Product Compliance And Certification For Face Cream In China

Scope and evidence must be confirmed before any paid tests or filings.

A jar described as “face cream” does not determine its legal route in mainland China. A plain adult moisturiser is normally a general cosmetic; sun-protection or freckle-removing/whitening claims can move a cream into the special-cosmetic registration route. Claims, formula, users, origin and sales channel must be reviewed together.

In this guide, “filing” means the regulatory record for a general cosmetic, not NMPA approval; “registration” refers to approval for a special cosmetic. Neither is a universal product-certification mark.

Classify the face cream before choosing a China filing route

Lock the final Chinese-facing product name, packaging, product page and promotional claims before classification. The same base cream can require a different path when the claim or audience changes:

  • Moisturises or helps retain skin moisture, adult use: normally general-cosmetic filing, subject to formula and claim review.
  • Claims SPF, UV protection or sunscreen performance: investigate special-cosmetic registration rather than treating it as an ordinary moisturiser.
  • Claims freckle removal or skin whitening: investigate special-cosmetic registration; a vague “radiance” phrase still needs contextual review, not an automatic classification.
  • Claims to treat eczema, dermatitis or disease: stop and assess whether the claim is outside permitted cosmetic claims; deleting one word may not resolve the underlying intended-use issue.
  • Targets infants or children: apply children’s-cosmetics requirements and labeling, even where the product remains in the general-cosmetic category.
  • A claim of a genuinely new cosmetic efficacy not covered by the established Chinese classification codes may itself trigger the special-cosmetic route; routine claims such as moisturising are not automatically “new efficacy”.

Build the cream-specific evidence pack

Request one controlled product master file, not isolated certificates. For a leave-on cream, reconcile:

  • Formula: percentages, ingredient identities and functions, fragrance components, preservative system, restrictions and any new-ingredient status.
  • Exposure and stability: safety assessment, relevant physical/microbial evidence, stability, preservative efficacy and packaging compatibility as the product warrants.
  • Claims: moisturising, repair, soothing, acne care or anti-wrinkle substantiation appropriate to each claim; sunscreen and whitening need category-specific evidence.
  • Identity: registrant/filer, overseas manufacturer, local responsible person, authorisations, GMP/quality documents and China product names.
  • Artwork: original package, Chinese label, required warnings, complete ingredient naming, sales descriptions and samples aligned with the dossier.

Sequence the filing, packaging and import decision

Use these four gates in order. Submitting a dossier is not a substitute for confirming the correct route:

  1. Freeze target user, application area and all claims; classify general versus special and check the cosmetic boundary.
  2. Screen the full formula and ingredient status; agree the China entity roles, testing plan, safety assessment and claim evidence.
  3. Complete the correct NMPA filing or obtain special-cosmetic registration; make the product label consistent with the record.
  4. Only then authorise the relevant import/market-entry activity, with customs and sales-channel checks handled separately.

Chinese labels, child claims and digital-label limits

The minimum sales unit needs a compliant Chinese label consistent with the registration or filing label specimen. Check product name, registrant/filer information, ingredients, net content, shelf-life/expiry information, safety warnings and the registration number where applicable; medical implications and unsupported claims are not acceptable. A children’s label may require the “Little Golden Shield” symbol.

Once a face cream is classified as a children’s cosmetic, the required “Little Golden Shield” symbol identifies that category; it is not a regulator’s safety or quality certification. It must not be placed on adult-only products.

Since 1 February 2026, electronic Chinese labeling has been piloted in specified jurisdictions for participating enterprises. A QR code is not a nationwide replacement for physical Chinese labeling: pilot eligibility and retained on-pack particulars must be checked. The pilot covers Beijing, Shanghai, Zhejiang, Shandong, Guangdong and Chongqing; Hainan offshore duty-free cosmetics have a separate stated pilot possibility. Provincial authorities select participating enterprises.

For an approved pilot participant using an electronic label, the physical sales package must still display, in Chinese, the product name (and special-registration number if applicable), registrant/filer name, net quantity, shelf life, required safety warnings and the children’s-cosmetics mark where applicable. A limited warning-text exception exists for packs of 15 g/15 ml or less. The QR code and uploaded electronic content have separate technical and record obligations.

What changed in 2026—and what starts only in 2028

  • The revised NMPA new-cosmetic-ingredient dossier rules (Announcement No. 59 of 2026) took effect on 15 July 2026, replacing the 2021 dossier rules. For a novel ingredient or changed intended use, determine the current ingredient registration/filing category separately from the finished-cream route.
  • NMPA’s July 2026 measures allow a qualifying new international product launched first in China, or simultaneously elsewhere, to use a commitment instead of certain overseas marketed-sale proof. This does not waive the filing/registration route.
  • The July 2026 amendment permits certain ingredient-safety files and submission codes to be retained instead of entered in the filing system, but relevant ingredient specifications and safety evidence must remain available. Shared reports for closely related formulas are conditional. Its added relief from submitting product toxicology reports is limited to specified categories (including ordinary cosmetics using new ingredients, except children’s products) and requires official manufacturing-quality qualification and a safety assessment sufficient to confirm product safety. It is not a general animal-testing waiver for face creams.
  • GB 7916-2026, a mandatory general cosmetic-safety standard, was published in July 2026 but takes effect on 1 January 2028. It is not a presently effective 2026 launch approval or “certificate”; plan future formulation/packaging checks now.

Control changes after the first China launch

Treat a change in SPF/whitening promise, formula, ingredients, manufacturing site, responsible person or Chinese artwork as a controlled change. Determine whether the regulatory record must be changed, renewed or re-filed before the revised product is released; a marketing-only change may still alter the original classification.

For a product sold through cross-border e-commerce rather than ordinary import, verify the applicable channel-specific obligations instead of assuming the general-trade filing rule or an exemption automatically applies.

For example, an adult daily moisturiser filed as a general cosmetic cannot acquire an SPF or legally new-efficacy claim merely through marketing artwork. Resolve the new claim route and evidence before the revised label goes live.

The next safe classification decision

Send the complete ingredient formula, every front/back label and e-commerce claim, intended ages, production countries/sites, brand/filer details and China sales channel. The first deliverable should be a documented classification decision plus a gap list for this exact cream—not a quotation for a generic “China certificate”.

Face-cream questions answered

Does an ordinary imported moisturising face cream need a China certificate?

It normally needs general-cosmetic filing before ordinary import, rather than a special-cosmetic registration certificate. The specific claim, formula and route still need verification.

Can we sell the same face cream with an SPF claim after general filing?

Do not assume so. Sunscreen is a special-cosmetic category; reassess claims and registration before using SPF on Chinese packaging or sales pages.

Are imported creams automatically exempt from animal tests after the 2026 reform?

No. The July 2026 relief is conditional and category-specific. Assess testing obligations and documented safety, quality and manufacturing evidence for this formula and target group.

Can a China-first face cream avoid a foreign-market sales certificate?

Eligible international products launched first or simultaneously in China may use the prescribed commitment instead of certain evidence of overseas sale. Other dossier duties remain.

May we replace all Chinese text with a QR code?

Not generally. The e-label scheme is a limited pilot and still retains certain Chinese on-pack fields; verify participant and territory eligibility.

Is GB 7916-2026 already compulsory for a launch in October 2026?

No. The published standard is scheduled to take effect on 1 January 2028. Present requirements under existing rules still apply.
