Brazil Anatel Telecom Certification Testing Services
Brazil ANATEL telecom certification testing services are an evidence-planning exercise, not a promise that any laboratory report automatically grants market access. For the certification route, a designated certification body (OCD) determines applicable requirements, the lab performs defined tests, the OCD evaluates the evidence, and ANATEL handles homologation. Confirm the product and configuration before committing samples or fees.
Classify the tested configuration before buying a test slot
Identify the commercial model, manufacturer, factory, hardware/firmware versions, supported frequency bands, output power, antenna types, wired interfaces, supply and accessories. Match the product type and assessment model to ANATEL’s current reference list under Ato 7280/2020, including amendments, then check the technical acts and test procedures applicable to that type. A generic “Wi-Fi device” label is not a test plan; the OCD must communicate applicable requirements and tests.
ANATEL test-scope and evidence matrix
The matrix below is a scoping prompt, not an official universal test list. Ask the OCD to convert each relevant row into exact Brazilian technical acts, editions, test clauses, sample configurations and any justified exclusions; some products need multiple workstreams.
| Product profile | Checks to resolve | Evidence to request |
|---|---|---|
| Wireless / Wi-Fi / Bluetooth / RF | Bands, power, modulation, unwanted emissions; ask which RF, exposure, EMC and safety requirements apply. | Request act/clause mapping and explicit operating modes, antenna and firmware setup. |
| Wired network / telecom interface | Declared ports, electrical and protocol behavior; determine whether EMC, safety and interface tests are prescribed. | Record every relevant port, interface option, power arrangement and test exclusions. |
| Chargers, batteries and listed accessories | Check whether each accessory is itself in the ANATEL reference list and its specific technical requirements. | Do not assume the main device report covers a separately regulated accessory. |
| Approved radio module inside a host | Compare the module’s homologated bands, antennas, integration conditions and host configuration. | Identify what existing module data may help and what host or additional testing remains. |
Select a laboratory by recognized scope and priority
Ato 4091/2020 prescribes laboratory selection criteria and an order of preference, subject to stated exceptions. For certification testing, the starting point is an ANATEL-enabled third-party laboratory with a scope covering the actual tests. Accreditation in another country, an ISO/IEC 17025 logo or a familiar brand alone is not proof of acceptance. Ask the OCD to record the permitted route and any departure from priority before paying a laboratory.
- First preference: ANATEL-enabled independent laboratories in Brazil accredited by Inmetro or recognized via the applicable mutual-recognition arrangement, with the required test scope.
- Next: eligible Brazilian independent laboratories evaluated through an OCD and enabled for the relevant scope.
- Subsequent route: qualifying independent overseas laboratories accredited by an official body within the ILAC recognition framework; foreign report acceptance still requires scope compatibility with ANATEL requirements.
- Lower-priority first- or second-party laboratories are conditional routes, not a free choice: the OCD must physically witness tests under Ato 4091 item 5.3.2. Departures from the priority order require documented justification; particular cases also require prior ANATEL consultation or authorization.
Examples of permitted priority departures in Ato 4091 item 5.4 include no response to a formal quotation within seven business days, a proposed start more than seven business days after acceptance and sample delivery, or priority laboratories lacking the full functional-test scope. A departure solely on prohibitive test or logistics cost requires prior consultation with ANATEL. These are decision criteria—not a blanket permission to use any foreign or in-house laboratory.
For large products with complex installation requirements, or products manufactured at low volumes, Ato 4091 item 5.7 provides a separate manufacturer/supplier-laboratory route only after prior ANATEL authorization and subject to the procedure’s conditions, including OCD in-person witnessing. Do not treat ordinary cost or convenience as that authorization.
Release a traceable, test-ready sample
Under Ato 4083/2020, the applicant sends samples identified and ready for testing; the OCD oversees sample traceability. When an applicable product rule does not prescribe selection, the applicant and OCD agree on it. Do not assume one unit or one firmware image suffices. Freeze a bill of materials and configuration for shipment, and ask about destructive tests, spares and test modes.
- Mark manufacturer or brand, exact model and country of origin on the device or packaging; link serial/batch to the declared factory.
- Freeze hardware revision, RF chipset, production firmware and all relevant bands, powers, channels and enabled features.
- Supply test-mode software, credentials, RF control instructions, adapters, fixtures and connection diagrams as needed.
- Inventory antennas, external power supplies, batteries, cables and peripherals that determine test configuration.
- Provide legible external/label and internal-board photos; ask the lab to document received accessories and identifying photographs.
- Agree in writing with the OCD and lab on sample selection, quantity, spares, destructive testing, shipping and return conditions.
- Before tests begin, formally notify the OCD of the factory that produced the sample and provide the sample’s traceability. Confirm that the laboratory has notified the OCD when the sample arrived (Ato 4083 items 6.3.1.5 and 6.3.2.2).
Check whether the laboratory report is usable
A useful report must connect measured results to the tested article. Ato 4083 requires the lab to document identifying photos and relevant technical characteristics, include incidents and retests, send results without making the OCD’s certification judgment, and preserve revision history for amended reports. Review data and documents against model, antenna, RF settings and sample photos before the OCD receives the final file.
- Each report identifies the exact model/configuration and sample, applicable methods, measured results, and relevant laboratory scope.
- Photographs, labels, accessories and technical specifications allow traceability of the actually tested unit.
- All deviations, failures, corrective actions and repeated tests remain in the report trail; a revised report preserves its revision history.
- The OCD, not the lab, evaluates conformity and decides whether evidence supports a certificate.
Existing and overseas reports: test reuse is conditional
Ato 4083 item 6.5.2 normally limits the use of test results for certification to two years from the first issue of the report. It identifies two specific exceptions: (I) functional-test reports for a module or interface of a product with valid homologation, when certifying a new product containing those parts; and (II) a product test report where that product’s Homologation Certificate remains in force when the certificate is issued for a new applicant. The OCD must verify the precise facts; neither exception guarantees that every new or changed requirement is covered.
Under item 6.5.3, reuse by a third party for a related product requires the report owner’s express consent. A foreign FCC/CE file, accredited laboratory or older test result is not automatically acceptable Brazilian evidence: the OCD must check applicable Brazilian acts, permitted laboratory route and scope, complete report, report ownership and tested-versus-commercial configuration.
Failures, firmware revisions and retest decisions
When testing finds a nonconformity, physical modifications must be made by the manufacturer or under its responsibility and declared for implementation in production. Ato 4083 item 6.5.5 addresses when a new production-line sample is required, with different treatment for other products and software changes; the OCD specialist determines which affected tests repeat. Never quietly replace the failed sample or erase a failed result. For an already homologated product, additionally assess the applicable technical-change procedure and updated requirements.
Ato 4083 item 6.5.5 distinguishes the corrected sample: for products directly used by end users of telecom services, a physically modified product generally requires a new sample taken from the production line; for other products or software-level changes, the previously tested sample may be used. The OCD specialist decides which requirements affected by the change must be retested. This pre-certification corrective route is separate from the post-homologation technical-change procedure in Ato 4077.
| Change or failure | Safe evidence action |
|---|---|
| RF firmware or transmit-power change | Compare tested versus intended settings; have the OCD identify affected RF/exposure tests and whether fresh evidence is needed. |
| Antenna or radio-module integration change | Recheck approved antenna configurations, host integration and RF performance; do not assume module data transfers unchanged. |
| Power supply, enclosure or hardware revision | Map affected safety, EMC and functional requirements; document differences and seek an OCD determination. |
| Laboratory failure followed by a fix | Record the failure, manufacturer-controlled modification and production implementation; follow the OCD’s sample-selection and retest instructions. |
Seven questions to send before requesting a quotation
Send the same frozen configuration pack to the OCD and candidate labs, but do not order a test campaign before the OCD identifies the applicable requirements. Obtain a written scope, sample count, logistics, retest pricing and division of responsibilities. A quotation that says only “ANATEL testing” leaves critical exclusions unidentified.
- Which ANATEL product type, assessment model and current technical acts cover this exact configuration?
- What test-by-test matrix, technical clauses, limits and exclusions have been accepted by the OCD?
- Is the laboratory currently ANATEL-enabled for every relevant method, and what priority/exception justifies its use?
- Which model variants, antenna settings and firmware versions must each sample represent?
- How many units, spares, accessories and test fixtures are needed; will any test destroy a sample?
- Can identified existing reports be reused, with what written permission and evidence of configuration equivalence?
- Who owns the raw data, sample photos, reports and revision trail, and what are the costs/decisions if a test fails?
Where testing ends and certification begins
This page owns test evidence and laboratory decisions only. For assessment strategy and product classification disputes, see the ANATEL consultant page; for end-to-end OCD certification and homologation execution, see the certification services page. If the product may also fall under a separate Brazilian conformity regime, assess that separately rather than treating ANATEL tests as INMETRO approval.

FAQ: ANATEL testing and retesting
Can I use a test report from a laboratory outside Brazil?
Possibly, but not merely because it is accredited abroad. Ato 4091 sets laboratory priority and scope-compatibility conditions. Submit the specific lab, accreditation scope, tests and justification to the OCD before ordering.
Does FCC or CE testing replace ANATEL tests?
Not automatically. The OCD must compare Brazilian technical requirements, test methods, sample configuration and the permitted laboratory route. A marketing claim of “international certification” proves none of these by itself.
How is the two-year period for test results counted?
For the certification route under Ato 4083 item 6.5.2, the general period runs from the original report issue date, not the date it is forwarded. The provision contains defined exceptions; confirm their applicability with the OCD.
A failed unit was fixed with new firmware. Can we test the same unit again?
Ato 4083 allows distinct sample handling for software-level changes, but not an automatic waiver. The manufacturer must document the modification and the OCD specialist decides the tests to repeat.
Does an already homologated radio module remove all host testing?
No blanket exemption follows. Review the module approval, its integration conditions, the host’s other functions and any relevant new technical requirements before deciding which tests remain.
