Regulatory guidance and project coordination

South Korea KC Certification Services

Scope and evidence must be confirmed before any paid tests or filings.

KC is not one universal permit. A Korea KC certification services project coordinates the correct product-specific safety pathway, laboratory work, filings, evidence and marking before South Korean market release. The responsible manufacturer or importer—not a coordination provider—must meet the applicable obligations. A model may also need a separate RRA radio/EMC assessment or another sectoral route; a foreign CE report or a KC logo on its own does not establish Korean compliance.

Route assignment before testing

First identify the exact item, intended use, age group, rated supply, radio functions and Korean product category. This matrix is a triage aid, not a legally binding classification; verify the current scheduled items and applicable technical standards against the competent authority before ordering tests.

Possible regulatory routeWhat execution must confirm
Electrical product safety certificationif the model is in a listed certification category, plan designated-body product testing, applicable factory assessment and certificate before release.
Electrical product safety confirmationfor a listed confirmation category, arrange the designated test and submit the prescribed safety-confirmation notification with its test evidence to the designated body; do not confuse the test report with a certificate or filed confirmation.
Electrical supplier conformityfor listed lower-risk electrical categories, arrange documented conformity testing and verify the notification/reporting procedure applicable to the item; not always a third-party certificate.
Consumer or children's goodscheck the applicable Safety Control Act or Special Act on Children's Products; certification, safety confirmation, supplier confirmation and standards-compliance rules are not equivalent.
Broadcasting/communications equipment (radio or applicable EMC)check an independent RRA conformity-certification, registration or interim route; it can coexist with electrical-product safety requirements.

RRA screening is not limited to wireless transmitters: its registration examples include computing devices and peripherals. KATS Notice 2026-273, published on 11 September 2026, updated operational codes and safety-standard listings. These are reasons to verify the current scope, not proof that a particular model is regulated.

Intake pack that prevents wrong-sample filings

Lock a version-controlled intake record for every base model and proposed variant. Put the Korean applicant and actual factory in the record before a lab quotation; otherwise certificates, reports and package artwork can later refer to different products.

Applicant eligibility depends on the selected scheme. Do not assume every KC route requires a Korean importer to hold the certificate, or that a private coordinator may submit in its own name. KATS identifies manufacturer/importer roles and, where an agent applies, supporting proof of agency; settle the receiving body’s rules before the official submission.

  • Photographs of product, packaging, nameplate and all supplied accessories.
  • Exact base-model/variant list, commercial name, manufacturer, factory address and intended Korean importer/applicant.
  • Product use, intended user age, specifications, rated input/output and source of power.
  • BOM of safety-critical components, supplier and part numbers; circuit/insulation diagrams where relevant.
  • User instructions, warnings and proposed Korean artwork/marking fields.
  • Radio interfaces, operating bands, firmware versions and existing test reports where applicable.
  • Production samples with revision identification; written record of who may approve sample/firmware changes.

Seven controlled handoffs from intake to release

The sequence below is an operational coordination method, not a statutory timeline. Run independent routes in parallel only after their scope is signed off. Never ship as though an application receipt, laboratory pass or draft KC label were final authorization.

Stage / handoffMinimum closure evidence
1. Scope sign-offowner: manufacturer/importer; output: route-and-model map with unresolved classification points.
2. Provider allocationcoordinator verifies each laboratory/body is designated for the relevant scope; output: scoped requests and responsibility chart.
3. Sample freezefactory identifies production-representative hardware, software and markings; output: sample/variant register.
4. Testing and inspectiondesignated lab/body conducts the route-specific tests and any applicable factory assessment; output: attributable reports and findings.
5. Corrective loopmanufacturer resolves nonconformities and confirms retest scope with the body; output: revision-controlled closure evidence.
6. Submission/official decisionentitled applicant or authorised agent completes the required submission; output: actual certificate, accepted declaration/registration or other route evidence, as applicable.
7. Release and monitoringimporter verifies identifiers, Korean label fields and all parallel routes; output: go/no-go sign-off and change register.

Test, decision and submission are different events

For electrical safety certification KATS describes testing and factory assessment; for safety confirmation the designated testing results feed a declaration/report to a certification body; for supplier-conformity-controlled electrical goods KATS lists self/third-party testing evidence and applicable reporting. Other consumer goods and children's products have distinct pathways. RRA conformity certification, registration or interim certification follows the Radio Waves Act, not an electrical-safety filing. Have the receiving body confirm the exact form, language, applicant and lab recognition for the model.

For ordinary consumer goods, the close-out document depends on the listed category. KATS says supplier-conformity consumer goods require the manufacturer or importer to substantiate conformity and apply the prescribed marking; do not import the electrical supplier-notification procedure into that different scheme. For consumer goods covered only by the safety-standards-compliance scheme, KATS expressly states that product safety testing is not mandatory under that scheme and the KC mark is not affixed, although category-specific labeling remains required. Check other applicable regimes separately. Do not order a certificate or print a KC symbol for every consumer product by default.

The evidence handover ledger

A project is completed by a traceable dossier, not by an email saying 'passed'. The matrix specifies what a coordinator should give the applicant or importer and what remains pending before the release sign-off. Retain official artefacts separately from internal trackers.

RecordRelease purpose
Route registersource: official scope check; custodian: applicant; release use: identifies each independent approval still open.
Technical filesource: manufacturer and factory; custodian: applicant; release use: links model, BOM, drawings, ratings and instructions to sample.
Test/inspection evidencesource: competent lab or certification body; custodian: applicant; release use: accepted reports and nonconformity closure.
Official filing or decisionsource: receiving organisation / RRA as applicable; custodian: legal applicant; release use: verifiable number, status and covered model.
Marking and aftercare packsource: manufacturer/importer; custodian: Korean responsible business; release use: approved artwork, traceability and future change triggers.

Common blocks and recovery actions

These are plausible operational failure modes, not automatic legal conclusions. A coordinator escalates a discrepancy to the competent test/certification body and keeps the affected model on hold until resolved.

BlockerRecovery
Model mismatchsample, drawing and nameplate disagree: freeze artwork, reconcile variants, ask the body to confirm coverage.
Wrong facility scopequote comes from a lab without designated capability: verify current designation and exact test scope before samples ship.
Factory-review delayrequired certification route includes site assessment: confirm factory identity, facilities and audit availability early.
Parallel-route gapsafety work finishes but radio conformity remains open: keep market release blocked for the affected configuration.
Late component or firmware switchtested version no longer matches mass production: escalate to the issuing body for change/retest assessment.

Market-readiness release gate

Release is model-specific and route-specific. A manufacturer or importer should not authorize sale/import on a bare KC symbol or a laboratory 'pass' alone. Confirm the applicable pre-release and pre-customs obligations using the actual product category and current rules.

Where the applicable route does not issue a certificate or require a filing, record the verified category, required substantiation and compliant product labeling as the closure evidence. Do not invent a KC approval number or treat an internal checklist as a government decision.

  • The product and marketed variant are identifiable in the issued/accepted route evidence.
  • All required routes are closed; pending applications and test passes are not presented as approvals.
  • Applicable KC number, marking text, Korean warnings and importer/manufacturer details are verified against current route-specific rules.
  • Production item, final software and components match the approved/tested configuration or accepted changes.
  • Applicant/importer has copies of decisions, test basis, responsible-person contacts and an incident/change procedure.

Model changes after clearance

The certificate or report describes a particular product identity and configuration. Apply this change screen before modifying a released item; the responsible party must determine with the competent body whether amendment, fresh testing, re-filing or new certification is required.

TriggerRequired response

A coordinator must not assume that an appointment with a private provider substitutes for a statutory filing.

Operational questions answered

Can one KC certificate cover electrical safety and Wi-Fi?

Not automatically. KC is an umbrella mark used under different regimes. A Wi-Fi-enabled electrical product may need both applicable KATS electrical-safety action and RRA conformity assessment. Record two distinct closure documents, applicants and model identifiers; ask each competent body about scope before release.

Is a passing lab report sufficient to import the product?

Not by itself. For a route requiring a certification, filed safety confirmation or RRA assessment, the corresponding official step must also be completed. Supplier-conformity and standards-compliance routes differ: check the category's specific evidence, reporting and marking duties rather than demanding or assuming a universal certificate.

Can samples be tested while the Korean importer is undecided?

Preliminary testing may be possible if the selected laboratory agrees, but it does not resolve who may make the statutory application or what business details must appear on records. Decide the relevant applicant and representative authority before filing, and align final model and importer labels.

Can we use CE/IEC reports to skip Korean testing?

Do not promise substitution. A designated body may consider certain overseas evidence or applicable mutual-recognition arrangements for particular schemes, but the product category, test scope and recognition conditions govern. Obtain written acceptance from the relevant Korean body before pricing or scheduling on that assumption.

What happens if we change the factory or wireless firmware after clearance?

Quarantine the changed version from release until the affected bodies assess the change. KATS lists factory, model, rating and safety-component changes for electric-safety record amendments; radio changes may separately affect RRA conformity. Update the dossier, label and shipment release decision as required.

Must every consumer product obtain a KC certificate and display the KC mark?

No. First identify the precise KATS-listed category. Electrical safety certification, electrical supplier-conformity notification, consumer-goods supplier confirmation and consumer-goods safety-standards compliance are different obligations. For consumer products in the last category, KATS expressly specifies no mandatory product safety test under that scheme and no KC mark, but product-specific label requirements continue. Check any separate children’s, radio or sectoral regime before release.
