Cpnp Cosmetics Registration Services In Poland
Before filing: what CPNP does and does not do
In Poland, “rejestracja kosmetyków CPNP” usually means an electronic notification under Article 13 of Regulation (EC) No 1223/2009, made before a cosmetic product is first placed on the EU market. It is not an application for a marketing authorisation. The free European Commission portal produces a notification reference, not a finding that the formula, claims or label are compliant.
Start by confirming that the intended use and claims make the item a cosmetic rather than another regulated product; identify the exact finished formula and its EU responsible person (RP). Do not treat portal submission as a substitute for the safety assessment, product information file (PIF) or compliant labelling.
Who must notify: responsibility decision
| Commercial situation | Who normally carries responsibility | Filing decision |
|---|---|---|
| EU-based manufacturer marketing under its name | EU manufacturer, unless a valid written mandate designates an EU RP | The RP submits the Article 13 notification or authorises portal access on its behalf. |
| Product imported from outside the EU for Polish sale | Each importer for the particular product, unless a valid written mandate appoints another EU RP | Confirm RP acceptance, EU address and import country before any notification. |
| Private-label or distributor activity | A distributor using its own brand or materially changing compliance becomes RP; ordinary resale may not | Distinguish an RP filing from the Article 13(3) distributor notice when a distributor, on its own initiative, translates labelling to meet national law while making available in one Member State a cosmetic already placed on the market in another Member State. |
A filing agent may prepare or enter data but must not be presented as automatically assuming statutory RP duties. Identify the contractual principal, access rights, PIF custody and who will answer regulators.
Evidence to prepare before opening the portal
- Final, identifiable formula with INCI names and quantitative composition available to the safety assessor; ingredient restrictions and exposure assessed.
- Cosmetic Product Safety Report (CPSR) prepared by an appropriately qualified safety assessor, plus the PIF: product description, GMP statement, claims support where relevant and animal-testing information.
- Proof of RP identity, EU contact/address where the PIF can be inspected, and written designation/acceptance where relevant.
- Finished Polish-market label, product name/category, presentation, claims, warnings and legible packaging artwork or photograph.
- Product origin, intended EU placing-on-market state(s), emergency contact, frame-formulation information, and any nano/CMR substance details requiring special disclosure.
The full PIF is not uploaded as the ordinary CPNP form. Under Polish law, a PIF made available to Polish authorities is in Polish or English, but CPSR Part B must be in Polish. Keep version-controlled records tied to the finished product.
CPNP fields and their supporting records
| CPNP entry | Source of truth | Reconciliation check |
|---|---|---|
| Category, names and RP address | Signed specification, final label and RP record | The same product identity and inspectable PIF address must appear in the underlying records. |
| Country of origin, destination Member State, contact person | Supply chain, launch plan and emergency contact list | Imported status and Poland distribution must not be concealed or guessed. |
| Nanomaterials, relevant CMR identifiers, frame formulation | Full formula and qualified safety review | Record actual concentration/exposure and check separate Article 16 duties where relevant. |
| Original labelling and readable packaging image at market launch | Approved artwork and finished packaging | Article 13(2) requires originals when the product is placed on the market; keep a dated final version. |
Practical submission and handover workflow
- Classify the finished item as cosmetic, freeze its formula/brand/market configuration, and determine the legal RP.
- Collect supplier data, safety evidence and CPSR/PIF; resolve restricted ingredients, unsupported claims and label discrepancies before filing.
- Review Polish labelling and the PIF language gate; confirm if a Polish manufacturing-site listing is independently required.
- Set up or use the RP/distributor organisation and authorised user access in the Commission CPNP system; select the correct Article 13 notification path.
- Enter and cross-check portal fields against the dossier, submit the relevant notice, and attach original label and packaging material no later than placing on the market.
- Archive the reference and submitted data with versions, allocate contact and monitoring duties, and reassess changes before further marketing.
Poland-specific documentation and oversight
EU-level CPNP notification does not require a second Polish product notification. Nevertheless, cosmetics made available in Poland must carry the Polish-language labelling required by the Polish Cosmetics Act and applicable EU rules. For a PIF accessible to Polish authorities, Polish or English is acceptable, while CPSR Part B must be in Polish. Polish sanitary and trade-inspection bodies can conduct market surveillance: the CPNP number is not approval.
A company manufacturing or packaging cosmetics at a Polish establishment must separately assess the statutory manufacturing-site register under Article 6 of the Polish Act; it is not a product CPNP registration. The statutory filing framework addresses the competent district sanitary inspector and a 30-day period from the start of manufacturing activity. It does not automatically apply simply because a seller distributes imported products.
Blockers, exceptional routes and later changes
| Trigger | Why filing may fail or become insufficient | Safe next action |
|---|---|---|
| No settled RP or mismatched label/name | Wrong legal filer or inconsistent product identity | Resolve mandate and correct matching names/address before submission. |
| Formula, CPSR or frame formulation is missing or inconsistent | Notification fields cannot prove a safe, finished product | Complete assessment and reconcile source data; do not invent ingredient quantities. |
| Nanomaterial subject to Article 16 | Additional advance notification may apply, generally six months before EU marketing, subject to exemptions | Assess substance and exceptions first; Article 13 notice alone may be insufficient. |
| Reformulation, new brand/RP, translated label or changed packaging | A former reference may no longer describe the marketed product; Article 13(3) can apply to a qualifying translating distributor | Assess whether portal data must be updated, a fresh RP notice or distributor notice is required, and whether CPSR/PIF and labels need revision. |
What a filing service should deliver
A useful professional engagement is defined by evidence, not by a promise of approval or a fixed statutory processing time. Agree deliverables and who remains responsible after submission:
- Input checklist with RP decision, product-version register and documented PIF/CPSR/Polish-label gaps.
- Reconciled CPNP entry, submission reference, filed label/packaging version and an export or copy of submitted data.
- Written maintenance owner, change triggers, accessible PIF location and route for competent-authority enquiries or incidents.
The Italian market has the same EU CPNP framework but a separate national execution context:

Questions before launch
- Does a CPNP number authorise sale in Poland?
- No. It records a portal notification, not official clearance of the product. Safety, PIF, claims and Polish labelling must separately comply.
- Our cosmetic is already notified in another EU country. Must we notify again for Poland?
- The RP does not generally file a second national product notice solely for Poland. But a distributor who translates labelling on its own initiative to meet Polish rules when making available a cosmetic already placed on the market in another Member State must assess its separate Article 13(3) notification duty; check who translates and whether the brand/RP changes.
- Can the whole PIF and CPSR be in English for Poland?
- No. Under Polish law the PIF made available to authorities may be Polish or English, but CPSR Part B must be in Polish; Polish-market labelling also has a national language requirement.
- Does any nano ingredient require six months of lead time?
- Not automatically. Identify whether it is a nanomaterial covered by the separate Article 16 procedure and whether an exception applies. Ordinary Article 13 disclosure of relevant nanomaterials remains distinct.
- Can we keep the same CPNP filing after changing the formula or RP?
- Do not assume so. Reassess the safety report and PIF and determine whether existing notification data need amendment or a new notification is necessary for the changed product and legal RP.
