India Bis Crs Registration Consultant

Scope and evidence must be confirmed before any paid tests or filings.

An India BIS CRS registration consultant should resolve the regulatory route before a manufacturer pays for testing or an importer commits to a shipment. The decision turns on the exact product category, applicable notification and Indian Standard, manufacturing site, brand, model configuration and current transition rules—not merely a commercial product name.

CRS is Scheme II of the BIS conformity-assessment framework for notified products. It is not a universal certificate for electronics, and an importer or consultant does not replace the manufacturer as the registration holder. The analysis below is a pre-filing decision framework, not a promise of approval.

Route selection: three outcomes and an unresolved case

Compare the actual intended product and its function with the live BIS Scheme II list, the underlying ministry notification and its commencement or amendment provisions. A published Indian Standard alone does not make every product subject to CRS.

A key current-risk example is the migration of several electronic categories to IS/IEC 62368-1:2023 and BIS circulars issued in 2026. Always check the standard and effective arrangements for the specific category rather than copying a legacy test plan.

Who applies: factory, brand and Indian representative

The BIS CRS portal identifies the manufacturer as eligible to apply; different factory locations and brands may require separate registrations. Contract manufacturing arrangements therefore need a site-and-brand map before anyone opens an application.

Verify existing registration by manufacturer, product, brand and model in the official BIS register. An existing BIS CRS registration held by an OEM for a different brand, manufacturing site or model does not automatically cover the proposed supply.

Evidence triage: what can be reused?

The consultant should deliver a gap register distinguishing established facts, missing documents and tests that cannot yet be commissioned safely:

  • Classification file: specification, product images, functions, rated capacity, accessories and intended Indian use.
  • Identity file: manufacturer legal name, factory address, actual production site, brand owner and proposed applicant.
  • Scope file: individual models, hardware revisions and differences relevant to BIS model-series guidance.
  • Standard file: notified Indian Standard, current amendments, transition circulars and any additional product-specific order.
  • Test file: existing laboratory reports, dates, issuing lab, tested models and correspondence with the currently applicable standard.

Existing CE, CB or overseas results can inform engineering work but are not a substitute for the CRS report from a BIS-recognised laboratory. The BIS application instructions require a test report no older than 90 days when submitted; whether a model can share evidence is controlled by current category-specific series rules.

Sequence decisions before testing or filing

  1. Freeze the product description; identify the notified category, the applicable standard and any enforcement or migration dates.
  2. Confirm applicant, manufacturing site, brand, AIR position and existing registration coverage.
  3. Approve a model-family and evidence-reuse plan against applicable series guidance; only then select recognised laboratory testing.
  4. Review the completed evidence and remaining gaps before authorising a CRS filing and planning the Indian launch.

The filing mechanics and laboratory sample workflow are separate execution tasks. Approval, marking and shipment decisions must be checked against the current order and registration status, not a proposed timetable.

Events that reopen the decision

  • A new model, material safety-relevant design change or alternative component may affect test coverage; seek an evidence-impact review before treating old results as sufficient.
  • A change of factory, brand or AIR can change the filing or inclusion route; check BIS requirements before using an existing registration.
  • A revised Indian Standard, changed implementation date or new ministry notification can invalidate the route or testing assumptions made earlier.

Build the budget around unresolved classification, number of factory/brand scopes, distinct test families, document remediation and retesting contingencies. No fixed fee or guaranteed processing period should be inferred from this strategic screen.

What the consultant should hand back

A defensible advisory engagement produces an auditable decision, not merely a list of documents:

  • A route memo linking each product/model to the official notification, standard, effective date and any open classification question.
  • A factory–brand–model–AIR responsibility matrix, with verified existing registrations and limits on their use.
  • A traffic-light gap register, evidence-reuse rationale, change triggers and an authorised next step for testing or filing.

Frequently asked questions

Can an importer apply using its own name?
The CRS scheme names the manufacturer as applicant. Establish the producing factory and its brand/model scope; an importer may coordinate but should not assume the manufacturer role.
Can one registration cover two brands or factories?
Different manufacturing locations require separate registration numbers. BIS guidance also treats brands separately, while its applicant advisory notes a same-brand-owner qualification for separate applications. Verify the specific brand arrangement before assuming shared coverage.
Will a CE, CB or old BIS test report be accepted?
A CE or CB result alone is not the required CRS report. Check recognised-lab status, applicable Indian Standard, model coverage and the 90-day report condition at filing.
The device combines a battery, adapter and wireless module: one CRS approval?
Do not infer a single approval. Classify the finished product and assess separately whether components or wireless functions trigger additional product-specific obligations.
Does a pending standard transition let us ship now?
Not automatically. Check the current notification, effective date, applicable transition circular, registered scope and timing of the intended import or sale.
