Singapore Hsa Medical Device Registration Service For IVD Device

Scope and evidence must be confirmed before any paid tests or filings.

Registering an in-vitro diagnostic (IVD) medical device with Singapore's Health Sciences Authority (HSA) is a defined filing project, not a generic certificate purchase. The product owner, Singapore registrant and any importing or supplying dealer have different tasks; the intended use, risk class and grouping determine what is actually submitted.

An effective IVD registration service produces a documented route decision, an English-language evidence dossier, a submitted application, an HSA correspondence record and a plan for maintaining the Singapore Medical Device Register (SMDR) entry. No approval or fixed processing time can be promised before HSA's decision.

Confirm the IVD filing scope before commissioning the dossier

  • Fix the intended-use statement: analyte, human specimen, diagnostic purpose, intended user, laboratory/near-patient/self-test setting and claimed result. Record all model, reagent, calibrator, control, software and analyser versions covered by the proposed application.
  • Document the IVD risk classification using HSA GN-14, not the EU IVDR or US risk class alone. Different claims, such as screening versus monitoring or professional versus self-testing, can change the risk assessment; record the actual rule applied.
  • Test the proposed grouping against GN-12-1 and any relevant GN-12-2 criteria. A kit, system, analyser and associated assays are not automatically one registration. Prepare a configurations list that reconciles product codes, trade names and labels.
  • Check prior reference-agency approvals against the identical Singapore-labelled intended use, overseas marketing history, rejection/withdrawal history and global safety issues. Also identify the authorised Singapore registrant and dealers before filing.

Class A IVD devices are exempt from product registration but relevant manufacturers/importers must make the HSA Class A product notification. This is not an exemption from applicable safety or dealer controls.

IVD route-selection matrix: what evidence changes the filing

Use this as a screening matrix, not a substitute for the current class-specific HSA guide and GN-15 eligibility conditions.

IVD situationRegistration action and decisive proof
Class A, confirmed under GN-14Do not file a Class B–D product registration. Check Class A notification by the manufacturer/importer and applicable dealer licence requirements.
Class B; reference approvals may existWithout qualifying reference approval, consider full evaluation. With qualifying approval, check abridged eligibility; use Immediate Class B Registration only if its additional approval, marketing-history and safety conditions are actually met.
Class C; reference approvals may existWithout qualifying reference approval, full evaluation applies. Otherwise assess abridged or, if all specific criteria are met, expedited ECR. Keep supporting approvals, marketing evidence and safety declarations traceable to the same device and intended use.
Class D, including high-impact infectious-disease assaysAssess full, abridged or eligible expedited EDR as appropriate. HSA excludes HIV testing IVD assays and blood/tissue donor-compatibility IVD assays (excluding IVD analysers) from EDR; do not treat two overseas approvals as automatic EDR eligibility.

The evaluation route affects dossier depth, HSA fees and turnaround times. Check HSA's live fee/route pages at filing; foreign approval never substitutes for an HSA registration decision.

Responsibility and handover matrix

The service provider may coordinate work; formal responsibilities should still be allocated to the correct parties in the engagement and application.

Product owner / manufacturerConfirm intended use and product identity; supply the design and performance evidence, QMS information, global approvals, adverse-event and corrective-action history; authorise the registrant.
Singapore registrantHold the product owner's Letter of Authorisation where applicable, submit the application in HSA SHARE using appropriate corporate access, sign required declarations, respond to Input Requests and maintain the SMDR listing.
Importer / wholesaler / manufacturer in SingaporeVerify any applicable HSA dealer licence, distribution controls, traceability, supply and vigilance obligations. Product registration and dealer licensing are separate regulatory questions.

A foreign product owner's appointment of a local registrant should identify the exact covered devices, access to complete evidence, response deadlines, regulatory records and the handover procedure if the registrant changes. A consultant alone does not replace the registrant.

IVD dossier: five evidence packages to prepare

Build the submission using HSA GN-18 (IVD ASEAN CSDT) and the relevant route guide; map files to the current e-submission fields. The scope below is a practical preparation checklist, not a claim that every item is required for every route.

Identity and scopeExecutive summary; product owner and manufacturing sites; exact intended use; device description; risk-class justification; grouping rationale; model/configuration list; Singapore labels and instructions for use.
Analytical and technical performanceAs relevant: sensitivity/specificity, precision and reproducibility, detection limits, interference/cross-reactivity, specimen and instrument compatibility, software verification and validation, stability and shelf-life evidence.
Clinical and risk justificationAs applicable: clinical performance evidence linked to the claimed population and setting; benefit–risk/risk-management documents; Essential Principles checklist and declaration of conformity; limitations and warnings consistent with label claims.
Quality and manufacturingManufacturing and relevant sterilisation sites, process information, accepted QMS evidence appropriate to the route, shelf-life and storage controls, and the current authorised labelling/IFU versions.
Administrative and overseas relianceProduct owner's Letter of Authorisation, approval/clearance documents, consistent device identity and intended use across markets, marketing-history and global-safety declarations where route criteria require them.

A strong dossier index maps every claim to a dated report, device version and file location; separate unavailable evidence from evidence genuinely not applicable. Do not replace an IVD performance study with a generic statement of conformity.

Submission workflow: six checkpoints

  1. Freeze the intended use, model matrix, risk-class rule and grouping; obtain sign-off from the product owner and registrant.
  2. Confirm the eligible evaluation route against the current HSA guide; create a gap list that distinguishes mandatory route documents from conditional evidence.
  3. Complete the authorisation and registrant/dealer readiness checks; compile English-language GN-18/CSDT files and match labels, approval certificates and configuration identifiers.
  4. The registrant submits the correct product registration application in HSA SHARE using CorpPass-enabled access and retains the transaction reference and submitted document index.
  5. Track HSA Input Requests and regulatory questions; assign each query an evidence owner, response deadline, version-controlled answer and supporting file. Processing time can stop while responses are outstanding.
  6. Confirm HSA's decision and, when registered, verify the SMDR details against the approved intended use, product numbers and models before any launch claim is made.

The current HSA service portal is SHARE. Some older HSA PDFs and external service pages still say “MEDICS”; use HSA's current SHARE service page and live application screen as the operational reference.

Four IVD-specific causes of delay or wrong-route filing

  • An approval certificate exists but its analyte, specimen, user group or intended use differs from the Singapore claim. Result: abridged/immediate/expedited eligibility may fail; reconcile labels and approvals before selecting the route.
  • The dossier merges an analyser, reagent kits and controls without a supported grouping rationale. Result: wrong scope and configuration mismatch; decide grouping against GN-12 guidance and reconcile every product code.
  • Performance reports do not support self-testing, the chosen specimen, claimed cut-off or storage life. Result: HSA clarification or additional evidence; trace each label claim to the corresponding study.
  • The registrant cannot provide a current Letter of Authorisation, safety history or timely Input Request responses. Result: avoidable delay or loss of eligibility; agree on evidence access, owners and escalation before payment and submission.

After HSA registration: keep the filing compliant

Registration is not the end of the service. Track applicable annual SMDR retention fees, approval conditions, changes to intended use, analyser/software/reagent versions and labelling. Assess the HSA Change Notification route before implementing reportable changes; a change of registrant is a separate HSA process.

Maintain complaint, adverse-event, field safety corrective action and distribution escalation channels with the local parties. HSA product registration does not itself grant a dealer licence. For an unregistered product proposed for exceptional use, investigate a specific HSA Special Access Route rather than assuming normal sale is permitted.

Where this service stops

This page deals with execution of an IVD product registration: who files, what dossier is assembled, which route evidence matters and what follows the filing. For broad consulting strategy or general medical-device registration, use the related pages rather than treating an IVD test kit like any other device.

Frequently asked questions about Singapore IVD submissions

Can a CE-marked or US-cleared IVD be sold immediately in Singapore?

No. A foreign approval may support an eligible HSA evaluation route but is not itself an HSA product registration or dealer licence. First verify risk class, matching intended use, route requirements and the local filing position.

Does every reagent, analyser and calibrator need a separate submission?

Not necessarily. Grouping is possible only when the applicable GN-12 conditions are met. Map assays, analysers, controls, configurations and product codes before choosing the number and boundaries of applications.

May a Class D HIV or donor-compatibility assay use expedited EDR?

Do not assume so. HSA's registration overview excludes HIV testing and blood/tissue donor-compatibility IVD assays, other than IVD analysers, from EDR. Check full or abridged eligibility and the precise labelled use.

What happens if HSA requests additional analytical or clinical performance data?

The registrant should coordinate an evidence-based answer with the product owner, identify affected claims and version the updated dossier. An Input Request may delay assessment; neither approval nor a guaranteed deadline follows from submitting the response.

Who owns the registration after the consultant completes the submission?

HSA records the registrant, not an informal consultant, for the device listing. Confirm the registrant's contractual duties, annual retention, vigilance, data access and any future change-of-registrant process before engagement.
