteristics, voltage, power source, wireless functions, battery chemistry and intended installation.
- Model/SKU matrix with components, firmware, accessories and differences between versions.
- Manufacturer, production sites, trademark owner, planned importer/applicant and responsibility split.
- Sales channels, domestic or imported status, planned production/import/sale dates and inventory already made.
- Available drawings, bills of materials, test reports, CB/IEC/CE files, declarations, labels and earlier China approvals.
Resolve an uncertain CCC catalogue boundary
Where scope is ambiguous, create a written classification memo rather than commissioning speculative tests. The 2023 CCC catalogue description is a starting point, not a substitute for later additions and changes of conformity-assessment mode.
- Identify the official category and compare the product with its scope definition, exclusions and use-case notes—not only the product list title.
- Check subsequent SAMR/CNCA additions, removals and evaluation-mode announcements against the planned transaction date.
- Compare all meaningful variants; record the factual basis and unresolved assumptions for each inclusion or exclusion conclusion.
- If facts or official interpretation remain uncertain, pause the route decision and seek clarification through a competent certification body or authority before testing or shipment.
Reuse evidence without treating certificates as interchangeable
Foreign reports and existing declarations can shorten fact-finding or sometimes support an accepted evidence route, but recognition is rule-specific. Never equate CE marking, an IEC/CB report or a supplier declaration with China market authorization.
| Existing evidence | Possible use | Limit / unresolved issue |
|---|---|---|
| EU CE file / IEC or CB test | Can identify test standards, design and existing results. | No automatic substitution for CCC or other Chinese obligations; check specific acceptance rules. |
| Old CCC self-declaration | May evidence the former evaluation route and product scope. | Check whether the product is among the 16 categories converting to certificates by 2026-12-31. |
| Supplier RoHS declarations / material reports | Can inform the bill-of-materials risk map and missing substance evidence. | Check the applicable 2026 China RoHS catalogue, exemptions and conformity-assessment path. |
| Related models or previous certificate | May support grouping analysis and reduce duplicate fact collection. | Never assume model, site or critical-component changes are covered without the applicable rule. |
Sequence decisions before filing
The consultancy should create decision gates with a named owner and written exit criterion. Execution starts only when each relevant regime has a justified route and known missing evidence.
- Gate 1 — classify: freeze the SKU and use-case matrix; record every possible regime and its current source.
- Gate 2 — select: compare permissible assessment routes, competent bodies and regulatory transition dates.
- Gate 3 — reconcile: map each required fact or test to existing evidence, missing evidence, owner and change trigger.
- Gate 4 — authorize: decide whether to redesign, ask for a formal scope view, commission testing or proceed to a specialist filing.
Regulatory changes to check in October 2026
The following are dated regulatory checkpoints, not a claim that every listed product is in scope. Assess the exact catalogue description, transition dates and current implementation rules before making a binding shipment decision.
- CCC: SAMR Notice 2025 No. 57 (published 7 January 2026) requires 16 specified product types formerly using self-declaration to obtain CCC certificates from 1 January 2027; conversion is to be completed by 31 December 2026. Check the enumerated types and the special treatment of already-produced products.
- China RoHS: MIIT published its 2026 conformity-assessment catalogue and exemption list in May 2026. MIIT’s September 2026 update states that 23 newly added product categories enter conformity assessment on 1 August 2027. Existing categories and marking obligations must be evaluated separately.
- Energy labels: the 2026 NDRC/SAMR product catalogue revises rules for particular products with staggered start and inventory-transition dates. Never assume one implementation date across appliances and lighting.
Three practical route-decision scenarios
Test the classification against the product as actually supplied—not the sales presentation. These scenarios identify facts that should trigger further review.
- A mains-connected device has a rechargeable battery and radio connectivity: screen the finished unit and relevant component/use cases; CCC, RoHS, energy and other sector rules require separate applicability answers.
- A manufacturer changes the motor, PCB or production site after testing: compare critical-component and model-family coverage before reusing a report or approval; determine whether renewed assessment is necessary.
- An exporter has CE reports and a proposed Chinese distributor: identify the Chinese route, certificate/declaration holder and evidence acceptance first; the EU file alone does not answer market-entry eligibility.
The boundary between advice and execution
This page owns the cross-regime diagnosis, order of operations and gap analysis. Product-specific certification applications, lab booking, registration filings and mark placement are separate execution workstreams; follow the relevant specialist page once the route is documented.

Frequently asked questions
Answers depend on the verified product configuration, applicable rule and relevant date.
Does CE marking or a CB report replace CCC?
No automatic replacement follows. The files may help map tests or evidence, but only the applicable Chinese rule and competent body can determine accepted use.
If my product is outside the CCC catalogue, can I sell it without further checks?
No. Confirm other mandatory standards and any applicable China RoHS, energy-label, medical-device or sector-specific requirements before a market-entry decision.
Can several SKUs use the same test report?
Possibly, but only after reviewing design differences, critical parts, factory location, model coverage and the applicable assessment rules. Document the grouping rationale.
What if our CCC self-declaration was previously valid?
Verify the exact product type. SAMR’s 2025 No. 57 notice sets a 2026 conversion window for 16 listed types and specific treatment for some finished products; do not generalize it to all self-declarations.
What is the first deliverable from a certification consultant?
A written product-specific route and evidence-gap memo with sources, assumptions, regulatory dates, responsible parties and the next justified decision—not a promised certificate.
