FSSAI Registration Services In Assam India
An Assam food business does not obtain a separate “Assam FSSAI law” approval. FSSAI registration or licensing follows the national Food Safety and Standards Act and FoSCoS process; the practical Assam question is which premises, food activity and district-level authority apply. A Guwahati stall, a Dibrugarh processor and a Cachar warehouse may have different operational records and district contacts without being subject to different state-made FSSAI thresholds.
Important 2026 update: for new applications from 1 April 2026, FSSAI sets the general turnover bands at registration up to ₹1.5 crore, State licence above ₹1.5 crore through ₹50 crore, and Central licence above ₹50 crore. Activity-specific or special-jurisdiction requirements still need checking. Older pages showing ₹12 lakh, ₹20 crore, a compulsory 1–5-year validity period or annual renewal may be outdated.
Choose the correct FSSAI route before filing in Assam
Use turnover as an initial screen, not a final classification. In FoSCoS select the actual kind of business (KoB), product, premises and applicable capacity or special category. For example, an importer or a unit at a specially administered location should not select basic registration simply because its local sales are low.
| Initial turnover band for new filings since 1 April 2026 | Indicative national route | Assam-specific next check |
|---|---|---|
| Up to ₹1.5 crore | Registration | Confirm the KoB and premises; test street-vendor deemed-registration eligibility where relevant. |
| Above ₹1.5 crore through ₹50 crore | State licence | Confirm the proper Assam district/Designated Officer jurisdiction and KoB document set. |
| Above ₹50 crore | Central licence | Confirm Central licensing and any separate activity/location trigger in FoSCoS, despite the Assam address. |
The March 2026 FSSAI clarification expressly says the turnover revision did not change licensing or registering authorities’ jurisdiction. Do not treat the matrix as automatic approval or a substitute for the live FoSCoS eligibility screen.
Cross-check the FoSCoS kind-of-business eligibility sheet, updated 1 April 2026, rather than applying older capacity-based category tables. It lists food importers, e-commerce KoBs, proprietary-food manufacturers and nutraceutical KoBs as Central-licence routes regardless of turnover. Fish and dairy processing, by contrast, are shown under the revised turnover bands; food-specific hygiene, safety and testing duties still apply. Identifying the exact KoB is essential: selling through an online platform is not, without more facts, the same as being the e-commerce operator.
For a business with food operations in two or more Indian states, the current FoSCoS sheet identifies a Central licence for the designated head/registered office, with separate appropriate premises authorisations as applicable. Some rows—particularly grain/cereal/pulse milling and food-vending agencies—have special or overlapping wording; do not infer a definitive category from an ambiguous row. Record the precise KoB, annual turnover and premises, and ask FoSCoS/the competent authority for clarification before paying. The 13 March 2026 FSSAI order supersedes earlier categorisation criteria; an older capacity chart is not a safe substitute.
Identify the Assam authority from the actual operating district
Assam’s Commissionerate of Food & Drugs Administration is the state enforcement structure. Its official directory assigns Designated Officer contact points to clusters of districts; it lists a state-wide Commissioner of Food Safety (foodsafety.assam@gmail.com). For a standard state-route query, locate the premises district first. District officers are not a replacement for the Central licensing route when that route applies.
| Districts shown in the Assam official directory | Listed office/HQ | Listed Designated Officer contact |
|---|---|---|
| Kamrup (M), Kamrup, Nalbari, Barpeta, Bongaigaon | Kamrup (M), Guwahati | fsoasanilsarma@gmail.com |
| Lakhimpur, Dhemaji, Darrang, Sonitpur, Biswanath | Lakhimpur | karunadoley5@gmail.com |
| Nagaon, Morigaon, Karbi Anglong, West Karbi Anglong, Dima Hasao, Hojai | Nagaon | bibhuti.das78@assam.gov.in |
| Golaghat, Jorhat, Majuli, Sivasagar, Dibrugarh, Tinsukia | Sivasagar | rhfso12@gmail.com |
| Chirang, Kokrajhar, Udalguri, Baksa, Dhubri, Goalpara | Kokrajhar | bilifangbrahma8@gmail.com |
| Cachar, Hailakandi, Sri Bhumi | Cachar | nuronnahar69@gmail.com |
The published Assam district table is not an exhaustive list of every present-day district. If the premises district is not explicitly listed (for example, Charaideo or South Salmara–Mankachar), do not guess the officer from a neighbouring district: use the FoSCoS jurisdiction shown for that premises and confirm with the Assam Commissionerate.
These are published directory contacts, not guaranteed individual case handlers or walk-in filing addresses. Boundaries, names and emails can change. Check the current Assam government contact directory and the authority shown by FoSCoS before contacting or submitting anything. Assam’s published enforcement description distinguishes Designated Officers (district administration) from Food Safety Officers (inspection and samples).
For a Central-licence issue, FSSAI publishes a North Eastern Region branch-office contact in Guwahati: Housefed Complex, Central Block, 3rd Floor, Dispur, Guwahati 781006; email doguwahati@fssai.gov.in. This is a contact point, not proof that the branch processes every Central application or permits in-person filing. FSSAI North Eastern Region: Guwahati branch contact
Prepare an Assam-premises evidence pack, not a generic “registration kit”
Before buying a filing service, map each address to its food activity and responsible operator. Form A is the registration application; licensing uses its respective FoSCoS workflow and document list. The following is a working checklist rather than an assertion that every item is mandatory for every KoB:
- Exact Assam premises address, district, PIN code and possession/occupation evidence if the selected route requests it; avoid substituting a registered-office address for the food premises.
- Legal name, operator or authorised signatory, contact details and identity/photo documents as required for that category.
- Actual KoB: cooking and sale, manufacturing, packing, storing, distribution, transport, online sale or import; list food categories and applicable capacity/turnover.
- For a processor, keep a premises layout, equipment/capacity and food-safety management records ready where the FoSCoS KoB checklist requires them.
- For an existing licence or registration, retain its number, current approved scope, notices and any change in premises, entity, KoB or annual turnover.
An Assam department page still mentions FLRS, treasury challans and paper submission. Because the live national platform is FoSCoS, do not assume those historical instructions are currently universal: follow the payment/document instructions produced by the live application and ask the competent authority if they conflict. FoSCoS supplies category-specific document and fee screens; an adviser’s quoted service fee is not the government fee.
Filing workflow from Guwahati, Silchar, Jorhat or any Assam district
- Identify all physical premises and the precise district; separate a second food-handling location from a mere correspondence address.
- Open FoSCoS new licence/registration, select Assam and the relevant premises route, then test KoB, turnover, capacity and special-category criteria.
- Compare the resulting route with the 2026 FSSAI order. If FoSCoS displays an older threshold or mismatched eligibility, preserve the screen and seek portal/authority clarification before paying.
- Complete the applicable details, upload only the documents required by the chosen live workflow, verify the preview and pay using the official portal channel.
- Save the application reference, monitor status and respond to queries through the portal. Verify the granted certificate, operator name, premises address, category and covered activities before relying on it.
Tatkal/instant processing has been introduced for certain KoBs, including an Assam rollout, but portal availability and eligibility remain restricted or changeable. Do not promise same-day approval. A reference number or submitted application is not itself proof of granted FSSAI authorisation.
Four Assam situations where the wrong shortcut creates risk
| Starting situation | Critical distinction | Safe local action |
|---|---|---|
| Mobile tea/snack vendor in Guwahati | A vendor actually registered under the 2014 Street Vendors Act may qualify for 2026 deemed FSSAI registration; merely selling on the street does not establish this. | Check the specific street-vending registration and Schedule 4 hygiene duties; otherwise confirm the FoSCoS route. |
| Home kitchen supplying food in Jorhat | Working from home does not by itself exempt food activity or determine registration versus licence. | Record turnover, food type, premises and KoB; select the live route and retain handling/safety evidence. |
| Fish, dairy or packaged-water processor in Dibrugarh | A lower turnover band does not cancel product-specific safety, hygiene or testing duties. | Check the April 2026 KoB sheet for the product, then verify facilities and product-specific hygiene/testing duties; do not classify using an obsolete capacity band. |
| Assam warehouse plus imported food or another-state operations | A low Assam warehouse turnover does not automatically remove Central/special-jurisdiction considerations. | Map operator, import status and every premises; verify Central triggers and the separate unit applications, as applicable. |
What changed in 2026—and what still needs maintenance
Under FSSAI’s 27 March 2026 official FAQ, licences/registrations granted on or after 1 April 2026 have perpetual validity unless suspended, cancelled or surrendered; routine renewal is not required. FSSAI states that fees may be paid for a chosen number of years, while ongoing hygiene and other statutory duties remain. Existing FBOs affected by threshold migration are to be aligned through FoSCoS, based on self-declarations; the FAQ states that migration itself has no modification fee and does not change the licence number.
Critical distinction in the binding 10 March 2026 amendment (regulation 2.1.7): perpetual validity does not waive the annual licence/registration fee or an applicable return. Failure to pay the due annual fee, or to file a required return by its deadline, causes the certificate to be deemed suspended. Food business must not operate during suspension; payment or filing with applicable penalty is required to lift it. On business closure, notify the competent authority in writing and surrender the certificate within 30 days; fees already paid are not refundable on surrender. Check actual payment and return due dates in FoSCoS rather than treating “no renewal” as “nothing due.”
Perpetual validity is not a blanket permission for new food products, new premises or changes to approved particulars. FoSCoS modifications continue under existing procedures. Monitor your dashboard, respond to regulator queries, keep the actual Assam operating details accurate and check product-dependent testing or return obligations separately. Do not assume a fee amount or deadline from a legacy state web page.
What an Assam-specific filing assistant can—and cannot—do
Useful support includes reconciling the 2026 eligibility bands with the precise KoB, preparing a district/premises matrix, validating documents against FoSCoS, submitting through the operator-authorised account and organising responses to official queries. For a licensed operator, the deliverable is an auditable application dossier and tracked outcome—not a promise of approval, inspection waiver or privileged access to an officer.
For the detailed national submission sequence, see FSSAI registration services in India. This Assam guide instead owns district routing and local file readiness. FSSAI also lists Food Safety Mitra providers in Assam; listing alone does not establish that any private adviser represents the regulator.
Assam FSSAI registration: specific questions
My outlet is in Kamrup Metropolitan but my company is registered elsewhere. Which address controls?
Use the food operating premises and its actual district for premises-specific routing; separately declare the legal entity and correspondence details as requested. Verify Central/multiple-premises exceptions in FoSCoS.
Does a Guwahati street vendor automatically avoid a separate FSSAI filing after April 2026?
No. Deemed registration concerns vendors actually registered under the Street Vendors Act, 2014. Verify the particular vending registration and continued Schedule 4 hygiene duties; otherwise use the normal eligibility screen.
The Assam government page asks for a treasury challan and paper file. Should I follow it?
Do not rely on that archived-looking description alone. Use the live FoSCoS application’s payment and attachment flow and obtain clarification if an authority specifically asks for an additional step.
Will a Dibrugarh dairy or fish processor be safe with basic registration below ₹1.5 crore?
Under the updated April 2026 FoSCoS KoB sheet, fish and dairy processors up to ₹1.5 crore are listed in the registration band. That does not waive product-specific hygiene, safety or testing duties. Confirm the exact KoB and operating scope; do not use a pre-2026 capacity table to override the updated route.
Do I have to renew an FSSAI certificate newly issued in Assam in October 2026?
FSSAI says certificates issued on or after 1 April 2026 have perpetual validity unless suspended, cancelled or surrendered. Fees, modifications and continuing compliance still require attention; inspect the actual record in FoSCoS. No routine renewal is required, but an overdue annual fee or required return can lead to deemed suspension; do not operate while suspended. Check the current FoSCoS dues and deadlines.
