Product Compliance And Market Access Services In Taiwan

Scope and evidence must be confirmed before any paid tests or filings.

Entering Taiwan is a classification project before it is a certification project. A product may trigger customs controls and more than one specialist regime; an overseas CE or FCC file alone does not establish Taiwan market clearance. The route below is a decision aid, not a determination for a particular model.

Specify the Taiwan-bound product before choosing its compliance route

Freeze the exact sale configuration, then obtain the following six facts. A brand name or a broad customs heading is not enough to decide inspection scope.

  • Intended use, claims and target buyer: consumer, medical, food-contact, industrial or other.
  • Full bill of materials and principal function, including radio modules, batteries and power supply.
  • Model variants, accessories, firmware, frequency bands, antenna and test configuration.
  • Ingredients or substance identities and planned annual amounts where chemicals are involved.
  • Manufacturer, factory, importer, proposed applicant and Taiwan distribution channel.
  • Candidate 10-digit CCC classification, origin, intended shipment and launch date.

Taiwan market-access routing matrix

Treat each row as an applicability question, not an automatic obligation. Check current designated product scope and the exact configuration against the linked authority material; several rows can apply together.

Product signal Authority and question to resolve Next evidence or action
Electrical, electronic, toy or other listed commodityBSMI: is this precise product on the compulsory-inspection list, and which notified method applies (RPC, DoC, batch or other)?Confirm item description, applicable CNS requirements, chosen inspection scheme and mark conditions. BSMI inspection inquiry
Wi-Fi, Bluetooth, cellular or other RF functionNCC: is the equipment a controlled RF device and what sales-use compliance route applies?Check frequency/power and module-versus-finished-product scope; obtain the appropriate approval evidence. For controlled RF devices, assess import authorization separately from sale-use conformity: some approved equipment can be imported using its verification certificate, while other situations require an import permit or qualify for a specific exception. NCC RF approval regulations
Food, food additive or food-contact articleTFDA: does the import fall within the products designated for food-related border inspection?Match ingredients, intended use and CCC code; verify inspection application and importer obligations. TFDA food import inspection
Diagnostic, therapeutic or other possible medical purposeTFDA: is it a medical device, and if so which classification, listing/licensing and quality-route rules apply?Resolve intended purpose and product classification before selecting a submission. TFDA medical device regulation list
Cosmetic or product making beauty/health claimsTFDA: is it cosmetic, medicinal or another regulated product, and is cosmetic product registration applicable?Review claims, formulation and responsible registrant; do not assume every cosmetic needs the same filing. Separately verify the cosmetic product information file (PIF): since 1 July 2026 this is required before marketing for cosmetics other than handmade solid soaps from entities exempt from factory registration. TFDA cosmetic registration portal
Chemical substance or chemical mixtureMOENV chemical regime: are constituent substances new or existing, covered or excluded, and is substance registration required?Check identifiers, quantities, registrant and other chemical/workplace regimes separately. MOENV chemical registration
Any imported item, including a composite kitTrade/Customs: which CCC code and import regulation codes apply to the actual goods and origin?Confirm tariff classification and border conditions; do not treat customs release as product approval. The official trade search accepts up to 10 CCC digits; the complete 11-digit code also contains a check digit. Validate classification and applicable regulation codes rather than relying on an estimated heading. Taiwan CCC/import-regulation search

Three Taiwan cross-regime traps to resolve before testing

A single product description can imply several reviews. Do not let the first regulator contacted become the only regulator considered.

Wi-Fi smart appliance
Check BSMI commodity scope for the appliance and NCC RF scope for the transmitter; also screen energy-labelling applicability. One positive test report does not settle the other pathway.
Skin-care device with treatment claims
Separate physical-device safety from claimed medical function and any topical cosmetic supplied with it; TFDA classification depends on actual intended use and claims.
Scented industrial cleaner
Distinguish the finished product from its chemical constituents; confirm chemical-registration exceptions and any applicable commodity, workplace or labelling controls.

Taiwan evidence handover and applicant responsibilities

Use a common evidence register across counsel, laboratory, manufacturer and Taiwan-facing importer. These are project inputs, not a universal statutory submission list.

Handover item Why the reviewer needs it
Model-and-variant register, photos and intended usePrevents scope decisions made on an outdated or generic model.
CCC candidate, composition, origin and shipment documentsLets the trade specialist check import codes independently of technical approvals.
Schematics, radio specifications, software and existing test reportsAllows each competent body or lab to assess report reuse, gaps and test samples.
Factory and applicant identities, authorizations and importer roleTests who can submit, maintain records and respond to the regulator for each regime.
Taiwan labels, user information, claims and proposed markingsSeparates required local information from optional foreign marks and advertising claims.

Five release gates for a Taiwan launch

Plan these as project gates, not official prescribed deadlines. Testing and filings may run in parallel only after their dependencies are understood.

  1. Gate 1 — Sign off intended use, model scope and CCC candidate; assign a classification owner.
  2. Gate 2 — Obtain a written applicability decision for every plausible regime, including negative decisions with reasons.
  3. Gate 3 — Identify the correct applicant, approved route, laboratory and acceptable evidence for each positive regime.
  4. Gate 4 — Resolve test failures, filings, product markings, language/label information and import conditions before commercial release.
  5. Gate 5 — Keep certificates, declarations, batch traceability and a change log; reassess new radio hardware, firmware, formulation, claims or supplier changes.

From Taiwan screening to the correct specialist regulator

A useful compliance engagement should deliver a product-specific route register, evidence gap list, responsible-party matrix and launch hold/release recommendation. BSMI, NCC, TFDA and chemical filings need specialist analysis after this hub-level screen. For separate jurisdictions, consult the China market-access hub; the Japan market-access hub; or the global market-access hub. Their approvals are not substitutes for Taiwan approvals.

Taiwan market-access FAQ

Does CE or FCC certification automatically clear Taiwan?

No. Such reports can inform a gap review, but Taiwan applicability, accepted test evidence and any mandatory approval or marking must be checked under the relevant local scheme.

Does a Bluetooth appliance always need both BSMI and NCC?

Not automatically. The wireless function raises an NCC screening question; the appliance category raises a separate BSMI scope question. Resolve each against the exact model and current designated lists.

Can a foreign maker file without a Taiwan partner?

There is no single answer across the regimes. BSMI supplier/applicant arrangements, NCC approval rules, TFDA business obligations and chemical registrant/representative rules differ; verify the applicant for each route before signing an agency agreement. For BSMI registration of product certification (RPC), where manufacturing is outside Taiwan, the regulations specify a Taiwan-domiciled sales agent or importer as applicant; do not generalize this applicant rule to NCC or TFDA.

Can demonstration samples of RF equipment enter Taiwan without NCC approval?

Not automatically. For Class 2 controlled RF equipment imported for research, testing or demonstration, NCC Article 9 provides an import-approval route; a free sample label does not create a blanket exemption. Check the device class, purpose, quantity and any specific permit or exception before shipment. An import arrangement for demonstration does not authorize subsequent commercial sale; other product categories need separate checks.

When must compliance be rechecked after launch?

Reopen classification when changes affect model identity, radio characteristics, firmware, ingredients, claims, manufacturer, importer or an applicable rule. Whether amendment or fresh approval is required depends on the scheme.
