Product Compliance And Certification For Skincare Product In Japan
A serum, toner, lotion, mask or sunscreen sold as “skincare” has no single Japanese skincare certificate. The route depends on the finished formula, intended use, active ingredients, exact Japanese claims, responsible businesses and packaging. Determine the category before ordering Japanese artwork or importing commercial stock. “No individual cosmetic approval” does not mean “no licences or filings”.
Classify the finished skincare SKU—not its foreign product name
Assess the combination of intended purpose, mechanism, formula, concentration, presentation and claims. These are screening examples, not official determinations.
| Proposed product or claim | Likely route or red flag | Question that must be resolved |
|---|---|---|
| Hydrating toner, basic moisturiser or cleansing gel | Usually cosmetic if benefits stay within the permitted cosmetic scope | Do Japanese wording and all ingredients fit the cosmetic rules? |
| “Medicated” brightening serum claiming to prevent melanin-related spots | Potential quasi-drug with a product-approval route | Is an authorised active ingredient and an approvable efficacy claim proposed? |
| “Prevents acne” care versus “treats acne/eczema” | Prevention may require quasi-drug review; treatment can point to a drug | What exact condition, action and consumer-facing claim are intended? |
| SPF/PA day lotion | A sunscreen can be cosmetic; UV filters and evidence require separate checks | Are Japanese UV absorbers permitted at the actual levels, and are SPF/PA statements supported? |
Acne-prevention exception: MHLW expressly permits, within the ordinary cosmetic efficacy range, prevention of acne and heat rash through washing for a facial cleanser. That limited wording does not automatically authorise acne-prevention claims for a leave-on serum or treatment claims for any skincare product. Check the product format and exact Japanese wording before selecting a quasi-drug route.
Dryness-related fine lines: a cosmetic may claim to make fine wrinkles caused by dryness less noticeable only where the effect is confirmed by the function-evaluation testing specified in MHLW guidance (or an appropriate equivalent). Claims to eliminate or prevent wrinkles or to reverse ageing are not covered by this narrow allowance. A voluntary industry notation is distinct from the government claim conditions.
Cross-regime decision matrix: six launch gates
Pass every relevant gate for the actual SKU. A supplier’s ISO certificate, EU notification or overseas registration does not substitute for Japan-specific classification and market-entry checks.
| Regulatory layer | When it applies | Launch gate / evidence |
|---|---|---|
| PMD Act category | Every skincare SKU | Record cosmetic, quasi-drug or possible drug rationale; escalate borderline claims to the Japan-side licensed holder and competent authority. |
| Cosmetic Standards / quasi-drug dossier | Ingredient profile and category | Check bans, restricted substances, preservatives, UV absorbers, tar colours and impurities; if quasi-drug, establish the actual approval pathway. |
| Business permissions and filings | Commercial manufacture/import/market release | Confirm Japan-side cosmetics marketing licence, product notification where applicable, and relevant manufacturing-site, foreign-maker and customs documentation. |
| Labels and advertising | Every retail pack and online sales page | Approve Japanese ingredients, holder identity, batch, required cautions and claims; check ingredient spotlights and efficacy statements. |
| Container/packaging rules | Plastic/paper bottles, pouches, cartons; aerosols | Assess recycling identification markings and exemptions by component; for pressurised sprays check the separate high-pressure-gas regime. |
| After launch | Every marketed lot | Establish GQP/GVP-based release, complaint investigation, adverse-event escalation, traceability and recall decisions. |
For an ordinary imported cosmetic, distinguish the Japan-side product notification from the foreign manufacturer notification. JETRO describes notification of the overseas manufacturer’s name and address where the individual cosmetic approval exemption applies; do not automatically apply the foreign-manufacturer accreditation route used for products requiring approval. The licensed Japan marketing holder must establish the correct filings for this particular SKU.
Skincare-specific evidence file: request these documents first
This is a practical information request for classification and release; it is not a statutory one-size-fits-all dossier or a promise that every listed test is mandatory.
- Locked INCI/raw-material list plus precise percentages, Japanese labeling-name mapping and supplier specifications; investigate preservative, UV-filter and restricted-ingredient limits.
- Formula and impurity/safety assessment for use area and exposure; assess microbiological quality, preservative efficacy and stability where scientifically relevant.
- Claims register: exact Japanese front-panel text, web advertisements, before/after imagery, “medicated”, whitening, acne, barrier and anti-wrinkle language, with substantiation.
- For SPF/PA SKUs: UV filter concentrations, relevant performance data and the basis for any water-resistance statement; distinguish JCIA voluntary methods from statutory product approval.
- Factory, filling, repacking and storage locations; proposed marketing holder and who controls batch disposition, complaints and change notification.
- Pack drawings for bottle/pump/sachet/carton, artwork, material breakdown, batch identification, use instructions and warning/expiry triggers.
Label and packaging dependency check before artwork sign-off
Check each sale format, not only the master carton. Japanese legal label content, voluntary industry rules and recycling obligations are distinct layers.
| Pack or message | Minimum decision before print |
|---|---|
| Bottle, tube or sachet | Place required product identification, Japanese marketing-holder name/address, lot and relevant statutory particulars; examine permitted small-pack exceptions. |
| Ingredient panel | Use appropriate Japanese cosmetic ingredient names and full-ingredient display; do not assume that an EU/INCI-only list is sufficient. |
| Front label, marketplace and influencer copy | Check the permitted cosmetic efficacy range; a highlighted ingredient must not imply it is an approved active. MHLW’s March 2025 notice generally requires a substantiated blending purpose alongside permitted special ingredient highlighting. |
| Pump, cap, refill pouch and outer carton | Map plastic/paper material and Japanese identification-mark obligations/exceptions component by component; re-check aerosol status if pressurised. |
For imported packaging, Japanese plastic/paper identification marks are not automatically required solely because a component is plastic or paper. METI identifies specific triggers, including importer instructions on packaging materials, structure or trademark use, and Japanese text printed, labelled or embossed on the packaging; collective display and other exceptions may apply. Record these facts for the pump, bottle, pouch and carton separately.
The March 2025 MHLW highlighted-ingredient notice also covers foreign-language call-outs, images and advertising copy. A featured ingredient normally needs its objectively supportable blending purpose stated alongside it, subject to the notice’s conditions. An equal-treatment full ingredient list is not automatically a special highlight.
Who actually signs off the Japan route?
A foreign brand can provide the file, but commercial release relies on the appropriate Japan-side licensed business; manufacturing, storage and labeling activities can have different licensing consequences.
- Brand / overseas formulator: disclose full composition, suppliers, evidence, artwork and planned claim wording; control technical changes.
- Japan marketing holder: confirm classification and notifications, ensure product quality/safety oversight and decide market release under its licence.
- Japan manufacturing-site operator: verify whether filling, relabeling, packaging or storage falls within a licensed manufacturing activity.
- Import/customs team: confirm applicable import documents and shipment route; personal-import quantities are not an exemption for resale.
Practical release sequence with stop/go points
- Freeze one SKU: formula, dosage form, target user, use area and exact Japanese claim set.
- Obtain a documented category view; if a claim points to quasi-drug or drug status, suspend the ordinary-cosmetic shortcut.
- Screen the Japanese ingredient rules and obtain any missing safety/claim/SPF support before printing.
- Confirm the licensed Japanese marketing holder, manufacturing/labeling sites, required product/foreign-site filings and import documentation.
- Approve Japanese pack and online claims, packaging marks and lot release; retain records for complaints and recalls.
Post-launch change triggers that reopen the analysis
- Adding a whitening, acne-prevention or treatment claim can change classification even if the bottle formula stays unchanged.
- Replacing a preservative, UV absorber or supplier grade can require new limit, stability, safety and labeling checks.
- Switching from a jar to a refill pouch or aerosol, or moving relabeling/storage, can change packaging marking, gas-safety or manufacturing obligations.
Scope boundary: use adjacent product routes only for depth
This page maps how multiple Japanese regimes meet for a skincare range (toner, serum, lotion, mask, sunscreen). For general cosmetics rules, a face-cream-specific formulation or hair dye classification, use the relevant narrower page; none replaces verification of this exact SKU.

Skincare launch questions
Can we launch an imported hydrating serum with only an ISO 22716 certificate?
No. ISO 22716 is a voluntary cosmetics manufacturing practice benchmark in this context, not Japanese market permission. Check composition, local marketing licence, notifications, labeling and commercial import route.
Does a “brightening” serum automatically need quasi-drug approval?
No automatic answer. Assess the exact Japanese efficacy claim, active ingredients, concentrations and presentation. An ordinary cosmetic glow statement differs from a medicated melanin-prevention claim.
Can we print SPF 50+ / PA++++ on a moisturising day cream?
Only after checking cosmetic classification, Japan-permitted UV filters and defensible performance evidence. JCIA sunscreen performance methods are voluntary standards, not universal government-issued product certification.
May a foreign brand ship 24 moisturisers per SKU to a retailer as “personal imports”?
No. Japan’s personal-import allowance is for personal use, not commercial resale. Business import rules still need to be assessed.
Must every serum display an expiry date and recycling mark?
Not necessarily. Expiry particulars depend on applicable designated-product rules; packaging identification depends on material, component and exceptions. Review the actual pack, not a generic label template.
