Ecas Product Conformity Services In The Uae
ECAS (Emirates Conformity Assessment Scheme) is the UAE product-conformity pathway administered by the Ministry of Industry and Advanced Technology (MoIAT) for products covered by applicable technical regulations. The practical starting point is a product-and-model scope decision, not a request for a generic “UAE certificate”.
An ECAS service should establish the applicable rule, assemble acceptable evidence, identify the correct applicant and assessment body, and track a certificate that actually covers the goods to be placed on the UAE market. It cannot replace a regulator’s conformity decision.
Determine the correct UAE conformity route
Use this initial route matrix before commissioning testing or paying a certification provider. These are screening outcomes, not a binding classification:
| Product / regulatory signal | Route question | Safe next action |
|---|---|---|
| A technical regulation covers the model (for example a relevant electrical, lighting, cosmetic or food-contact category). | Does the applicable decision require ECAS and additional labels or approvals? | Identify the precise regulation, covered product and required evidence; proceed with the regulated-products conformity route. |
| No MoIAT technical regulation has been identified. | Is it genuinely outside the regulated scope, rather than merely missing from a supplier’s list? | Check MoIAT’s technical requirements; its separate certificate service for products not subject to technical regulations is not proof that ECAS is compulsory. |
| An Emirates Quality Mark (EQM) or other Gulf/national scheme is mentioned. | Is that scheme required by this product regulation, recognised as an alternative, or optional? | Read the product-specific instrument; ECAS and EQM are not universal substitutes, and a G-Mark or foreign certificate is not automatically an ECAS certificate. |
| The product is a medical device or another specially administered category. | Does a sector regulator or distinct registration regime control market entry? | Resolve the specialised route first rather than inserting the product into a generic ECAS application. |
Also screen for a separate sector regulator; the absence of an identified MoIAT technical regulation is not proof of unrestricted UAE market entry.
A standards designation by itself is not proof that a product requires ECAS. The legal trigger is the applicable UAE technical regulation and its scope. For a wider map of UAE regimes, see UAE product compliance and market access.
What an ECAS conformity service must deliver
A competent service provider coordinates the dossier and the route. The certificate itself is issued through the competent MoIAT process or a body appropriately designated for the product scope—not by an unauthorised adviser.
- Classify the specific SKU: intended use, technical characteristics, HS code as a screening aid, brand, manufacturer and every model/variant; record the exact applicable regulation or an unresolved classification question.
- Map obligations to evidence: applicable UAE.S/UAE-adopted standards, laboratory accreditation and test-report scope, Arabic/English consumer information where required, and any energy-efficiency or substance-restriction obligations.
- Agree the filing owner: business licence or other eligibility evidence, UAE counterparty where relevant, manufacturer declarations and permissions to use test data; verify who will be named on the certificate.
- Check the notified body’s current designation for the exact product/regulation; obtain a written quotation stating scope, test gaps, additional sampling, decision and certificate output.
- Prepare, file and answer deficiencies; reconcile the issued certificate against brand, model, holder, applicable regulation, expiry and any required mark/label before distribution.
Evidence pack: each document must answer a review question
MoIAT’s regulated-product service guide names a valid commercial licence, accredited-laboratory test report, continuing-conformity declaration and product technical documentation. Product-specific rules can require more. Use the following dossier map:
| Evidence item | Verification before filing |
|---|---|
| Applicant identity and licence | Who is applying and who can legally act? Cross-check the company name with the intended certificate holder; confirm eligibility in MoIAT’s current service. |
| Product and variant schedule | Record brand, manufacturer, model codes, ratings, use and differences between variants; avoid assuming that one certificate covers every SKU. |
| Accredited test reports | Match edition of standard, laboratory competence/accreditation, sample identity and measured configuration to each proposed model; foreign reports are not automatically accepted. |
| Declaration and technical file | Include a truthful continuing-conformity commitment and relevant specifications, drawings, bill of materials or safety evidence as the product scheme requires. |
| Artwork, instructions and extra approvals | Check language, warnings, marking/energy label and regulatory-specific documents. Do not pre-print ECAS marks without confirmed rules and permission. |
Choose a notified body for its actual designated scope
MoIAT operates a public list of designated conformity assessment bodies. The presence of a company on that list is a starting point only: designation can be limited by regulation and product category. Accreditation of a laboratory is not the same thing as designation to issue ECAS conformity certificates.
Ask each candidate to confirm in writing the applicable product code/regulation, authorised certification scope, acceptable test reports, file owner, product variants, whether inspection or retesting is needed, and who issues the final certificate.
If someone promises a certificate solely on the basis of CE marking or a self-declaration, request the UAE regulatory basis and an acceptance decision from the authorised assessor. A CE mark may help organise existing evidence but is not an automatic UAE approval.
Application sequence, fees and realistic lead time
MoIAT describes digital registration and a product application, attachments, fee payment, technical review/assessment and a decision. Its user manual illustrates company and manufacturer profiles, test reports and product details. Follow the current portal workflow, which can change.
- Confirm product scope and named applicant; create or verify the MoIAT e-services account and company profile.
- Upload the accurate model list, applicable test evidence, declarations and supporting product documents; allow for assessor clarification.
- Complete any requested laboratory tests, corrections or field assessment, and pay the applicable official or notified-body charges.
- Retrieve the certificate, check its exact product coverage and expiry, and obtain written confirmation of any required marks or supplementary labels.
Do not treat a published government “service time” as the full project duration. The MoIAT service page and a downloadable guide show service-processing targets that differ; neither includes time for lab testing, translation, corrections or third-party review. The ministry’s published fee schedule separates application, document review, certificate issuance and a possible per-assessor assessment charge. Confirm current charges and the notified body’s own quote before ordering.
At the time of this review, MoIAT’s regulated-product service page lists AED 600 for submitting a request to register products/services in its conformity-assessment system, AED 620 for technical document review per conformity certificate, and AED 500 for certificate issuance. It also lists AED 2,500 per assessor working day if a technical assessment of an establishment is carried out. These are distinct listed charge items, not a guaranteed total for a shipment or a provider quotation. The live page indicates 1.5 working days for the service, whereas the downloadable MoIAT customer guide indicates 2 working days; neither figure is a commitment covering all testing, deficiencies and external work.
Check the product-specific fee card as well: a MoIAT service card for reinforcing steel bars with an implementation date of 27 November 2023 shows an AED 670 ECAS certificate fee, AED 620 document review payable to a notified body, and one-year ECAS validity for that steel scheme. It is an example, not today’s universal tariff or validity rule; do not apply the generic AED 500 issuance figure or any one-year term to every product.
Budget drivers to confirm separately:
- Number of distinct models or certificate scopes, including variants that cannot share one evidence set.
- Testing, report updates, samples, transport, translations, label redesign and repeat testing after failures.
- MoIAT fees, notified-body commercial charges where applicable, possible assessments, and future renewals.
Keep certification valid for the actual product
A certificate must be checked for its stated expiry and its approved product scope before any further shipment or product revision. Some conformity bodies describe annual ECAS renewal, but this is not a substitute for checking the issued certificate and the applicable scheme conditions; do not assume that all relevant approvals share one validity period.
- Keep product identity, applicable test evidence, declaration, final artwork and certificate version aligned; monitor expiry well before another shipment.
- Refer changes in components, materials, ratings, manufacturing site, brand, model naming or intended use to the assessor before relying on prior coverage.
- Check each product regulation for ECAS marking, energy labels, special exemptions and continuing conformity or market-surveillance requirements; there is no safe universal marking rule.
Verify a supplier’s ECAS certificate before shipment
MoIAT offers a public Product Conformity Data search with filters for certificate type, brand, company, model and barcode. Use it as an independent cross-check, not as a substitute for the issued certificate or written confirmation from the authority.
- Request the complete certificate, issue and expiry dates, named holder, approved product list and any annex defining model coverage.
- Search the MoIAT register under ECAS; compare the company, brand, product/model identifiers and expiry against the proposed shipment and labels.
- If an entry is missing, expired or inconsistent—or variant coverage is unclear—do not rely on the supplier’s PDF alone. Ask MoIAT or the authorised assessor for written clarification; a missing public search result alone does not prove invalidity.
Send a decision-ready ECAS intake brief
The fastest safe first deliverable is a short applicability-and-evidence memo, not a promised certificate date. Provide:
- One spreadsheet of SKUs, brands, model numbers, intended use, photos, power/material specifications and countries of manufacture.
- Existing test reports, test standards/editions, accreditation details, technical files, label artwork and manuals.
- Identity of the intended UAE importer/applicant, trade licence information if available, shipment timing and any prior certificates.
- A written question for the assessor: “For which exact models and UAE technical regulation is ECAS required, what additional scheme(s) apply, and what gaps prevent certification?”
If the classification instead points to a specialised medical-device pathway, see UAE medical-device registration workflow.
ECAS certification: product-specific questions
Is a CE mark or IEC test report enough for ECAS?
No automatic equivalence follows. A report can be useful evidence only if the UAE assessor accepts its laboratory, standard edition, test scope and model match; CE marking is not itself an ECAS certificate.
Must an unregulated product obtain ECAS?
Do not assume so. MoIAT distinguishes certificates for products subject to technical regulations from a separate service for products not subject to them. Verify the specific classification before paying.
Can an overseas manufacturer file without a UAE trade licence?
Do not infer universal eligibility. MoIAT lists applicant categories and a valid commercial licence among the regulated-service documents; confirm the applicant identity, UAE licence and any authorisation in the current service or with the designated body.
Can one certificate include several models or brands?
Only if the approved certificate scope and supporting assessment cover them. Submit a model-by-model variant matrix and do not extend approval to products absent from the certificate.
Does an ECAS certificate replace RoHS, energy labelling or a Gulf approval?
Not necessarily. A single product may trigger multiple technical requirements or a different recognised route. Check each applicable instrument and the certificate/label scope before placing goods on the market.
