India Bis Isi Certification Services
India BIS ISI certification is not a single filing task. A workable service has to keep the product route, factory capability, testing evidence, application data and launch controls aligned from the first intake through licence operation. The safest starting point is to confirm that Scheme I (the ISI Mark route) is actually the correct conformity-assessment route for the exact product and manufacturing site; products covered by a Quality Control Order may require compulsory BIS certification, while other products may remain voluntary.
What an end-to-end BIS ISI service should coordinate
The execution owner should maintain one controlled project file linking the applicable Indian Standard, product variants, factory location, manufacturing process, in-house test capability, third-party testing, BIS application data, inspection actions and post-grant obligations. This page focuses on that execution layer. Strategic route selection belongs on the India BIS ISI certification consultant page, while electronics and IT products that fall under the BIS Compulsory Registration Scheme should be routed to the India BIS CRS registration service.
Route gate before the project starts
| Question | Execution consequence | Safe action |
|---|---|---|
| Is the exact product subject to a current QCO or another compulsory BIS requirement? | A mandatory route can block lawful market entry if certification is missing. | Confirm the current compulsory-certification list and the product-specific notification before committing samples or launch dates. |
| Is Scheme I / ISI the correct BIS scheme? | Using the wrong scheme can invalidate the whole filing plan. | Map the product to the relevant Indian Standard and product manual. Do not assume that all BIS-regulated products use ISI. |
| Which manufacturing premises will make the product? | BIS licensing is tied to the manufacturer and manufacturing premises; separate applications may be needed for separate locations. | Freeze the legal manufacturer name, factory address and manufacturing flow before preparing the application. |
| Is the manufacturer outside India? | The FMCS path adds an Authorized Indian Representative (AIR) and foreign-manufacturer requirements. | Appoint an eligible AIR and align the AIR documents with the manufacturer application before filing. |
Operational workflow: intake to market readiness
- Intake and scope freeze. Collect the exact product description, models/grades, drawings or specifications, brand information, manufacturer entity, factory address, target launch plan and existing test evidence. Record unresolved classification questions instead of guessing.
- Standard and product-manual mapping. Identify the relevant Indian Standard and retrieve the current BIS product manual, Scheme of Inspection and Testing (where applicable), grouping guidance and any product-specific implementation instructions.
- Factory capability gap check. Compare the real manufacturing process, process controls, quality controls, test equipment, calibration status and competent testing personnel against the applicable BIS requirements. BIS expects the manufacturer to possess the required manufacturing and testing capability; a paper-only application is not enough.
- Evidence plan. Decide which tests must be available in-house, which evidence must come from BIS/BIS-recognised laboratories, which variants can be grouped, and which samples must be prepared. The exact test plan is product-specific and should follow the current product manual rather than a generic checklist.
- Application build and filing. Reconcile names, addresses, product scope, manufacturing details, test equipment and supporting records before submission. Domestic product-certification applications are filed online. For FMCS, BIS states that from 1 June 2026 applications are accepted only through the online portal.
- Query and inspection readiness. Keep one deficiency tracker for BIS queries. Before the visit, ensure the production line, in-house laboratory, records, personnel and offered product are consistent with the submitted file.
- Inspection, sampling and independent testing. BIS may verify manufacturing and testing infrastructure at the factory, conduct or witness factory testing, and draw samples for independent testing. For FMCS, the applicant is responsible for safe deposition of samples and testing charges.
- Grant-closeout and launch control. A licence should be treated as a controlled scope, not a blanket company approval. Confirm the licensed product/varieties, factory, marking conditions and any outstanding fee or agreement steps before releasing standard-marked goods.
Deliverables and responsibility matrix
| Workstream | Manufacturer must provide/control | Execution service should coordinate | Release criterion |
|---|---|---|---|
| Scope | True product construction, variants, brand and factory data | IS/QCO mapping, scope register, open-issue log | No unresolved route conflict |
| Factory readiness | Manufacturing equipment, process controls, QC staff, in-house testing and calibration | Gap matrix, evidence index, inspection-readiness actions | Submitted file matches factory reality |
| Testing | Representative samples and stable production configuration | Test matrix, lab coordination, report review, retest decision log | Required conformity evidence is complete and traceable |
| Application | Corporate authorisations and accurate declarations | Portal package, document naming, query tracker, version control | No material inconsistency across forms and evidence |
| FMCS / AIR | Legally appoint AIR and keep representation continuous | AIR document pack, communication routing, change alerts | AIR details and manufacturer file remain aligned |
| Market release | Apply the Standard Mark only within the licensed scope and maintain required controls | Licence-scope checklist, marking release gate, change-control register | Product, site and marking match the operative licence |
Document flow and test/submission sequence
A strong project file is traceable rather than merely large. Each application fact should point to its evidence source: factory registration or corporate record, manufacturing-flow document, equipment list, calibration evidence, test method, product specification, brand authorization, test report, or AIR appointment where relevant. The project team should use a single source of truth for names, addresses, model identifiers and standard numbers; mismatches between a laboratory report, application and factory records are avoidable causes of delay.
Testing should be sequenced after scope stabilization. If a model, material, critical component or rating is still moving, test results may cease to represent the production configuration. BIS product manuals and grouping guidelines are product-specific, so the service should document why each tested sample covers the intended scope rather than assuming that one report automatically covers every variant.
Bottlenecks and handoffs that need active control
| Bottleneck | Why it matters | Control |
|---|---|---|
| Wrong standard or wrong BIS scheme | Everything downstream can be unusable. | Do a route gate before lab booking or filing. |
| Factory file differs from actual production | Inspection exposes the mismatch. | Pre-inspection verification against the submitted evidence set. |
| Unstable variant/configuration | Testing may not cover the final market product. | Freeze the compliance-critical configuration before sample selection. |
| Incomplete BIS query response | Open deficiencies stop progress and can create repeated cycles. | Use a numbered response matrix with evidence for every point. |
| AIR change or unavailable AIR under FMCS | BIS requires continuing representation and advance notice of changes. | Maintain a named backup process and notify BIS before the change. |
| Product change after licence | The changed variety may fall outside the licensed scope. | Run change control before production release; assess whether inclusion/testing is required. |
Market readiness and post-grant change control
Grant is the transition from project mode to controlled licence operation. BIS surveillance can include factory visits, verification of the accepted Scheme of Inspection and Testing, factory testing, collection of production/dispatch data, and samples drawn for independent or market testing. The compliance file therefore has to remain live after approval.
Before any change to a licensed product, ask whether the change affects the Indian Standard, tested construction, grade/type/variety, manufacturing process, factory location, testing capability, brand or AIR. BIS provides a formal route for inclusion of new varieties under FMCS and may require BIS-recognised laboratory reports plus details of additional manufacturing or testing facilities. A commercial launch should wait until the change has been classified and, where required, accepted within the licence scope.
Where this execution page stops
This page does not replace a strategic applicability opinion or a product-specific regulatory map. If the primary problem is choosing between BIS schemes, interpreting borderline scope or designing a certification strategy, use the BIS ISI consultant page. If you are dealing with a consumer-product-specific execution route, see BIS ISI certification services for consumer products. For a broader India launch involving multiple regulators, use product compliance and market access services in India.

FAQ
Can an importer obtain the ISI licence instead of the foreign manufacturer?
Under FMCS, BIS states that the foreign manufacturer is the applicant; an importer cannot apply for the licence on the manufacturer's behalf. The foreign manufacturer must also nominate an eligible Authorized Indian Representative.
Can we start laboratory testing before confirming the exact Indian Standard and product scope?
That creates avoidable risk. Testing should follow route confirmation and scope stabilization because the applicable Indian Standard, product manual, grouping rules and final configuration determine what evidence is useful.
Does one BIS ISI licence automatically cover every factory of the same company?
No. BIS guidance links certification to the manufacturing premises, and separate applications are required for separate factory locations. Confirm the exact factory that will manufacture the India-market product before filing.
What should be ready before a BIS factory inspection?
The submitted application should match the real factory: manufacturing equipment, process and quality controls, in-house testing capability, calibration records, competent personnel, production configuration and relevant documents should be inspection-ready and internally consistent.
What happens if we add a new model or grade after the licence is granted?
Do not assume it is already covered. Run a scope/change review first. BIS has procedures for inclusion of new varieties, and additional testing or manufacturing/testing-facility information may be required before the new variety is treated as licensed.
