Brazil Anatel Telecom Certification Services
Brazil ANATEL telecom certification services should produce more than a test report: a traceable route from a frozen product configuration to the designated certification body (OCD), a conformity certificate, an ANATEL homologation decision and a controlled launch file. For covered telecommunications products, homologation is the legally relevant market-use and commercialization gate; an OCD certificate alone does not replace it.
This is an execution plan for a manufacturer or importer coordinating several parties, not a promise that every wireless device follows the same scheme. ANATEL product-specific technical requirements determine the assessment model and test scope. The applicant and Brazilian holder must be confirmed before contracting and submission.
Freeze the product and route before testing
Start with a signed model/configuration sheet: commercial model names, hardware revision, RF bands and maximum power, antennas, software/firmware build, accessories and factory sites. Obtain the planned use (commercial sale versus own use), target import date, manufacturer authorization and identity of the Brazilian responsible applicant. Map the actual product against ANATEL's current product-family list and applicable technical acts; do not treat FCC/CE reports, module approval or a supplier's old certificate as automatic Brazilian authorization. Where the declaration route might apply, obtain a documented route decision before assuming OCD certification.
Responsibilities and accountable handoffs
A service coordinator may assemble and chase records, but cannot act as ANATEL, issue the OCD's technical decision, or turn an unsuitable lab into a recognized one. Contractual tasks should be allocated separately from statutory roles:
| Actor | Controls | Handoff record |
|---|---|---|
| Manufacturer | Locks production-equivalent design; supplies technical files, authorizations, working samples and corrective-action evidence. | Approved configuration index and change log. |
| Brazilian applicant / holder | Confirms eligibility and Brazilian responsibility; authorizes filing; answers authority requests and controls commercialization. | Applicant mandate, account authority and holder details. |
| OCD within its designated scope | Sets applicable tests and certificate model; reviews laboratory evidence and documentation; makes independent certification decision. | Requirements/test plan, technical assessment and conformity certificate if passed. |
| Eligible testing laboratory | Verifies sample identity and performs tests within recognized scope; documents measurements and retests. | Sample photos, traceability and signed test reports. |
| Service coordinator | Controls dependencies, deadlines, evidence versions and approvals without substituting a regulator or OCD. | Issue tracker, dossier index, filing receipt and release packet. |
Six execution gates: inputs, proof and stop signals
| Gate | Action and owner | Output to accept | Do not advance if… |
|---|---|---|---|
| 1. Intake | Coordinator and manufacturer compare specifications, variants, applicant identity and intended use. | Configuration baseline and owner-approved applicability memo. | Model names, factory or applicant authority conflict. |
| 2. Route and quotation | OCD confirms its scope, applicable technical acts, scheme and lab scope; agree samples and commercial work orders. | Signed test matrix, responsible-party map, cost/schedule assumptions. | The OCD cannot certify this scope or test conditions are unresolved. |
| 3. Sample and dossier | Manufacturer prepares identifiable test units, firmware, accessories and technical documents; lab checks receipt. | Sample traceability, lab photos, controlled document register. | Test sample is a prototype not representative of sale configuration. |
| 4. Tests and closure | Laboratory tests; OCD reviews reports; manufacturer resolves deficiencies with recorded design/retest decisions. | Complete reports, nonconformity closure and OCD assessment. | Reports conflict with product identity or material failures remain open. |
| 5. Certificate and filing | OCD issues its conformity certificate where warranted; eligible applicant/proxy submits homologation materials to ANATEL. | OCD certificate, dossier version, Certifica filing reference. | Only an OCD certificate exists or the applicant is not authorized. |
| 6. Market release | Verify actual homologation, listed models, approved identification and any continuing assessment duties. | ANATEL certificate verification, label proof, launch and maintenance register. | Approval is pending, withdrawn, mismatched or marking is unverified. |
Sample-import handoff (before gate 3). If unhomologated test units must enter Brazil, confirm that they are genuinely destined for conformity testing, not for resale. Act 18086/2025, items 8.1–8.2, requires a technically justified quantity and makes sample release conditional on a service contract with a designated OCD or habilitated test laboratory specifying the product type, model, manufacturer and necessary sample count. Excess units may be retained. Obtain the importer’s customs/SISCOMEX check before dispatch; the testing contract does not itself guarantee clearance.
Controlled dossier and sample identity
Build one version-controlled evidence register. The exact mandatory set follows the applicable ANATEL acts and OCD instructions, rather than this illustrative checklist:
- Commercial/legal: manufacturer and applicant identities, Brazilian registration where relevant, representative authority, holder and factory information.
- Technical: exact model/variant list, RF/band/power specifications, antenna data, schematics and internal/external photographs as required, firmware identity and user manual.
- Testing: OCD-agreed standards/technical acts, sample serial or identifiers, laboratory receipt/photos, configuration and reports including all failures and retests.
- Certification: OCD assessment (including RACT where applicable), evidence of corrective actions, audit/periodic-review arrangements where the scheme requires them, and signed conformity certificate.
- Homologation/launch: version-matched filing documents, agency request and response log, homologation certificate, identification artwork and post-market record.
A common preventable failure is that the tested firmware, photographed unit, technical datasheet, manual and intended retail SKU describe different configurations. Before each handoff, the coordinator should reconcile model/firmware/factory fields against the master index and ask the OCD to confirm any variation; a test report does not by itself authorize a family extension.
Bottlenecks and corrective-action decisions
| Event | Required control | Restart evidence |
|---|---|---|
| RF test failure or software fix | Pause release; manufacturer documents fix; OCD determines affected repeat tests. | Revised sample and traceable retest report. |
| New model, factory, antenna or RF firmware | Do not silently reuse old results; disclose change for OCD/ANATEL route assessment. | Written scope/change decision and new documents or tests if needed. |
| Missing Brazilian holder authorization | Hold submission; do not file under a convenient third party without verified legal capacity. | Validated Brazilian applicant/mandate and holder record. |
| Certifica request for clarification | Stop claims of approval; respond through authorized account by the specified deadline. | Response receipt and final homologation status. |
Filing in Certifica and obtaining the ANATEL decision
Under Resolution 715/2019, the OCD issues the conformity certificate after its independent review; ANATEL performs homologation. The applicant or duly appointed proxy submits the relevant form and documents. Since 8 September 2026, new supported certification/declaration requests use Certifica, not the legacy SCH; ANATEL has described transitional channels for some own-use modalities. Confirm the current manual for the precise route instead of assuming every category uses one portal.
Keep an indexed submission package, authorized account details, upload receipts, agency queries and version history. An ANATEL homologation certificate is issued free of agency homologation charge under Article 58; that does not mean tests, OCD work, translation, logistics or coordination are free. Anatel's stated administrative service estimates are not an end-to-end laboratory or certification timetable; no universal completion date should be offered.
Release checklist and post-approval changes
Treat launch approval as a final evidential gate, not as a marketing statement:
- Verify the issued ANATEL homologation certificate, holder and exact models in the official public registers. Consult the historical Mosaico/SCH and Certifica databases as needed; if the same approval appears in both, use the status shown in Certifica, as ANATEL instructs in its October 2026 lookup guidance.
- Approve the ANATEL identification method and placement under the applicable marking procedure. Act 4088/2020, item 5.2.1, generally requires identification on imported telecommunications products before entry into Brazil, subject to its listed exceptions. Marking is distinct from authorization to import commercial stock: Act 18086/2025, items 6.1–6.2, requires prior ANATEL homologation for products imported for commercialization and identifies the eligible importer as the homologation holder or its lawful representative.
- Keep commercial-sale stock separate from genuine conformity-testing samples, own-use goods and other specially regulated imports; a sample exception does not authorize resale. Check the applicable SISCOMEX/customs treatment and any consumer, environmental or INMETRO obligations independently; ANATEL homologation alone does not satisfy them.
- Maintain periodic assessments where the chosen scheme requires them, and notify the OCD or ANATEL as applicable before treating hardware, factory, firmware or model changes as covered.
What this service page does not replace

Questions on difficult handoffs
Can a foreign manufacturer file directly without a Brazilian holder?
Do not assume so. Article 20 of Resolution 715 ordinarily requires a legally capable resident individual or Brazilian-established entity for the homologation request, subject to stated exceptions. Confirm who will hold responsibility and whether the manufacturer has authorized that party before testing and filing.
Can FCC, CE or a previously certified radio module replace the Brazilian test programme?
Not automatically. Give the OCD the exact module approval, host configuration, reports and change evidence. It must apply the Brazilian technical rules and determine what evidence is admissible and what further product testing is required.
What if we update firmware after the lab has tested the product?
Record build numbers, affected RF parameters and affected SKUs. For the OCD certification route, submit the change to the OCD for an assessment of affected evidence and retesting. If the product follows a declaration route, the responsible applicant must reassess the technical evidence, update the declaration and address ANATEL filings as applicable. Do not treat a changed production configuration as automatically covered by the existing approval.
Is the OCD certificate enough to ship a product for commercial sale?
No. Check whether the particular import operation has separate administrative conditions, but do not treat OCD certification as ANATEL homologation. Confirm the issued homologation and marking/holder status before a Brazilian market release.
What should be delivered when a certification-services engagement closes?
Request the product baseline, test and dossier index, final lab reports, OCD certificate if issued, ANATEL certificate and register reference, labeling evidence, open obligations and a change-control owner. Payment of a service invoice is not evidence of approval.
