Saudi Arabia Sfda Medical Device Registration Service For IVD Device

Scope and evidence must be confirmed before any paid tests or filings.

For an in-vitro diagnostic (IVD) assay, reagent, control, instrument or related software, Saudi SFDA registration is a dossier-and-submission project, not just a local distributor appointment. The operational output is a Medical Devices Marketing Authorization (MDMA) decision for a precisely defined product scope.

Freeze the IVD scope before opening an application

Confirm the exact analyte or marker, diagnostic purpose (screening, diagnosis, monitoring or companion diagnostic), specimen, intended user and population, assay format, model numbers, software and included accessories. Record the justification for the SFDA IVD risk class under MDS-REQ1 Annex 5. A research-use-only label does not by itself establish eligibility for commercial diagnostic marketing or an exemption.

The Medical Devices Law normally requires an SFDA authorization before commercial circulation; narrowly specified non-commercial exceptions are not a substitute for an ordinary IVD launch. The six-document low-risk shortcut in MDS-REQ1 expressly excludes IVDs. Prepare the IVD-specific technical documentation under Annex 4 and essential-principles evidence under Annex 2.

Who files and which evidence belongs in the dossier

Responsible party / evidence itemFiling action or expected record
Legal manufacturerApproves intended purpose, risk classification, technical documentation, QMS evidence and responses; remains responsible for device safety and performance.
Saudi licensed applicant / Authorized RepresentativeVerify the applicable GHAD establishment license and mandate; coordinate submission and SFDA queries. MDS-REQ1 also describes certain overseas-manufacturer applicant arrangements; confirm the portal permissions for the actual applicant.
Importer / distributorCheck activity-specific establishment licensing, import and clearance requirements separately; a distributor agreement alone is not an MDMA certificate.
Regulatory filing coordinatorMaintain document index, version log, deficiency tracker, manufacturer approvals, portal receipts and the issued certificate; cannot replace the manufacturer’s attestations.

Build a searchable Annex 4 IVD dossier. The following is a filing map, not an exhaustive reproduction of every Annex 4 field:

Responsible party / evidence itemFiling action or expected record
Product identityModel/catalogue and variant matrix; assay principle, specimens, target population and user; instrument/software/accessory boundaries; SFDA risk-class rationale.
Safety and performanceAnnex 2 essential-principles checklist, risk management, scientific validity, analytical and clinical performance evidence with an appropriate evaluation report.
Controlled supporting fileManufacturing and QMS evidence, labels and instructions for use, relevant validation/stability information, declaration of conformity and post-market surveillance arrangements.

GHAD filing sequence and authority-response workflow

  1. Confirm device qualification, intended use and SFDA risk class; resolve borderline and companion-diagnostic questions before promising a filing date.
  2. Identify the legal manufacturer, Saudi operating parties and applicant; verify GHAD establishment account/licensing and authorized-representation documents where applicable.
  3. Freeze the submission list: individual IVD models, kit constituents, calibrators, controls, instruments, software and accessories; assess grouping against current MDS-G028.
  4. Index the Annex 4 dossier against the GHAD application fields; trace each intended-use/performance claim to objective evidence and approved labeling.
  5. Complete the electronic MDMA application in GHAD, upload the requested records, pay the applicable official charge and save the submission receipt.
  6. Track validation and substantive questions; allocate each SFDA observation to the manufacturer or local applicant, submit controlled answers and preserve the full correspondence.
  7. After SFDA approval, verify the MDMA certificate scope, authorized models, validity and national listing data before coordinating lawful import and distribution.

IVD-specific route decisions before submission

Do not equate a foreign clearance with Saudi approval. The September 2026 MDS-G030 guidance introduces a conditional regulatory-reliance route; eligibility must be checked against its actual criteria and exclusions for this particular IVD.

IF the product is...THEN prepare/verify...
An IVD with no eligible reference approvalFull Annex 4 technical evidence and the standard MDMA assessment; do not assume reliance.
An IVD holding a valid RRA authorizationReview identity of design, manufacturing and intended use, Saudi-specific conditions and MDS-G030 exclusions; request the appropriate route, not automatic authorization.
A product supported only by self-declaration or predicate-equivalence clearanceMDS-G030 identifies these routes as excluded from reliance; assess the ordinary dossier pathway.
A proposed multi-assay kit, instrument-system or variant familyUse the applicable grouping category and limits in MDS-G028; do not assume different assays or manufacturers fit one MDMA.

Five avoidable deficiency and delay patterns

Before upload, close these mismatches with a named owner and supporting record.

Likely return / delay triggerPrevention and corrective action
Indication, specimen or user differs between IFU, application and studyFreeze an intended-use statement and reconcile every evidence and label version.
Risk class or device grouping is unsupportedKeep the rule-by-rule IVD rationale and a complete SKU-to-technical-file mapping.
Analytical or clinical performance claim lacks traceable validationLink each sensitivity, specificity, range or detection claim to its report, method and applicable population.
Local applicant/license or manufacturer details conflictCheck establishment status, mandate, legal manufacturer and certificate applicant fields before filing.
SFDA deficiency response changes the product claim without updating the fileRun controlled change review; update dossier, labels and replies together, with an approval trail.

Maintain the authorized IVD after the decision

MDMA is not a universal import permit and not the end of regulatory responsibility. Separate importer licensing and any applicable chemical-IVD import permissions or shipment-clearance steps under MDS-REQ5 need review.

  • Operate complaint handling, vigilance, traceability and post-market surveillance with the Saudi parties; refer reportable incidents to the designated SFDA process.
  • Evaluate assay, reagent, software, supplier, label or intended-use changes under MDS-G012 before distributing modified devices; significant changes require an SFDA approval pathway.
  • Control certificate renewals and applicable records; do not assume a renewal request extends an expired MDMA or covers unlisted SKUs.
  • For companion diagnostics, assess the additional SFDA MDS-G026 guidance and the medicine–test claim alignment.

What a filing service should hand over

An auditable service handover should contain the frozen product/SKU scope, applicant and license checks, evidence-gap register, indexed IVD technical file, SFDA application/receipt, fee evidence, full question-response log, decision/certificate and post-approval action register. These are proposed project deliverables, not a claimed SFDA-issued checklist.

Before commissioning work, obtain the intended-use and SKU list, manufacturer/QMS identification, existing approval evidence, performance reports, labels/IFU, Saudi party details and intended import model. Never promise a fixed fee, guaranteed approval or unchanged review time without reviewing the actual application.

Official SFDA references

Official law, requirements and guidance are distinct documents. Check the current published versions and live GHAD instructions before submission; the cited MDMA service page displays a 35-working-day service period, which is not a guaranteed end-to-end project schedule.

IVD registration questions

Can a low-risk IVD use the shortened six-document submission?

No. The low-risk document reduction in MDS-REQ1 excludes IVDs expressly; review the IVD requirements of Annex 4 for the actual device.

Can a CE-marked or FDA-authorized assay skip Saudi review?

No automatic exemption follows. MDS-G030 permits conditional reliance on listed recognized regulators when all conditions hold; self-declaration and predicate-equivalence routes are exclusions.

Do calibrators, controls and analyzer software go into the same application?

List each component and its intended use, then apply current MDS-G028 bundling criteria. Compatibility does not by itself prove eligibility for one grouped MDMA.

May the shipment enter while MDMA is pending?

Do not treat a pending MDMA as authorization for commercial circulation. Any specific non-commercial exception or import permission must be verified separately under SFDA rules.

What if the assay or reagent supplier changes after approval?

Use documented change control and MDS-G012 to determine significance and the appropriate notification/approval route before supplying affected devices.
