India Bis Crs Registration Testing Services

Scope and evidence must be confirmed before any paid tests or filings.

India BIS CRS registration testing services should produce usable evidence, not merely a laboratory result. Before sending samples, match the regulated product category, current Indian Standard, manufacturing unit, models, components and markings to the intended BIS Compulsory Registration Scheme (CRS) request. Testing is distinct from the subsequent registration decision.

Determine the applicable testing path

The CRS route applies only when the product is within a notified category and relevant regulatory scope. Check the current product list and any regulator-specific order, transition or additional essential requirement before selecting tests. The published product lists and standards may change; a similar commercial description is not enough to settle classification.

  • Identify the physical product, intended use, brand, factory address and model/rating variants; distinguish finished products from separately regulated components.
  • Confirm the exact applicable Indian Standard, edition or transition date and any product-specific series guidelines before drafting the test request.
  • For borderline categories or claimed exemptions, seek the relevant regulator’s clarification; laboratory quotations are not formal rulings on applicability.

CRS testing and evidence decision matrix

Use this matrix as a commissioning gate. It is a planning tool, not a substitute for the current standard or the applicable ministry circular.

Verification gateEvidence to assembleDecision before testing
Product and standardProduct specification, intended use, photos, regulatory product category, current IS reference and transition circular.Ask whether this exact product is covered and which current edition or extra requirements apply.

Additional product requirementsCategory-specific security, performance or other notified essential requirements and the current circulars.Check whether different tests, a separate report or a different competent testing body is required.

Select a laboratory for the exact test scope

Do not book on the basis of a generic ISO/IEC 17025 or NABL claim alone. Check BIS recognition for the precise Indian Standard and testing activity on the official CRS laboratory list or BIS LIMS, and reconfirm the current laboratory scope directly.

  • Can you accept a CRS portal-generated test request for this product, standard and required edition?
  • Is your BIS recognition active for every required test, including any additional essential requirements, or must another competent body be used?
  • Which model-family rules, sample count, destructive tests, accessories and reference components affect the quotation?
  • How will failed clauses, retest samples, amendments and any subcontracted work be handled and documented?
  • What report format, labels, factory/model identifiers, expected capacity and issue date will be recorded? Obtain a written scope and quotation; capacity is not a guaranteed completion date.

Samples, test requests and the 90-day report window

The official CRS portal describes the sequence from test request to laboratory report. Its registration page instructs applicants to send the sample and test request within 60 days of request generation, and to apply using a verified test report within 90 days of its issue. Confirm the currently applicable portal rule when acting.

  1. Freeze the version-controlled model list, construction data and labels; confirm applicable product and current requirements.
  2. Generate the CRS test request, select the eligible laboratory through the portal and obtain laboratory confirmation.
  3. Ship correctly identified production-representative samples with the requested documents and the portal test-request/QR reference.
  4. Check the issued test report line by line: correct manufacturing location, category, brand, IS, covered models, ratings, labels and exceptions.
  5. Coordinate prompt filing within the applicable report-age window; if scope changes or the report ages out, ask BIS/lab what fresh testing or updated evidence is required.

Can an existing report or model family be reused?

An older CB, CE, in-house or supplier report can assist engineering review but is not automatically an acceptable CRS registration report. BIS requires a report through the prescribed CRS testing route from an appropriately BIS-recognised laboratory. Reusing an earlier BIS CRS report for a new model, factory, brand or changed standard is conditional on the current scope and relevant model-series, inclusion and changeover instructions; never assume transferability.

For model families, map the tested representative model to every proposed derivative and record all safety-relevant differences. Parallel testing of dependent components can be available only under applicable published BIS instructions; the BIS advisory specifically mentions relevant component application/inclusion IDs and an undertaking. Do not treat parallel testing or a common PCB as a blanket exemption from additional evidence.

Failures, retesting and engineering change control

A test failure or design adjustment should trigger a documented scope decision, not an unrecorded swap of samples. The precise retest programme is determined by the current standard, the recognised laboratory and relevant BIS directions.

What to settle before booking the laboratory

Send the following six-item brief to candidate laboratories and request a written answer before shipment. It prevents most avoidable scope disputes:

  • Notified category, IS number and revision, relevant regulator and effective-date check.
  • Exact factory, brand, intended models, technical ratings and proposed family grouping.
  • Drawings, BOM, construction data, critical-component documents and label artwork.
  • Additional essential requirements, component dependencies and other test streams if relevant.
  • Recognised laboratory scope, sample quantities, shipping route, testing capacity and retest terms.
  • Report identity checks, planned registration date and escalation plan for failures, standard changes or expired reports.

This page addresses testing evidence. For the separate filing procedure, see CRS registration execution; for a classification or compliance strategy, see CRS advisory services.

If the applicable regulation points to Scheme-I rather than CRS, consult BIS ISI certification services instead of using a CRS test request.

Official verification points

Verify these primary BIS and ministry resources before placing an order. The circular and standard applicable to a particular product and date take precedence over examples or commercial lab descriptions.

Frequently asked questions

Can an ISO/IEC 17025 or NABL-accredited lab issue an acceptable CRS report?

Not on accreditation alone. Verify its live BIS recognition for the relevant Indian Standard and testing scope, plus any separate requirements for an additional essential test.

Is a 95-day-old report suitable for a new CRS application?

The BIS CRS portal states that the verified report should be used within 90 days of issue for the application. At day 95, do not file assuming acceptance; clarify the currently applicable rule and whether a fresh report is needed.

Can five visually similar models be covered by one tested sample?

Possibly, but only where the applicable product-specific series guideline and recorded construction/rating differences permit. Get the lab to document representative sample selection and report coverage first.

Will an existing CB report or the supplier’s BIS report replace testing?

Neither can be assumed to replace a CRS-compliant report linked to the correct manufacturing site, brand, models and current Indian Standard. Ask for a formal eligibility review of existing evidence before paying for tests.

What happens if a critical component changes after a pass?

Document the change and compare it with the reported construction data, series rules and current BIS notices. Ask the recognised laboratory/BIS whether supplementary or new tests and a scope update are necessary before relying on the earlier result.
