Product Compliance And Market Access Services In Turkey

Scope and evidence must be confirmed before any paid tests or filings.

Entry into Türkiye is a routing exercise before it is a certificate exercise. Start with the product's actual function, claims, users and technology; identify every applicable Turkish technical rule, then separately check import controls for the exact goods and transaction. Law No. 7223 is the overarching product-safety framework, not a universal approval or certificate.

This national guide helps manufacturers, brand owners and Turkish importers decide which specialist workstream to open. It does not replace a product-level classification against the current regulation, tariff line and applicable import communiqué.

Select the product route before ordering a certificate

Product profile / triggerLikely competent routeDecision to verify before shipment
Mains-powered appliance or electrical apparatusIndustry and Technology: electrical safety / EMC where applicable; Trade import checks may include 2026/9.Confirm product scope, all applicable rules, conformity-assessment route and the exact listed tariff item.
Industrial machine or off-road mobile machineIndustry and Technology: machinery regime; relevant import controls may include 2026/32 or 2026/2.Check machine definition, intended use, safety file and whether any pre-permission pathway applies to the specific tariff line.
Wi-Fi, Bluetooth or other radio-enabled deviceInformation and Communication Technologies Authority (BTK): radio equipment; import inspections may involve 2026/8.Check radio functions, frequency constraints and overlapping electrical/EMC rules; do not assume the radio route is merely an electrical CE check.
Toy or personal protective equipmentTrade: toys (2026/10 import checks); Labour and Social Security: PPE (2026/11 import checks).Classify by intended user and protective/playing function; verify the correct assessment procedure rather than treating both categories alike.
Medical device or cosmeticHealth / relevant health authority; medical-device import controls include 2026/16.Resolve medical intended purpose and any sector-specific product, actor or notification/registration steps; a cosmetic is not automatically a medical device.
Food, feed or agricultural productAgriculture and Forestry; import controls can arise under 2026/5 and other sector rules.Check composition, origin, animal/plant content and which certificates or controls apply to that commodity.
Textile, stationery or ordinary consumer articleTrade and product-safety rules; consider 2026/12 and relevant textiles controls.Verify chemical limits, safety and consumer labelling; do not put CE on a product merely because it is imported.
Construction materialEnvironment, Urbanization and Climate Change; 2026/14 import inspections may be relevant.Identify construction-product category, required declarations/marking and applicable conformity evidence.

The authority shown is the starting point for technical regulation, not necessarily the institution handling every border inspection. An import communiqué applies by its actual annexes and conditions, not simply because a product resembles an example in this table. The Ministry of Trade coordinates the horizontal framework and operates import-control architecture; sector authorities retain their respective responsibilities.

Machinery import fork (2026): The Ministry of Trade says 2026/32 has two GTİP annex lists: one incorporates a prior-permission approach comparable to that used for specified machinery under 2026/2, while the other covers machinery tariff lines previously controlled under 2026/9. These are not interchangeable labels or proof that both filings apply to one shipment. The importer must check the exact applicable annex, any 2026/2 coverage and the current procedure before dispatch.

Radio-law check: Do not confuse import-control notice 2026/8 with the substantive Turkish Radio Equipment Regulation (2014/53/EU). BTK states that the former Class-2 notification-form procedure ended; this does not remove conformity, frequency-use, labelling or other applicable restrictions.

Keep four different compliance gates separate

A single product may pass through more than one gate. These questions must be answered separately:

  • Technical-rule gate. Which mandatory Turkish technical regulations cover the product? A standard is evidence of a technical solution, not automatically a law or licence.
  • Assessment and marking gate. Is CE marking legally required for this category, and is manufacturer assessment permitted or is an appropriately designated body required? CE is neither universal nor a blanket Turkish import authorisation.
  • Import-control gate. Does the current product-safety/import communiqué cover this tariff line, origin and transaction? TAREKS is the Ministry of Trade’s risk-based electronic control mechanism; it does not mean every consignment receives physical inspection.
  • Sector / after-sale gate. Does the product need separate sector registration, notification, labels, traceability or continuing market-surveillance arrangements? Customs release alone does not close those duties.

Use a pre-shipment sequence with stop decisions

  1. Freeze a product identity. Record model, manufacturer, intended use, claims, end-user, technical specifications and variants; separate products with materially different features.
  2. Classify twice. Determine technical-regulation categories and the proposed Turkish GTİP/HS tariff classification; reconcile disagreements before booking shipping.
  3. Overlay regulations. Check Turkish sector rules, assessment modules, languages/markings and whether more than one regime applies to the finished product.
  4. Verify conformity evidence. Match declarations, laboratory reports, certificates (where required) and the version of the product to each mandatory requirement.
  5. Confirm import workflow. The Turkish importer/customs team checks the live communiqué annexes, TAREKS access and any sector preconditions; do not promise clearance on the basis of a CE logo.
  6. Launch with controls. Keep traceability and documentation accessible, manage complaints/corrective action and repeat the route review after material design, claim, supplier or regulatory changes.

Stop/go rule: If product-law classification, GTİP-annex coverage, a required conformity route or the responsible filer remains unresolved, record the issue and do not treat shipment readiness as established.

Build a classification-ready evidence pack

For a first reliable route opinion, send a single SKU-level dossier. Missing items should be marked unknown, not guessed:

  • Photos of the complete product, labels and retail packaging, plus model and brand.
  • Intended use, user group, marketing claims and instruction manual.
  • Power ratings, radio bands, batteries, software-enabled functions and other key technical features.
  • Bill of materials or composition, including food contact, chemical or biological attributes if relevant.
  • Manufacturer, country of origin, proposed importer and distribution channel (including online sales).
  • Proposed GTİP/HS tariff line and planned import scenario, if already known.
  • Existing declarations, certificates, lab reports, standards list and their issue dates.
  • Planned modifications, accessories, variants and language/label artwork.

This information supports a documented routing decision; it cannot by itself prove that a particular consignment will be released, that testing is sufficient or that a special-sector authorisation is unnecessary.

Test the route against hybrid products

  • Bluetooth baby monitor: examine radio, electrical and consumer-safety characteristics together. Determine whether it is marketed as a medical device only from its actual intended medical purpose, not from the word “baby”.
  • Battery-powered protective headgear: assess the protective function and electronic/radio modules independently. PPE classification does not make additional electronic duties disappear.
  • Imported industrial machine with optional wireless controller: separate the machinery file from radio functionality and compare the chosen GTİP with the live 2026 machinery-import annexes.

Define the service scope and accountable parties

A useful market-access engagement should produce a route memo, not an unqualified promise of “Turkish certification”. Its deliverables can be:

  • Product-by-product applicability and exclusions matrix with the controlling Turkish rules.
  • Authority and application map: applicant/economic-operator role, import checkpoints and any specialist registration to investigate.
  • Evidence gap register: missing tests, declarations, translations, labels and decisions requiring qualified conformity bodies.
  • Action plan with assigned owners, decision gates and update triggers before release to market.

The manufacturer remains responsible for its statutory obligations; the Turkish importer, distributor and any authorised representative have distinct duties under Law No. 7223. Using a consultant or a laboratory does not automatically transfer those duties. Scope, authority to submit and responsibility for each filing must be agreed explicitly.

Choose the next specialist path

For the next step, open the applicable sector in the Turkish Product Rules Database and check the Ministry’s current import-inspection product groups. Use an electrical, radio, medical, food or other specialist workflow only after confirming classification. If comparing the market-entry architecture across jurisdictions, use our EU product compliance overview or global product compliance overview; those pages are comparisons, not substitutes for Turkish rules.

Questions on entry into the Turkish market

Does an existing EU CE mark guarantee Turkish market access?

No. First confirm that CE marking is legally required for the specific Turkish product regime and that the underlying file covers the actual model. Then check Turkish marking, import controls and any separate sector requirements. An existing CE mark alone does not decide those questions.

Does every imported shipment have to undergo a TAREKS physical inspection?

No. TAREKS is a risk-based electronic control system. Whether an import is within a particular communiqué and whether it is selected for documentary or physical control are different questions. Check the live annex and transaction details.

Can a foreign manufacturer complete everything without a Turkish importer?

Not as a blanket assumption. Law No. 7223 distinguishes manufacturer, importer, distributor and authorised representative. Establish who places the product on the Turkish market, who imports it and who is authorised to submit any necessary sector or TAREKS filings.

Can a medical device follow the same import path as a household appliance?

No automatic equivalence exists. Medical devices have a distinct competent-authority and sector framework, while household electrical goods may involve separate technical rules and 2026/9 controls. Confirm the product's intended medical purpose and the 2026/16 applicability before proceeding.

Is the GTİP/HS code enough to select the conformity assessment?

No. GTİP is essential for customs and checking import-communiqué annexes, but technical regulations also depend on function, intended use and product features. Record both classifications and resolve any inconsistency before shipment.
