India Bis Crs Registration Service

Scope and evidence must be confirmed before any paid tests or filings.

India's BIS Compulsory Registration Scheme (CRS) is a filing route under Scheme II for products that are specifically covered by the applicable compulsory-registration notifications. A safe filing starts with the manufacturer, the exact manufacturing premises, the notified product category, the applicable Indian Standard or essential requirement, the brand and the model scope. Those same identifiers then have to remain consistent through the test request, laboratory report, application forms and product marking.

This page focuses on registration execution: what is filed, who is responsible, how the dossier is assembled, how the portal sequence works, what BIS reviews, and what must be maintained after grant. If the unresolved issue is product classification or route strategy, use our India BIS CRS registration consulting page. For laboratory selection, model grouping, samples, retesting and test-evidence strategy, see our India BIS CRS registration testing services.

Lock the filing scope before you spend on testing

Do not begin from a generic label such as “electronics”. BIS Scheme II requires the manufacturer to identify the applicable Indian Standard or notified essential requirements, the models and brand name, and the testing route for the intended licence scope. BIS also updates product categories and standards, so the current Scheme II list, regulator notifications and any product-specific guidance should be checked before the sample is committed to a test request.

Question to lockWhy it matters to the filingDo not proceed until
What is the exact notified product category? The portal category, applicable standard and laboratory scope must align. The category is supported by the current BIS/regulator material, not only by a commercial product name.
Which manufacturing premises makes the product? The licence and evidence are tied to the manufacturer and manufacturing-unit details declared in the application. The legal name and address can be proved with the required government-issued business/manufacturing record.
What brand and models are in scope?Brand, model numbers, ratings and labels reappear in the test report and application. The brand ownership/authorisation and model list are internally consistent.
What Indian Standard or essential requirement applies? The test report and self-declaration are assessed against that requirement. The current edition, transition rule and any product-specific guidance have been checked.

A classification doubt should be resolved before testing. BIS's own 2025 advisory tells applicants to identify the product category carefully against the scope of the relevant standards and the coverage of the applicable compulsory order; exemption or coverage questions belong with the responsible regulator.

Who files and who is responsible

Under Scheme II, the manufacturer is the applicant. Form I identifies the applicant as the entity by which the product is manufactured. An importer may need a compliant product for import, but it should not be treated as a substitute manufacturer-applicant merely because it sells or imports the goods.

PartyCore filing responsibilityPractical control point
ManufacturerOwns the application, self-declaration, manufacturing-unit identity, product/brand/model scope and conformity responsibility.Names, addresses, product description and model data must match the test evidence and portal record.
Foreign manufacturerRemains the manufacturer-applicant and must nominate an Indian representative in the prescribed Scheme II route.Form IV and the applicable affidavit/undertaking must match the manufacturer and Indian representative structure actually used.
Indian representativeActs in the prescribed representative role for the foreign manufacturer and signs/submits the required declarations where applicable. The appointment, entity details and signatures must be valid and consistent; the representative does not replace the manufacturer as the product manufacturer.
Brand ownerProvides brand/trademark evidence or manufacturing authorisation when the brand ownership structure requires it.The brand word mark/logo used in the evidence should match the brand shown on the test report and product label.
BIS-recognised laboratoryProduces the prescribed conformity test report within its recognised scope. The report must correspond to the exact product category, model(s), ratings, manufacturer and applicable standard/requirements.

Foreign-manufacturer representation is document-sensitive. The correct Form III affidavit type and Form IV nomination depend on the actual Indian presence/representative arrangement. Do not copy a representative package from another company without checking that the corporate and brand relationship is the same.

Build the dossier as one consistency-controlled record

The most common filing problem is not the absence of a large document pack; it is a mismatch between documents that are all individually plausible. BIS's applicant advisory requires precise correspondence between the manufacturing-unit identity, Form I, brand evidence, test report, model numbers, labels and undertakings.

Dossier blockEvidence to prepareConsistency check before filing
Manufacturer identityGovernment-issued record authenticating the manufacturing unit's name, address and manufacturing activity; certified English translation where required by the portal.Spelling, legal suffix, address lines and factory identity match the portal and test report.
ApplicationCurrent Form I / portal data and authorised signatory details.Product name, manufacturer, factory address, brand and representative details agree with every supporting record.
Test evidenceTest request and report from a BIS-recognised laboratory for the relevant scope; Form II undertaking.Report number/date, product category, model numbers, ratings, labels and standard are the same as the filing data.
Brand evidenceTrademark/brand record and, where needed, brand-owner authorisation to the manufacturer.Brand word mark/logo and owner details are not contradictory across the label, test report and application.
Foreign-manufacturer representationForm IV nomination plus the applicable Form III affidavit/undertaking and supporting entity/authorisation records. The chosen representative category is supported by the actual corporate/brand relationship and all names/addresses match.
Product identificationModel list, technical brochure where useful, rating/marking labels and product description. The commercial name does not obscure a different notified category; every applied model is traceable to the tested evidence.

The current CRS portal instructs applicants to use a test report for online filing within 90 days of its issue. Treat that as an execution deadline: finish brand, representative and manufacturer documents while testing is in progress, rather than waiting for the report and then starting the dossier.

Submission workflow: from test request to BIS decision

  1. Confirm the route and scope. Verify that the product is covered under Scheme II, identify the current standard/essential requirements, brand, models and manufacturing unit.
  2. Set up the CRS account and manufacturer record. Use the manufacturing-unit evidence required by the portal; for foreign-language business records, prepare the required English translation.
  3. Generate the test request and select a recognised laboratory. The current CRS portal shows the laboratory-selection step inside the test-request workflow. Testing scope and sample/model grouping should be resolved before the sample is sent.
  4. Complete testing and audit the report before filing. Check model numbers, product category/name, ratings, marking labels, manufacturer identity and the applicable standard clause coverage. Do not assume that a lab-issued report is automatically filing-ready.
  5. Freeze the dossier. Finalise Form I, Form II, the applicable Form III affidavit, Form IV for a foreign manufacturer, brand records, manufacturer proof and technical support documents.
  6. Submit the online application while the report remains current. The CRS portal states that the test report should be no more than 90 days old at online submission.
  7. Answer BIS queries by correcting the record, not by creating a second version of the facts. If BIS questions a name, address, model, brand, rating or representative document, reconcile all affected records before responding.
  8. Review the licence scope on grant. Confirm manufacturer, address, brand, models, applicable standard/requirements, licence number and validity before using the Standard Mark.

The 2026 Scheme II grant process is set out without a pre-grant site-assessment step. That does not remove BIS review or post-grant surveillance: BIS examines the application and laboratory results and may later draw samples from the market or in transit for testing.

Typical reasons a CRS filing stalls

Failure modeWhat BIS can seeRepair before submission
Factory identity mismatchDifferent manufacturer name/address in the business record, portal, forms or test report.Choose the legally supportable factory identity and make every filing record match it exactly.
Wrong or unstable product categoryProduct name/category on the application does not align with the test report or compulsory-order coverage.Resolve classification first; retesting may be required if the wrong standard/category was used.
Brand evidence does not match the labelTrademark word mark/logo or brand owner differs from the report/application.Correct the brand record/authorisation and label evidence before filing.
Model or rating inconsistencyApplied model, test-request model, report model or label/rating differs.Create one controlled model schedule and reconcile every occurrence.
Wrong foreign-representative document pathForm III/Form IV choice does not reflect the actual Indian entity or brand relationship.Map the corporate/brand relationship first and execute the prescribed documents accordingly.
Test report ages outThe report exceeds the portal's stated 90-day age limit at online submission.Run document preparation in parallel with testing and file before the window closes.

BIS's 2025 advisory also warns against multiple applications for the same product and brand, inconsistent brand records, incomplete/nonconforming test reports and incorrect report/model details. These are preventable filing-control failures, not reasons to add more generic paperwork.

After grant: marking, surveillance and keeping the licence operable

Do not use the BIS Standard Mark on an unlicensed model or on pre-grant test samples. Once the licence is granted, Scheme II requires the prescribed Standard Mark and licence number, with reference to the applicable Indian Standard or notified essential requirements, on the product or packaging as applicable. Product-specific marking rules may add further details.

The 2026 Scheme II amendment provides for an initial licence period of up to five years and renewal for a further period of up to five years. Continuation fees are payable annually in advance, together with submission of the required production statement. The amended regulations link non-payment by the due date to suspension and, if not cured within the prescribed suspension period, cancellation. Renewal and annual continuation obligations should therefore be managed through a controlled compliance calendar, rather than treating renewal as a document to file after expiry.

Changes also need control. New models, changes in licence details, model withdrawal, representative changes and relevant technical changes can require a formal BIS request or additional evidence. Before changing a critical component, label, model designation, factory information or brand arrangement, check whether the change can remain within the existing licence scope.

What to prepare first for an executable filing

For an initial filing review, prepare a single data sheet containing: product description and intended India use; manufacturer legal name and manufacturing address; country of manufacture; brand owner and brand status; full model/variant list; rating labels; technical brochure; proposed Indian Standard/product category; Indian representative structure for a foreign manufacturer; and any existing test report or test request. From that data we can determine which items are filing-ready, which belong to laboratory evidence, and which must be corrected before the 90-day report window starts running.

This is deliberately narrower than a general India market-access review. It is the execution layer for a CRS registration file: one controlled applicant record, one defensible scope, one evidence chain and one submission sequence.

FAQ on India BIS CRS registration filing

Can an Indian importer obtain CRS registration instead of the manufacturer?

Scheme II is structured around the manufacturer as applicant. For a foreign manufacturer, an Indian representative is nominated through the prescribed route, but the manufacturer remains the manufacturing party identified in the application. An importer should not be substituted as manufacturer merely because it handles customs or sales.

Is a laboratory test report enough to obtain the licence?

No. BIS reviews both the application information and the test results. The manufacturer must also submit the prescribed declarations and supporting records, and BIS checks whether the evidence is complete and consistent with the applicable standard or notified requirements.

Can one filing cover several brands or models?

Do not assume so. Scheme II provides for separate applications for each product and for each brand name unless the brand-name owner is the same. Model coverage depends on the applicable sampling/grouping rules and the evidence in the test report. Confirm the intended scope before testing.

What if the test report is more than 90 days old when we are ready to file?

The current CRS portal instructs applicants that the report should not be more than 90 days old at online submission. If the window has expired, do not upload it on the assumption that BIS will accept it; reassess the test-evidence route before filing.

Does CRS Scheme II require a factory inspection before grant?

The 2026 Scheme II text sets out the grant process without a pre-grant site-assessment step. BIS still reviews the dossier and test results and may conduct post-grant surveillance through market or in-transit sampling.

What must be maintained after registration is granted?

Maintain the approved scope and marking, keep changes under control, comply with surveillance obligations, pay the required annual fee and submit the production statement on time, and plan renewal before expiry. A change in models, representative, manufacturer details or relevant product configuration should be checked before it is implemented under the existing licence.
