Thailand FDA Product Registration Service For Medical Device

Scope and evidence must be confirmed before any paid tests or filings.

A Thailand FDA medical-device filing is not a single form. For commercial manufacture or import, the applicant first establishes its entitlement to file, fixes the device classification and grouping, then submits the correct product dossier and manages questions until the relevant certificate is issued. This operational guide distinguishes tasks of the Thai applicant, foreign manufacturer and filing coordinator; an approval is not guaranteed.

Start with the correct filing perimeter

Confirm intended purpose, whether the product is a medical device or IVD, commercial versus other-purpose import, proposed models and accessories, and the intended Thai importer or manufacturer. Apply Thai FDA risk rules for non-IVD or IVD devices; do not import a foreign classification unchanged. Certain non-commercial purposes may follow different rules or exemptions, but require an individual eligibility check.

Identify the applicant and assign the evidence owners

For commercial cases, the Thai manufacturer or importer must have the relevant establishment registration before product filing. The establishment registrant is the product applicant; a foreign manufacturer supplies authorization and technical evidence, but overseas approval alone is not a Thai filing. Agree who controls the application account, receives regulator queries and holds the issued certificate before a distributor is appointed.

Applicant / functionResponsibility
Thai establishment registrantHolds the relevant establishment status, authorises the submission, manages regulator correspondence and is linked to the product certificate.
Manufacturer / product ownerConfirms intended use, models and grouping; provides label, IFU, technical, safety, QMS and authorization evidence; validates replies.
Filing coordinatorMaps the route, assembles files, reconciles versions, uploads through an authorised account and maintains a query/decision log; does not replace the legal applicant.

Select the product filing route

The Thai FDA uses a four-class, risk-based system. The default product certificate is listed for Class 1, notified for Classes 2–3 and licensed for Class 4. Use the actual device description and product-specific rules to validate the class and any grouping. Abridged assessment and Singapore HSA reliance are separate conditional review options, not automatic recognition of CE, US FDA or Singapore approval.

Class / resultEvidence gate
Class 1 → listed certificateConfirm low-risk classification and acceptable grouping; submit Class 1 listed-device dossier.
Classes 2–3 → notified certificatePrepare the applicable technical evidence and CSDT materials; confirm whether full or an eligible abridged review applies.
Class 4 → licensed certificatePrepare high-risk product evidence and the applicable CSDT submission; confirm any specialised conditions before submission.

For an abridged pathway, independently verify the recognised reference authority, approval history, documentary conditions and current Thai FDA eligibility. HSA reliance requires matching Singapore registration materials and an appropriate consent/coordination mechanism. A foreign certificate by itself does not remove the need for a Thai application.

Build a dossier that matches the selected route

Lock the device identity across label, IFU, intended use, catalogue/model list, manufacturer and authorization letter. Class 1 has a shorter published document list; Classes 2–4 follow a fuller CSDT-type evidence structure, adjusted for the accepted review pathway. Missing items should be tracked as open gaps rather than replaced with unsupported declarations.

Dossier blockWhen to provide itPre-submission control
Identity and authorityAll routes: applicant and manufacturer identities, letter of authorization, device description, label, IFU and product/model scope.Names, models and intended use match across attachments.
Class 1 technical packageAs applicable: product specifications, materials, declaration of conformity, market history; sterilisation or calibration evidence where relevant.Conditional tests are present only when product features require them.
Classes 2–4 CSDT evidenceExecutive summary, safety/performance principles, verification/validation, risk analysis, manufacturer/QMS information and declaration of conformity, as required by route. Each claim links to a dated, identifiable supporting report or certificate.
Grouping and special reviewModel/grouping justification where filing together; reference-agency approval and declarations for abridged review; HSA consent and approved change records for reliance when applicable. The selected special pathway is evidenced, not assumed.

Submit, respond and close the application

Use the official Thai FDA pre-submission and electronic filing instructions for the current product branch. A working filing sequence is below; the system, required payments and request stages must be verified against the current portal guidance for the selected application.

  1. Scope lock: obtain intended-use statement, IVD/non-IVD status, all model identifiers, markets of prior approval and import purpose.
  2. Applicant gate: verify establishment status, applicant authorization, portal access and manufacturer–applicant responsibilities.
  3. Route memo: document the risk-class rationale, grouping decision and whether a full, abridged or HSA-reliance option is actually eligible.
  4. Dossier freeze: reconcile the label/IFU, CSDT or Class 1 set, evidence dates, manufacturer details and signed letters.
  5. File and track: submit in the designated e-submission branch, retain application number, payment confirmations, uploaded versions and Thai FDA correspondence.
  6. Decision and handover: answer deficiencies; verify the issued certificate, covered models and conditions; establish renewal/change and post-market owners.

Diagnose delays before resubmitting

Not every request for clarification is a refusal. Treat regulator questions as controlled amendments: identify the exact dossier version, obtain a manufacturer-approved response, update only affected attachments and preserve a response log. The following pairs are practical pre-submission checks, not an official rejection list.

Maintain the approval after issuance

Do not treat an electronic submission acknowledgement as market authorization. Confirm the certificate and its covered models before commercial import or manufacture. Track conditions, labeling, complaints, adverse events and field safety actions, product changes and renewal requirements under the applicable Thai FDA rules; advertising authorization is a separate issue.

  • Archive the issued certificate, model coverage, approved version, application receipt and regulator correspondence with the named Thai holder.
  • Screen label, intended-use, manufacturing, software and model changes for filing or notification consequences before release; do not assume every change is administrative.
  • Assign complaint and vigilance/field-action monitoring, applicable renewal checks and separate advertising approval where relevant.

Specify the filing service and its deliverables

A filing-execution engagement should define applicant authority, document collection, dossier preparation, portal submission, query management, certificate handover and a change-control handoff. It should state what depends on manufacturer evidence, what requires separate review, and which official fees or timelines are not included. No service provider can promise regulator approval.

FAQ

Can the foreign manufacturer file with only its CE or US approval?

No automatic Thai approval follows from overseas authorisation. Confirm the Thai establishment applicant, classification, relevant certificate route and whether the foreign evidence supports an eligible abridged review.

Can Class 1 and Class 3 models be placed in one application?

Do not assume so. Document grouping eligibility and class for every model; different risk classes or intended purposes may require separate applications. Seek classification confirmation where uncertain.

Does an HSA certificate automatically qualify for reliance?

No. Confirm current Thai FDA reliance criteria, matching Singapore-approved documentation and the Singapore registrant’s necessary consent. If a condition is missing, assess the full or other supported route.

What happens when Thai FDA asks for additional evidence?

Record the query and response deadline shown in the actual case, request manufacturer-reviewed documents, update the affected dossier version and retain a complete submission history. Do not invent a universal response period.

Can the importer sell as soon as the online application is submitted?

A submission receipt is not the listed, notified or licensed certificate. Confirm issuance and product scope first, and assess separate sale or advertising permissions where they apply.
