Malaysia Npra Product Registration Service For Medical Device

Scope and evidence must be confirmed before any paid tests or filings.

Searching for a “Malaysia NPRA product registration service for medical device”? The agency name needs correcting before anyone files: ordinary medical devices are registered with Malaysia’s Medical Device Authority (MDA), not the National Pharmaceutical Regulatory Agency (NPRA). NPRA primarily handles medicines and cosmetics; device–drug combination products can involve both authorities. The search phrase does not determine the legal classification.

This guide covers the actual filing assignment: identify the applicant, freeze the product scope, assemble the dossier, obtain the appropriate conformity assessment, submit through MeDC@St and manage the registration after approval. It is not a promise of approval or a fixed timeline.

Choose the competent authority and filing route before preparing forms

Start with intended purpose, principal mode of action, ingredients and product configuration. The classification and grouping decision determines which supporting evidence and review path can be used.

Initial findingFiling implicationFirst document to request
Medical device without a medicinal primary mode of actionMDA device registration under Act 737; assess class A–D and whether it is an IVD.Intended-use statement, label, instructions for use and model list.
Drug, cosmetic or a drug–device borderline productDo not automatically submit to MDA; use the NPRA–MDA classification framework and determine the lead agency.Composition, mechanism of action and product claims; seek classification guidance if uncertain.
Device–drug combination or device with an ancillary medicinal substanceConfirm the lead authority and whether the other authority’s endorsement or acknowledgement is required before the application.Ingredient role, quantity, proposed claims and available combination-product approvals.

For borderline or combination products, check NPRA’s July 2026 DRGD Appendix 2 and its product-specific classification table before assigning the dossier to either authority. The table does not eliminate the need to verify the classification of the exact product and claims; a classification request may be appropriate where uncertain.

For the device route, class A is exempt from CAB conformity assessment, not generally from device registration. The old low-risk class A notification route ended in 2016. Treat any claimed exemption or special route as product-specific and verify it with the MDA.

Appoint an eligible applicant and allocate responsibility

An overseas manufacturer ordinarily works through a Malaysian authorised representative (AR); a Malaysian manufacturer may apply as the local manufacturer. The filing establishment must hold an appropriate valid licence. A distributor or consultant does not become the registration holder merely by drafting the dossier.

ManufacturerDesign history, intended use, clinical/performance data, risk file, quality system evidence and signed declarations.Approves accurate product claims and changes to source documents.

Agree in writing who can answer technical queries, who holds the portal account and how records are returned if the AR changes. Check the licence status before spending money on dossier conversion.

Build one consistent, reviewable technical dossier

The Common Submission Dossier Template (CSDT) is a structured evidence package, not a substitute for the underlying reports. For the applicable class and device type, build a controlled cross-reference between portal fields, manufacturer files and CAB-reviewed documents.

  • Identify every model and permissible grouping; reconcile brand, catalogue numbers, intended use and manufacturer across labels, instructions and certificates.
  • Prepare the CSDT executive summary: device description, intended use, market history and relevant overseas approvals, including any differences from the Malaysian version.
  • Map Essential Principles of Safety and Performance to specific test reports or other evidence; justify non-applicable principles instead of leaving blanks.
  • Provide design verification/validation, risk analysis and clinical or performance evaluation appropriate to the device, including IVD-specific information where relevant.
  • Include Malaysian labelling and instructions for use, quality-management documentation, declaration of conformity and manufacturing details as applicable.
  • Reconcile post-market surveillance information, adverse-event and field-action history, and the CAB report/certificate when required; make sure documents are legible, complete and valid.

Complete the correct conformity-assessment lane

The route is not simply “CE/FDA approval equals Malaysian registration”. Existing foreign approvals may be relevant to a verification pathway, but eligibility depends on the MDA’s recognised authorities, product scope and current guidance.

  • Class A: use the MDA class A submission route; the Class A CAB exemption does not waive the filing or the establishment’s responsibilities.
  • Classes B, C and D: arrange the applicable conformity assessment through an MDA-registered CAB and compile its report and certificate for the registration application.
  • Recognised-market approval: check the 2025 reliance framework and the second edition of MDA/GD/0070 (dated October 2025) before selecting abridged verification; do not assume eligibility based on a foreign logo alone.

Keep the CAB-reviewed technical dossier aligned with the documents submitted to MDA. For classes B–D, MDA’s submission guide specifies English and/or Bahasa Malaysia for documents and correspondence; translating the website article does not change filing-language requirements.

Submit, answer queries and capture the decision

The applicant uses MeDC@St / MeDC@St 2.0+ according to the current portal workflow. A practical submission sequence is:

For a new MeDC@St 2.0+ main account, MDA currently directs users to request creation through the official Helpdesk. Its published account notice asks for the business registration number, establishment/account-owner name, proposed username, official email, identity or passport number and purpose of the account. Have the establishment submit these particulars through the official channel, not to an unverified consultant.

  • Confirm the product is a device, record the class, classification rule, IVD status and grouping rationale.
  • Confirm the licensed applicant and grant controlled access to the relevant filing account.
  • Validate the dossier, labels and declarations against the chosen class and CAB pathway; resolve discrepancies before upload.
  • Complete the portal fields, attach the applicable CAB evidence, submit the application and pay the application fee.
  • Track validation and MDA requests for clarification; answer with version-controlled corrections rather than contradictory replacement files.
  • After a favourable decision, follow the notified registration-fee and certificate steps; verify the device entry and listed scope in the Malaysian Medical Device Register (MDAR).

Class A is not a no-fee filing: under the Medical Device (Amendment) Regulations 2025, applications submitted from 1 January 2026 attract a RM500 application fee and a separate RM750 registration fee. Confirm the current Fifth Schedule and payment stage; other classes and CAB/service costs require a separate budget.

Diagnose avoidable delays before submission

These are operational failure modes, not a prediction that MDA will reject every such application.

Incomplete risk/performance evidence or unsupported combination-product classificationMDA cannot verify the claimed safety, performance or proper lead agency.Obtain the underlying technical reports or clarify NPRA/MDA classification first.

Maintain the registration after the certificate

A device registration is not indefinite: the MDA registration framework ordinarily provides a five-year registration period. Track the expiry date and the applicable re-registration workflow, including any new automated route announced by MDA. Do not assume an automated option applies to every product.

Since 13 July 2026, MDA has offered an automated re-registration route in MeDC@St 2.0+ for eligible applications submitted on or after that date. It is a re-registration pathway, not an automatic first registration. Before choosing it, confirm the live certificate status, licence, changes and eligibility against MDA’s current submission guide.

  • Keep records of complaints, adverse events, corrective actions and distribution; assess reportable incidents and field safety action obligations under current MDA requirements.
  • Screen changes to intended use, models, labels, manufacturer, AR and technical evidence for change-notification or other approval requirements before implementing them.
  • Maintain the establishment licence, registration records, surveillance evidence and renewal calendar; a change in AR may require a controlled regulatory transition.

What filing support should deliver

A scoped registration service should produce a traceable handover, not merely a submitted portal screenshot. Before authorising work, request the following deliverables and identify which party is legally authorised to submit.

  • An authority/classification decision note, grouping matrix and named local applicant with verified licence status.
  • A dossier index tied to the exact catalogue/model scope, a gap register and a CAB/verification-path decision with evidence.
  • A MeDC@St submission register with versions, payment and query history, plus decision and certificate records.
  • A post-registration action list covering vigilance, changes, licence checks and re-registration triggers.

Fees depend on the device class, conformity route, applicant arrangements and the scope of work. For the separate budgeting task, see medical-device registration cost planning in Malaysia. Do not confuse a consultant’s fee with MDA and CAB charges.

Filing-specific questions

Can I file a medical device with NPRA because the product name mentions NPRA?

Not solely for that reason. For an ordinary device, the regulator is MDA. A drug–device or borderline product needs an evidence-based classification of its primary mode of action and the competent lead authority.

Does a Class A medical device need registration if it does not need a CAB?

The Class A CAB exemption is not a blanket product-registration exemption. MDA discontinued the older low-risk class A notification arrangement in 2016. Check the applicable current class A registration procedure and any specifically documented exemption.

Can a foreign manufacturer submit without a Malaysian authorised representative?

An overseas manufacturer normally needs a locally authorised representative holding the relevant establishment licence. Confirm the applicant arrangement and licence particulars before opening or using the filing account.

Can EU CE marking or US clearance replace the Malaysian technical dossier?

Not automatically. Foreign approvals may support a recognised verification pathway, but local classification, grouping, evidence, CAB steps when applicable and MDA review still matter.

What if a model or label changes while MDA is reviewing the application?

Do not silently substitute the new version. Record the change, assess whether it alters class, grouping, intended use or certificate scope, and coordinate the appropriate correction or separate regulatory procedure with the applicant.
