Thailand FDA Medical Device Registration Services

Scope and evidence must be confirmed before any paid tests or filings.

A Thailand FDA medical-device filing is not merely a translation of an overseas approval. For commercial manufacture or import, the application must connect a licensed Thai establishment, the correct device risk class and grouping, and the evidence supporting the exact version to be sold.

This execution guide concentrates on who files, which submission package goes into the Thai FDA process, how deficiency questions are managed, and what the certificate holder must control afterwards. Classification, product scope and any non-commercial exception must be settled before choosing a form.

Route and submission gate: what is actually filed

For ordinary commercial filings, Thai FDA ties the product permission to the device risk class. Confirm whether the product is a non-IVD or IVD and whether models can validly be grouped; the agency provides risk-classification and grouping channels. The four classes do not mean four different certificate types.

Risk classThai filingCore dossier requirementCritical boundary
Class 1Listed-device certificate (listing)Label, IFU, specifications, description, materials, declaration of conformity and conditional evidenceDo not assume low risk means no product filing.
Classes 2–3Notified-device certificate (notification)Route-specific CSDT evidence; check full versus eligible abridged/reliance reviewA foreign approval alone does not create Thai permission.
Class 4Licensed-device certificate (licensing)Higher-risk technical file in the applicable CSDT review routeDo not ship for commercial sale on a draft submission.

Abridged assessment is not automatic: Thai FDA describes reference-authority history criteria. A separate Singapore HSA reliance option requires participating documentation and consent. Verify present eligibility and the exact checklist for the device, not just the label “FDA approved” abroad.

Applicant accountability and evidence handoffs

The establishment registrant manufacturing or importing commercially submits the device application. A foreign manufacturer can prepare most technical evidence but should not confuse a commercial distributor or hired consultant with the licensed establishment registrant. Record ownership and authority to use the dossier before uploading.

Filing adviser / coordinatorPrepare document index, compare evidence against route, upload under authorized access, track questions and draft responsesCannot replace the applicant or promise a regulatory decision.

Before filing, agree who can answer Thai FDA queries, who signs declarations, and who owns access to the final dossier, communications and certificates if the distributor changes.

Dossier delta: assemble the right technical file

Use a dossier index with a document owner, revision, product/model identifiers and a Thai-facing file name. The Thai FDA’s official checklist distinguishes a lighter Class 1 package from Class 2–4 full, abridged and Singapore-reliance packages.

Dossier layerEvidence to assembleConsistency check
Product identityLabels, IFU, specifications, materials and device descriptionKeep model names, manufacturer identity, indications and label claims aligned across documents.
Safety and performanceClass 1 declaration and conditional sterilization/calibration evidence; Class 2–4 essential-principles, verification/validation and risk materials as required by the selected routeDo not fabricate missing test reports; mark evidence gaps before submission.
Applicant and reference trailAuthorization letter and grouping list when applicable; Class 2–4 manufacturer/QMS and declaration documents; eligible abridged or HSA reliance proofConfirm foreign approval age/scope or HSA consent before selecting a shortcut.

The matrix is a preparation aid, not a substitute for the current official Class/IVD/route checklist. Requirements for full versus abridged or reliance review differ: do not copy one route’s omissions into another.

Pre-upload release decision: four evidence gates

Use the following internal quality-control test before authorizing the upload. It is a filing-management method, not an additional Thai FDA statutory requirement.

  • Applicant gate: Record the Thai registrant, relevant establishment permission, authorized portal operator and document-use authorization; unresolved authority = HOLD.
  • Identity gate: Match intended use, manufacturer, exact models, labels, IFU, specifications and technical-file revisions; unexplained inconsistency = HOLD.
  • Route gate: Match each attachment to the current class/IVD-specific full, abridged or HSA-reliance checklist; unsupported reliance eligibility = HOLD.
  • Evidence gate: For each mandatory or conditional item, record file/revision, evidence owner and status COMPLETE, NOT APPLICABLE (with reason), or MISSING; do not upload missing evidence as if complete.

Submission sequence and authority questions

A practical submission control sequence is:

  1. Confirm device status, intended purpose, IVD/non-IVD status, Thai risk class and proposed grouping; seek formal classification/grouping clarification where uncertainty is material.
  2. Identify the Thai establishment registrant, confirm manufacture/import permission and establish authorized electronic-system access.
  3. Choose listing, notification or licensing, then check whether the normal full, abridged or HSA-reliance dossier path is actually supported.
  4. Lock one model-and-claim register; reconcile the label, IFU, authorization, QMS evidence and technical file against the chosen checklist.
  5. Submit through the Thai FDA electronic application channel and preserve the submission reference, attachments, payments and status history.
  6. Assign each authority question an owner and deadline; respond with corrected, version-controlled evidence; verify the granted certificate and approved scope before commercial activities.

Submission is not approval. Thai FDA says commercial manufacture/import may proceed when the relevant listed, notified or licensed certificate is issued. An applicant should check portal instructions and applicable payment stages rather than rely on a generic timeline.

Authority-query response register: minimum audit trail

For each Thai FDA request, keep the application reference, receipt date, exact question, affected model/file, evidence owner, replacement revision, manufacturer sign-off, response submission receipt and authority outcome. Separate an internal target date from any deadline actually notified by Thai FDA; do not assume a universal response period. Preserve both superseded and accepted versions.

Rejection and delay controls before upload

Use a pre-upload defect log. These are practical review risks inferred from the official required fields and differentiated pathways, not published Thai FDA rejection statistics.

Failure modeTypical triggerSafest correction
Class/group mismatchOne model family mixes uses, technologies or classificationsRe-check grouping logic and split packages if the authority’s rules require it.
Identity driftModel names or intended use differ across label, IFU and evidenceCreate a controlled master product register and reconcile each document.
Unproven shortcutAbridged/reliance selected without qualifying reference history or HSA consentValidate eligibility; otherwise assemble the applicable full dossier.
Missing responsibility or evidenceNo valid authorization, QMS file, risk material or applicable sterilization/calibration reportObtain the original record from its owner; do not upload placeholders as proof.

Track each agency query with receipt date, wording, affected files, response approver and uploaded revision. A reopened deficiency can otherwise invalidate later versions of the same evidence.

Issuance, vigilance and changes after filing

After a favorable decision, verify the certificate holder, registration category, permitted models and claims before release. Thai FDA separately identifies post-market responsibilities and medical-device safety reporting; advertising approval is a distinct question.

A product certificate does not automatically authorize every independent distributor to sell. Thai FDA identifies separate sale-permission requirements for certain medical devices, while treating an authorized manufacturer/importer as permitted to sell the specific devices it is authorized to manufacture/import without a separate sale application. Before trading, verify the actual seller, device and applicable sale-permission rule; advertising approval is a separate question.

  • Archive the issued certificate and exact dossier version; give the importer and manufacturer controlled access.
  • Keep a complaint, defect, adverse-event and corrective-action escalation process. Thai FDA identifies domestic, foreign and field-safety action report forms.
  • Assess changes to design, manufacture, labeling, intended use, ownership or grouping before assuming an existing certificate covers them; consult the applicable change workflow.
  • Calendar renewal and establishment-permission checks against the actual certificate and current Thai FDA renewal guidance; do not presume automatic continuation.

The exception for certain non-commercial imports, samples, research or individual-patient use is not a blanket exemption for commercial distribution; assess the specific purpose and conditions separately.

What registration support should deliver

A credible registration service should deliver auditable work products—not simply claim that it “handles FDA approval”:

  • A signed applicant/establishment and device-scope decision record.
  • A route-specific dossier index showing missing evidence, source owner and version.
  • A submission log, authority-query tracker and controlled response pack.
  • A handover pack for the issued certificate, allowed models, post-market contacts and renewal/change triggers.

Frequently asked questions

Can a foreign manufacturer file without a Thai importer or establishment applicant?

For ordinary commercial import, Thai FDA places product filing with the registered importer establishment. Agree the actual applicant and authorization before dossier work; check any different facts or statutory exception separately.

Is a US FDA clearance or EU conformity certificate enough to sell in Thailand?

No. Foreign evidence may support a particular Thai review route, but it does not itself replace issuance of the Thai listed, notified or licensed certificate.

Can we submit several models under one application?

Only if the applicable Thai device-grouping criteria support the proposed grouping. Document model, intended use and technology differences first; request confirmation if uncertain.

Does Class 1 still require documentation?

Yes for an ordinary commercial Class 1 listing. Thai FDA lists label, IFU, specifications, device description, materials, declaration and conditional supporting records.

What happens if the manufacturer changes a model or the importer after approval?

Do not assume the previous authorization automatically covers the changed facts. Compare the issued scope with the change and use Thai FDA’s current amendment, transfer or renewal procedures as relevant.
