Malaysia Npra Product Registration Cost For Medical Device

Scope and evidence must be confirmed before any paid tests or filings.

A search for 'Malaysia NPRA product registration cost for medical device' often mixes two regulators. For ordinary medical devices, the competent registration authority is the Medical Device Authority (MDA), not NPRA. NPRA becomes relevant where a drug–device combination is regulated as a drug. Decide the primary mode of action before paying anyone for a registration route.

First identify the regulator and billable product

A stand-alone medical device normally follows the MDA route under the Medical Device Act 2012. For a combination product, the applicable primary agency depends on the principal mode of action; any required endorsement from the other agency must be assessed separately. The search term does not establish that an NPRA fee applies. Classification, product grouping and device-versus-drug status determine which official fee line is relevant.

Official MDA medical-device registration fees: 2026 starting point

The following are government application plus registration charges in Malaysian ringgit (RM), not end-to-end project prices. Class A uses the MDA's 2025 amendment effective 1 January 2026; other class figures are from MDA's published fee material. Check the current fee schedule immediately before filing.

Device classApplication (RM)Registration (RM)Combined (RM)
A5007501,250
B2501,0001,250
C5002,0002,500
D7503,0003,750

The combined column is a budgeting subtotal for an application that proceeds to registration, not a charge necessarily paid in one instalment: the MDA process flow places the application fee at submission and the registration fee after approval. It does not guarantee that an application will be approved.

Source discrepancy to check before payment: MDA/GD/0070 (verification-submission guidance) contains an RM700 Class D application figure, while MDA’s published fee table states RM750. The guide is not an amendment to the Fifth Schedule. RM750 is used here as the published statutory-table figure, but obtain confirmation of the amount actually payable for the filing rather than treating a conflicting guide as a tariff.

Class A: RM500 + RM750 also applies to new and re-registration applications lodged from 1 January 2026. Older MDA pages still show RM100 and no registration fee for Class A: those older figures should not be used for 2026 budgets. A device containing a medicinal product has a separately published RM5,000 registration-fee line; do not automatically add it to the ordinary class total without confirming the applicable combination-product route and charge.

Five budget layers beyond the government fee

  • Conformity assessment: request a device- and scope-specific quotation from a registered conformity assessment body (CAB) where applicable; Class A and certain routes require different treatment. A regulator's fee for registering a CAB is not the CAB's fee for assessing your device. For an ordinary Class A medical device, the 2024 exemption removes CAB conformity assessment; it does not remove the MDA registration fee or all documentary, establishment-licensing or local-party costs.
  • Evidence and testing: estimate dossier preparation, technical-file gaps, translations, performance/biocompatibility/sterility or software evidence as applicable; testing is not a flat mandatory line for every device.
  • Local business roles: distinguish the manufacturer, authorised representative, importer and distributor; licence applications, GDPMD/QMS assessment and outsourced local representation may create separate costs depending on the operating model.
  • Submission and professional work: price classification analysis, grouping strategy, document review, replies to questions and remediation individually; define the number of submissions covered.
  • Life-cycle reserve: budget re-registration, material design/label changes, new models, new test reports and possible follow-up assessment. Ask what annual representation fees and later change work are excluded.

Decision matrix: when a quotation is dependable

Class B, C or D portfolioMDA fee per relevant application starts with RM1,250 / RM2,500 / RM3,750 for B / C / D.Number of registrable groups, CAB route and quote, dossier maturity, test gaps and responsible local entities are unknown.

Illustrative amounts are MDA government-fee baselines, not CAB fees, licence costs, consultant prices, taxes, guarantees or universal project totals. Do not multiply by every model until the permitted grouping is established.

Eight inputs required for a defensible itemised quote

  • Intended use, labelling, instructions for use and whether a medicinal ingredient is present.
  • Proposed MDA risk class (or IVD classification) and the rule supporting it; flag uncertainty.
  • List of models, variants, accessories and proposed MDA grouping with grouping rationale.
  • Manufacturer and manufacturing sites; existing QMS/GDPMD certificates and their scope.
  • Existing overseas approvals, conformity evidence, CAB reports and technical documentation.
  • Known testing gaps, clinical/performance evidence, language or artwork revisions and remediation needs.
  • Identity of Malaysian authorised representative, importer and distributor; which party already holds the required licence.
  • New registration or re-registration, expected launch sequence, who pays authority/CAB charges and any renewal horizon.

Common avoidable cost triggers

  • Wrong NPRA/MDA route or risk class: can invalidate the budget and require a new document set.
  • Unverified grouping: treating ten models as one device—or ten separate applications—can distort the filing count.
  • Choosing a CAB or ordering tests before a gap review: assessment scope, sample count and repeat testing may change.
  • Excluding local roles, licence work or responses to deficiencies: a 'registration only' quote can conceal major additional work.

Budget in five controlled steps

  1. Confirm whether the item is a medical device, a medicine or a combination; record the basis for the regulator choice.
  2. Lock the proposed class and registration grouping; note matters requiring MDA/NPRA clarification.
  3. Calculate statutory fees by registrable application using the fee schedule effective on the filing date.
  4. Obtain separate written prices for CAB, testing/evidence, local roles/licensing and professional work, with exclusions.
  5. Hold a contingency for justified retesting and responses; issue a fixed quote only after the missing inputs are resolved.

Prioritise the MDA 2026 fee document and the Class A amendment over older fee tables. Recheck legal updates and transaction-specific charges before payment.

Questions that change the budget

Does NPRA charge the same fee as MDA for an ordinary medical device?

No. Stand-alone medical devices are generally registered with MDA. NPRA relevance needs a drug or combination-product assessment; do not apply an NPRA price list just because the search query says NPRA.

Is Class A still RM100 with no registration fee?

Not for new or re-registration applications filed from 1 January 2026. MDA announced RM500 application and RM750 registration fees; some older official pages remain online.

Does RM1,250 cover everything for a Class B device?

No. It is the sum of the published MDA Class B application and registration charges. CAB, evidence, representation, licensing and professional work must be scoped separately.

Can one fee cover several models?

Only after checking the applicable grouping rules. Model count does not necessarily equal registration count; neither does it prove a single grouped application is permitted.

When is a fixed quote not credible?

When product classification, combination-product status, number of registrable groups, evidence gaps, CAB scope or Malaysian responsible parties are unresolved. Request an itemised conditional range instead.
