FSSAI Registration Services In Ghaziabad India
An FSSAI application for a food business in Ghaziabad is made under India's national Food Safety and Standards framework, not under a separate Ghaziabad licensing law. The practical starting point is the location of each operating premises, the food activities performed there and the correct authority shown in FoSCoS.
The March 2026 reforms changed the turnover bands and duration of credentials. A consultant can prepare and monitor a filing, but cannot allocate jurisdiction by preference or guarantee approval. Use the official portal and rules for the final determination.
Start with the Ghaziabad premises—not the consultant's address
For premises physically located in Ghaziabad district, select Uttar Pradesh and the actual district/location in the official FoSCoS application. A Delhi, Noida or Gurugram correspondence address does not replace the operating address. Selling to NCR customers is not, by itself, proof that those customers' jurisdictions govern the Ghaziabad premises.
An NCR address is not a regulatory category: Ghaziabad and Noida (in Gautam Buddha Nagar district) are both in Uttar Pradesh, but in different districts; Delhi is a separate National Capital Territory. Enter each actual site and its district correctly. A second site, particularly one in another state/territory, requires its own assessment; a Noida outlet alone does not establish inter-state operations.
For a registration or State licence, the state licensing/registration administration is relevant; Uttar Pradesh has a Food Safety and Drug Administration. Where a Central licence is required, FoSCoS determines the applicable Central Licensing Authority route. FSSAI's Northern Regional Office is physically in Indirapuram, Ghaziabad, but its presence does not make it the issuing office for every Ghaziabad trader.
Use FoSCoS's ‘Know Your Officer’ function to confirm the case-specific officer and keep the displayed assignment with the file. Do not rely on an unofficial list of Ghaziabad inspectors or assume that every district has a separate fee or form.
| Scenario / routing question | Action in Ghaziabad | Boundary to verify |
|---|---|---|
| Actual Ghaziabad food premises | Enter Uttar Pradesh, Ghaziabad and the correct premises address in FoSCoS; select the activity (KoB). | District and route are established by premises and FoSCoS eligibility, not by service provider location. |
| State registration / State licence route | Use the competent Uttar Pradesh registration/licensing workflow in FoSCoS. | Confirm the named officer in ‘Know Your Officer’; do not infer it from the Northern Regional Office address. |
| Central licence route | Use the Central category only where FoSCoS and applicable criteria require it. | Northern Regional Office: FSSAI Complex, 2nd Floor, National Food Laboratory, Ahinsa Khand-2, Indirapuram, Ghaziabad-201014; presence of that office alone does not establish individual jurisdiction. |
If the same food business operator actually runs food-business premises in both Uttar Pradesh and Delhi (or another State/UT), the FoSCoS Head Office/Registered Office KoB calls for a Central licence for the declared head/registered office, in addition to the appropriate separate licence or registration for each operating unit. A Ghaziabad–Noida combination alone does not cross a state boundary; sales delivered to Delhi customers do not, without a Delhi business premises, prove multi-state establishment. Identify the legal operator of every site before applying.
Choose a 2026 turnover band, then test activity-based exceptions
FSSAI's order of 13 March 2026 applies these turnover bands to new applications made on or after 1 April 2026:
| Credential | Annual turnover (2026) |
|---|---|
| Registration | Up to ₹1.5 crore |
| State licence | Above ₹1.5 crore, up to ₹50 crore |
| Central licence | Above ₹50 crore |
These figures are a screening tool, not automatic approval: use the current FoSCoS eligibility checker for the precise Kind of Business (KoB), capacity and special circumstances, including import or multi-state activity. Some operations can trigger a Central route independently of the simple turnover comparison. Do not apply outdated ₹12-lakh/₹20-crore charts.
Online orders require a separate KoB check. The official 1 April 2026 eligibility table assigns a Central licence to the E-Commerce KoB without a turnover limit, and FSSAI’s 18 March 2026 order addresses online platforms facilitating food orders. Establish who runs the online store or marketplace and what the Ghaziabad operator actually does; a home bakery should neither be treated automatically as a Central-license e-commerce platform nor cleared for basic registration solely because turnover is low.
Ghaziabad routing matrix: four real operating patterns
| Operating pattern | What to do | Fact not yet established |
|---|---|---|
| Restaurant or cloud kitchen in Ghaziabad | Map the food-service activity and the actual kitchen address; test turnover band. | Whether the site is one kitchen or part of a wider chain; other premises may need separate assessment. |
| Home bakery taking orders online | Use the home production address if food is made there; describe production, not just online sales. | Actual turnover, products and whether production occurs elsewhere. |
| Packaged-food manufacturing unit | Identify manufacturing KoB, food categories, installed capacity and the unit's floor plan. | Product-specific standards, testing or additional documents may apply. |
| Ghaziabad warehouse with Delhi/Noida outlets | Classify storage/wholesale/retail and record each operating site separately. | Which entity operates each site and whether Central/multi-state criteria apply. |
The operating pattern determines what facts must be checked; no example alone proves that registration rather than a licence is sufficient.
Document matrix to assemble before paying
| Applicant / operation | Core evidence | Conditional verification |
|---|---|---|
| Registration applicant | Photograph; government-issued photo ID; proof of food-business address if different from the ID address. | The official basic-registration document list is short; confirm the live portal request. |
| State/Central licence applicant | Legal name and responsible signatory, identity/address and constitution details as applicable; food activities/categories and premises information. | FoSCoS document lists differ by licence class and KoB; do not upload every item on a generic consultant checklist. |
| Manufacturing/processing premises | Processing layout, equipment/capacity list and other activity-specific evidence where required. | Check water analysis, production supervision, product and testing records against the actual KoB requirements; not all are universal. |
Before upload, compare the PIN code, premises address, signatory and KoB across the draft application and evidence. A shop invoice or postal address is not a substitute for proof of the actual food-operation site when the system requests it.
A controlled FoSCoS filing and handover
- Inventory each Ghaziabad site, its operator, food activities, product families, turnover and any out-of-state sites.
- Check current FoSCoS eligibility and the registration/State/Central route; retain the screen or reasoning behind the choice.
- Open the ‘New License/Registration’ workflow and select the premises state, district and relevant KoB.
- Upload the exact documents requested for that route; verify names, addresses and product descriptions before submission.
- Pay the government charge shown in the live portal; record any separate professional charge transparently. Keep the payment receipt and application reference number.
- Track any query/inspection stage through FoSCoS; after issue, verify certificate details and hand the account, receipt and continuing-compliance checklist to the actual operator.
Street-food vendors: when a second registration may be unnecessary
The 2026 FSSAI FAQ says street-food vendors, hawkers, food carts and similar vendors already registered under the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014 are deemed registered under the Food Safety and Standards Act. That is not a blanket exemption for every unregistered cart or stationary restaurant.
For a Ghaziabad vendor, first confirm genuine coverage under the 2014 Act and retain the relevant evidence. The applicable Schedule 4 hygiene and sanitary requirements still apply. If status, operator or activity is unclear, verify in FoSCoS or with the competent authority before relying on deemed registration.
Existing credentials, fees and ongoing obligations
FSSAI's 27 March 2026 FAQ confirms perpetual validity: credentials remain valid unless suspended, cancelled or surrendered, and routine renewal is no longer required under the reform. Periodic fee payment remains relevant; the FAQ allows payment for a chosen number of years. Existing holders changing category under the new bands are to migrate through FoSCoS on self-declaration without a separate migration modification fee; do not assume all other modifications are free.
The official April 2026 KoB table shows an ordinary registration fee of ₹100 per year and ₹7,500 per year for the usual Central-licence category, but a ₹0 registration fee for the specified itinerant hawker KoB. These are government fee categories, not quoted consultant fees; verify the applicable activity and payment screen.
Perpetual validity does not remove food-safety, hygiene, testing (where applicable), inspection or change-notification obligations; confirm any change in activities, premises or responsible operator in FoSCoS.
For ordinary activities in the same April 2026 eligibility schedule, a State licence is generally listed at ₹5,000 per year. Check the precise KoB, any special rate and the payment screen before quoting a government fee.
The final FSSAI second amendment published on 24 June 2026 also distinguishes ongoing controls by activity: the licence condition on separate daily records of production and raw-material use does not apply to non-manufacturing food businesses; the amended FIFO/FEFO storage provision does not apply to retailers. These are narrow exceptions, not a general exemption from hygiene, traceability or other applicable duties.
Scope of assistance and the next safe decision
A useful service scope is a written premises-and-KoB classification, the tailored upload checklist, draft review, portal submission support, query handling and delivery of the issued record and account access. Ask for the official receipt and application number; do not pay for a promised government ‘fast-track approval’ without checking eligibility and the official portal.
For a national step-by-step filing guide, consult FSSAI registration and licensing across India. This Ghaziabad guide instead resolves the local premises, Uttar Pradesh versus Central authority and NCR-border routing decisions. A professional service does not replace FSSAI's official decision.

Questions businesses in Ghaziabad actually face
- My Ghaziabad kitchen sells food to Delhi customers. Do I register in Delhi?
- Not on that fact alone. Start with the real Ghaziabad kitchen premises in FoSCoS. List any additional Delhi operating site separately and assess multi-state circumstances.
- Can I visit FSSAI's Indirapuram regional office to obtain every Ghaziabad registration?
- No assumption is justified. The Indirapuram office is an official Northern Regional Office, but a registration or State licence follows the competent Uttar Pradesh route. Confirm the assigned officer in FoSCoS.
- I already have a State licence but now fall below ₹1.5 crore. Must I pay to convert it?
- FSSAI's 2026 FAQ says migration on the revised turnover thresholds is handled through FoSCoS self-declaration without a separate migration modification fee; review the system record and any other activity-based eligibility criteria.
- Does a registered Ghaziabad street-food cart need a second FSSAI registration?
- A vendor genuinely registered under the 2014 Street Vendors Act may be deemed FSSAI-registered under the 2026 change. Verify proof and coverage; hygiene obligations continue.
- Does perpetual validity mean my Ghaziabad manufacturing unit can ignore changes?
- No. Changes in premises, activity, product or responsible party may require modification and substantive hygiene and food-standard requirements continue. Review the actual change in FoSCoS.
- We have a Ghaziabad production unit and a Delhi shop under the same operator. Is the Ghaziabad licence enough?
- No. Assess each operating premises and its KoB separately; a business operating in two States/UTs must also check the Central Head Office/Registered Office licence requirement. First establish that both sites are operated by the same FBO. A Noida-only second location remains in Uttar Pradesh.
