Product Compliance And Market Access Services In Thailand
There is no single approval that covers every product sold in Thailand. The decision begins with what the specific SKU does, contains and claims—not with the exporter’s country or an overseas certificate. A finished product can also trigger more than one Thai regime.
This national market-entry guide is a routing tool for commercial supply. It helps identify the competent authority, the evidence to request and the next specialist step; it is not a substitute for product-level classification or an import permit.
Classify the product before selecting a filing
For each model and intended use, answer four questions before requesting tests or paying filing fees:
- What is its intended use and exact marketing claim—including a therapeutic, disinfecting or ingestible claim?
- What are its ingredients, materials, accessories and powered or wireless functions?
- Is the shipment for sale, a regulated sample, evaluation or personal use? Do not assume those purposes share one route.
- Who will be the Thai importer/applicant, and which model, manufacturing site and shipment will the documents cover?
Working rule: regulatory classification, customs tariff classification and voluntary quality certification are three different decisions. An HS code helps customs screening but does not itself establish the applicable product approval.
Thailand authority and route-selection matrix
Use the matrix as a screening map. Each row is a conditional lead, not a statement that every listed product needs the same certificate.
| Product signal | Start with | Verify before proceeding |
|---|---|---|
| Food, medicines, cosmetics, medical devices, herbal products or certain household hazardous products | Thai FDA | Confirm the actual FDA subcategory, the establishment/product permission or notification where applicable, and import-checkpoint documents. Procedures differ by product. |
| Industrial products, including some electrical goods and materials | TISI | Check the current mandatory TIS list and exact scope for the model. A voluntary TIS standard is not automatically an import-licence obligation. |
| Radio-enabled or telecommunications equipment (including a wireless module in a host product) | NBTC | Determine the current technical standard and whether SDoC, registration, certification or another requirement applies to the actual radio configuration. |
| Plants or plant materials; live animals or animal products | Department of Agriculture or Department of Livestock Development | Check sector-specific permits, quarantine and import controls; these are not resolved by an FDA or TISI filing. |
| Every commercial consignment and other controlled goods | Thai Customs; relevant licensing authority, potentially Department of Foreign Trade | Determine tariff classification, prohibited/restricted status and which agency permit must be available for customs formalities. |
When two regimes may apply to the same SKU
Screen the complete product, not just the most visible feature. These examples are prompts to verify an intersection, not automatic findings that every approval is required.
| Example | Routes to screen together | Decision that remains open |
|---|---|---|
| Wi-Fi kitchen appliance with an external power adapter | NBTC for the radio function; TISI for appliance/adapter if the relevant product scope is compulsory; Customs at import | Do both device and adapter fall within particular current standards, and are reports for the exact variants available? |
| Connected health sensor with diagnostic advertising | Thai FDA medical-device classification; NBTC for radio; Customs | Do the actual intended use and claims make it a medical device, and which radio route applies? |
| Food-contact container promoted with an antimicrobial claim | TISI if the material/product meets a compulsory scope; food-contact requirements and potentially another specialist regime depending on claim and composition | Which product standard and substantive regulation cover the exact material and intended contact, and how is the claim substantiated? |
The evidence pack needed for a defensible route decision
Request one version-controlled dossier per model, then obtain a written route decision from the appropriate Thai specialist or authority if a boundary is uncertain. At minimum gather:
- Product name, model/SKU, variants, photos, labels and instructions.
- Intended users, functions and all advertising, therapeutic, antimicrobial or other performance claims.
- Full ingredient/composition data or materials and food-contact information, as relevant.
- Electrical ratings, charger/adapter model, radio technologies, bands, power and antenna information, where relevant.
- Manufacturer and factory address; test reports with standard edition, model coverage and issuing laboratory.
- Thai importer/applicant identity, proposed distribution arrangement and permission holder.
- Purpose and quantity of shipment, proposed HS classification, invoice and transport documents.
- Existing foreign certificates and registration history, marked as supporting evidence—not assumed Thai authorizations.
Sequence the work: from classification to shipment release
Use release gates rather than treating “testing completed” as permission to ship:
- Freeze each SKU, configuration, claim and intended market use; identify affected authorities using the matrix.
- Confirm mandatory versus voluntary requirements, product classification, applicable standard editions and any exceptions with official sources.
- Assign the actual Thai applicant/importer and agree which party controls factory evidence, labeling and submissions.
- Only then commission eligible tests, factory assessment or technical documentation and obtain the applicable Thai authorization, notification or determination.
- Check import-specific steps: Thai FDA commercial-import guidance lists License per Invoice (LPI) for specified categories, not as a universal rule; its herbal-products entry limits that step to the stated valid traditional-drug formula registration. Verify the current category procedure. TISI and NBTC have separate workflows. Match the applicable documents to the actual consignment.
- Before release and sale, reconcile permits, model identifiers, Thai labeling requirements where applicable, customs declaration and checkpoint controls. Re-screen on material changes.
A useful shipment decision record contains three explicit outcomes:
GO, HOLD and RECHECK are internal planning decisions, not government authorizations or customs release.
- GO: each potentially applicable regime was checked, required decisions/authorizations are documented, and shipment details match.
- HOLD: mandatory scope, local applicant, label, report applicability or import document remains unresolved.
- RECHECK: change of intended use, formula, radio module, model, factory or importer may alter the route or approval coverage.
Common shortcuts that create the wrong route
Four errors are especially costly when planning simultaneous launches:
- “CE/CB/FCC approval covers Thailand.” Foreign reports may be evidence, but never treat a foreign mark as a blanket Thai market authorization.
- “An HS code tells us the only regulator.” Customs classification and substantive product laws must be assessed separately.
- “A demo sample needs no paperwork.” Thai FDA describes distinct non-commercial routes and medical-device exceptions; confirm the exact conditions before shipping.
- “One approval covers every variant and distributor.” Check the approved model scope, manufacturing site, applicant and any change procedure before extending a decision.
Move to the right specialist service or official procedure
If the classification leads to food, drugs, cosmetics, medical devices, herbal products or controlled household substances, continue with the Thailand FDA product-registration advisory; this page deliberately does not reproduce separate FDA dossiers.
For other paths, use the official TISI compulsory-standard dataset, NBTC conformity-assessment procedures and Thai Customs restricted-goods guidance. For rollout across several markets, the global market-access overview addresses coordination rather than Thai legal classification.
Primary sources for route verification
Recheck the live official record immediately before filing or shipment. Thai-language notices and product-specific requirements may supersede general English guidance.
Dataset currency warning (checked 13 October 2026): TISI gives 15 August 2025 as the last update of the underlying standards data; its 18 February 2026 portal-system update is a different date. Use the dataset to identify candidates, not as final proof that a specific standard is mandatory today. Verify its legal scope and commencement date against the latest Thai notices.

Thailand market-access questions
Is there one product-compliance certificate for all goods entering Thailand?
No. Begin with intended use, composition, functions and claims, then check each potentially applicable regime. Even if no product-specific approval is identified, customs and other restrictions still require review.
Does a CE mark or IEC CB report replace TISI or NBTC steps?
Not automatically. A foreign test report may support a particular Thai conformity-assessment procedure, but acceptance, standard edition, scope and applicant requirements must be verified for that product.
Does a smart appliance need both TISI and NBTC?
Possibly, depending on its compulsory industrial-standard scope and the installed radio functionality. Evaluate the main device, power accessories and radio hardware against current separate rules; do not infer either route from the product label alone.
Can I send medical-device samples before a Thai commercial licence is granted?
Do not presume that commercial-import rules or exemptions apply. Thai FDA lists certain sample, research and exhibition circumstances separately; establish the exact purpose, quantity, documentation and conditions before dispatch.
What must be settled before the Thai importer orders the first commercial shipment?
Record the model and claims, authority-by-authority applicability, correct Thai applicant, accepted evidence, any required approval and shipment-level permits, labeling and customs documents. Hold the shipment if any critical decision is outstanding.
