Product Compliance And Certification For Fitness Equipment In China
China fitness-equipment compliance is not one certificate. A home treadmill, a gym strength machine, an outdoor park station and a rehabilitation device can cross different mandatory standards, CCC catalogue categories, radio controls and medical-device rules. Classify the exact China-market SKU before buying tests or printing labels.
Define the device before selecting a route
Create a SKU classification sheet. The following facts determine which checks are relevant; a product name or foreign laboratory report is insufficient.
- Installation and environment: indoor movable machine or permanently installed outdoor public equipment; distinguish playground structures.
- Function and users: treadmill, weight machine, cycle or other type; intended ages, load rating and domestic versus supervised gym use.
- Power architecture: manual/mains-powered/battery-powered; integrated motor, external adaptor and whether parts are sold separately.
- Connectivity: Bluetooth, Wi-Fi or other transmitters, frequency, power, radio module and antenna configuration.
- Commercial claims: general fitness versus diagnosis, treatment or rehabilitation, including advertising and instructions.
- China commercialization: manufacturer, brand owner, importer, seller and any contractor responsible for public installation and maintenance.
Six configurations: China regulatory decision matrix
These are routing triggers, not automatic declarations of approval. More than one row may apply to one model.
| Configuration | Potential China obligation | Decision / evidence to obtain |
|---|---|---|
| Indoor fixed strength unit or exercise cycle | Product-safety baseline; currently applicable GB 17498 parts; future GB 47368-2026. | Map exact machine type and mandatory clauses, loading/pinch-point risks and 2027 market date. |
| Motorized indoor treadmill | Stationary fitness mechanics plus electrical hazards; current GB 17498.1/.6 and 2027 indoor changes. | Test emergency-stop, moving-belt entrapment, load, electrical design and Chinese warnings to applicable standards. |
| Public outdoor fixed exercise station | Mandatory GB 19272-2024 where within outdoor fitness scope. | Check anchoring, access clearances, surfaces, installation records and maintenance allocation; do not use playground assumptions. |
| Connected exercise machine | Fitness rules plus MIIT transmitter type-approval screen; qualifying micro-power short-range devices have an exemption, not unrestricted use. | Obtain frequencies/powers, module evidence and applicable marking/IFU determination; check final antenna. |
| Machine promoted for clinical rehabilitation | Possible NMPA medical-device classification depending on intended purpose; no class can be assigned from the word rehabilitation alone. | Preserve claims, instructions and function dossier; resolve disputed classification before medical marketing. |
| Powered machine with charger, adaptor or battery | Check whether specific accessory, battery or overall unit enters a CCC category; check electrical and hazardous-substance requirements. | Record part numbers, labels and certificates; compare precise product descriptions to current CCC catalogue. |
For genuinely disputed medical-device classifications, NMPA’s 2024 No. 59 notice distinguishes cases: uncertain-category domestic devices go initially through the provincial drug regulator, while uncertain-category imported devices go to the national medical-device standards management centre; newly developed devices outside the catalogue have a separate central route. These are conditional filing paths, not evidence that an ordinary trainer is medical equipment.
The dated standards handover: 2026 versus October 2027
As of October 2026, the official register still lists GB 17498.1-2008 as mandatory for stationary training equipment and GB 17498.6-2008 as mandatory for treadmills. Confirm any other applicable 2008 product part for the precise model. A foreign ISO 20957 or EN test report is not, by itself, proof of meeting the Chinese mandatory standard.
China published the new mandatory GB 47368-2026 for indoor stationary training-equipment safety on 31 March 2026, with implementation on 1 October 2027. On the same date, the new GB/T 17498.1-2026 and GB/T 17498.6-2026 take effect as recommended testing/detail standards, replacing their corresponding 2008 standards. GB/T is not a synonym for the mandatory GB: assess both the hard safety baseline and the model-specific test methodology.
For in-scope outdoor exercise equipment, mandatory GB 19272-2024 has already applied since 1 September 2025, replacing GB 19272-2011. Its regime extends beyond the machine to relevant installation, warnings and maintenance matters; check the full scope for the site and model.
Scope boundary: SAMR describes the 2027 indoor series as covering indoor stationary equipment intended for users aged 14 and above. Do not extrapolate this scope to children’s exercise products, playground structures or outdoor stations; classify those separately rather than assuming the same standard applies.
CCC is a separate catalogue question—not the name of a gym machine
China Compulsory Certification (CCC) applies to listed product categories under the current official catalogue and their detailed scope rules. Do not claim that every fitness machine needs CCC, or that an electric motor makes a whole treadmill CCC-certified. Conversely, absence of a generic “fitness equipment” entry does not resolve whether a power supply, separately marketed battery or another covered part needs its own approval. Log each component and compare codes and boundaries; where ambiguous, obtain a documented scope determination. Wireless type approval and medical-device registration are independent questions, not alternative names for CCC.
Dated component check: read the 2023 CCC scope/definition table together with the subsequent changes consolidated in CNCA’s August 2026 rules index. For a separately supplied motor that falls within the small-power-motor category, the 2025 No. 57 announcement changes the applicable CCC conformity-assessment route to third-party certification from 1 January 2027. It does not make every motor inside a treadmill—or the assembled treadmill itself—automatically subject to CCC.
For products within that notice which still rely on a valid CCC self-declaration, designated bodies began accepting certification applications on 1 July 2026; companies are required to complete certificate conversion by 31 December 2026. The notice allows continued sale without conversion of goods already manufactured during the valid self-declaration period and no longer produced. Verify any legacy-stock exception against the exact goods and production history.
Product-specific evidence pack and release responsibility
Keep one revision-controlled dossier per SKU and configuration. These are recommended audit artefacts; the legally necessary reports and format depend on the actual classification.
| Evidence | Why it matters for fitness equipment | Owner / release gate |
|---|---|---|
| Type and intended-use sheet | Indoor/outdoor, use population, rated load, performance claims and sales configuration. | Brand/manufacturer; freeze before testing. |
| Mechanical risk and test dossier | Stability, pinch/shear gaps, moving belts, load and cycle fatigue; specific GB clauses per equipment type. | Designer/lab; resolve failures before mass production. |
| Electrical and materials dossier | Motor and wiring design, power source, accessible materials and chemical safety where applicable. | Engineer/supplier; retest after relevant part change. |
| CCC / RF / medical scope memo | Catalogue entry and component mapping, transmitter exemption/approval logic, NMPA intended-purpose decision. | Compliance lead; resolve each triggered route independently. |
| Chinese market artwork | Truthful conformity proof, Chinese name, manufacturer identity/address, appropriate specifications and risk warnings. | Brand/seller; approve final artwork and IFU. |
| Outdoor handover or change log | Anchor/foundation instructions, installed acceptance and maintenance responsibility; firmware, supplier and antenna revisions. | Installer/operator and brand; document sign-off and reclassification. |
Chinese labeling, installation and go-to-market gates
Product Quality Law articles 26–27 remain the cross-cutting baseline: avoid unreasonable dangers; provide truthful product identification and Chinese warnings when misuse can endanger users. Do not print a CCC mark merely because a laboratory tested the machine.
- Before prototype freeze: map exact GB scope, 2027 launch date, CCC descriptions, radio power/module attributes and intended medical claims.
- Before testing: agree with a competent test provider the Chinese standards, sample configuration and acceptance criteria; retain any scope interpretation.
- Before import or domestic sale: close mandatory approvals that actually apply, validate Chinese name/manufacturer/address and risk instructions, and verify that the shipped SKU matches reports.
- After launch: maintain supplier, motor, software, antenna, material and label change logs; reassess standards, testing and approvals whenever a relevant change occurs.
For public outdoor stations, contractual acceptance should additionally identify the party handling anchoring, installation inspection and continuing maintenance. A private lab mark or overseas certificate does not replace statutory Chinese obligations.
The Article 27 label check also includes product inspection/conformity documentation, Chinese product and manufacturer name/address, applicable specification details and Chinese safety warnings where misuse poses risks. Verify the actual model’s required format before authorising the production label; an English-only export carton should not be assumed sufficient.
Questions at the classification boundary
- Does every imported electric treadmill need CCC?
- No such blanket conclusion follows from “electric treadmill”. Screen the exact finished product and accessories against the current CCC catalogue and detailed scope rules; mandatory fitness-product safety standards are a separate obligation.
- Can we use the 2026 indoor GB/T standards instead of today’s mandatory GB?
- Not just because the 2026 texts are published. GB 47368-2026 and the relevant GB/T 17498-2026 parts are scheduled to take effect on 1 October 2027. For an October 2026 launch assess standards then in force and plan the transition.
- Is an outdoor gym station governed by the indoor treadmill standard?
- Normally start from intended installation and function. An in-scope permanently installed outdoor station points to mandatory GB 19272-2024; unusual mixed-use devices require an exact scope check.
- Does Bluetooth always need Chinese radio type approval?
- No. The MIIT framework provides an exemption for qualifying micro-power short-range transmitters, but compliance with the exemption’s technical rules and any required marking/instructions must be verified. A Bluetooth logo alone proves nothing.
- Does a rehabilitation claim turn a trainer into a medical device?
- It may change the intended-use analysis, but classification depends on function and claims. Preserve promotional material and instructions; seek a reasoned NMPA classification assessment for borderline products before asserting medical claims.
