Singapore Energy Label Cost

Scope and evidence must be confirmed before any paid tests or filings.

The price of a Singapore energy label is not a single certification tariff. First distinguish supplying regulated goods in Singapore from direct import for your own use; then add testing, evidence, handling, printing and possible rework. All official amounts below are in Singapore dollars (S$), as listed by the National Environment Agency (NEA). They are government application fees, not all-in market quotes.

SituationOfficial registration / renewal feeBudget consequence
Importer or manufacturer supplying covered models in SingaporePaid per registration of regulated goods; supplier registration itself is freeBudget model applications plus testing, labeling and administration.
Individual or company importing covered goods directly for own use from 1 July 2026S$0 for registration and S$0 for renewalA compliant test report and any external support can still cost money. Registration is required before import.
Product not confirmed within the regulated scopeDo not assume either a mandatory NEA fee or an exemptionCheck the actual product definition, use case and applicable scheme before requesting a price.

Important scope distinction: NEA’s direct own-use import list covers specified room and portable air-conditioners, refrigerators, clothes dryers, televisions, household water heaters, three-phase VRF base modules, three-phase induction motors and commercial storage refrigerators. Unlike the supply-registration list, it does not list lamps or fluorescent-lamp ballasts. That difference does not establish a general import exemption: check the exact product definition and applicable route before treating a filing as free or unnecessary.

Official NEA registration and renewal fees

For registration for supply, the NEA publishes the following tariff groups. The amount is for the goods registration application, not for laboratory testing or an agent. Confirm the current schedule before payment.

Official NEA registration and renewal fees
Product groupNew registrationRenewal
Air-conditioners (including single-phase portable), refrigerators, clothes dryers, televisions, lamps, fluorescent lamp ballasts, water heaters and commercial storage refrigeratorsS$70S$50
Three-phase VRF air-conditionersS$85S$55
Three-phase induction motorsS$80S$60
Registration as a supplierS$0Not a model renewal

NEA lists a three-year Certificate of Registration (COR) for a registered model. Renewal for continued supply should be filed no earlier than 90 days and at least 2 weeks before expiry. Model-family treatment is not automatic: NEA allows a single application where models are identical apart from physical features that do not affect energy efficiency.

Build the complete project budget

Planning formula: total estimated cost = applicable NEA application fees + usable test evidence (existing report review or new testing) + sample/logistics + optional third-party administration + label and advertising implementation + risk allowance for changes/retesting + future renewal costs. Only the NEA amount above is a verified public tariff; other terms require a supplier-specific quote.

Cost lineWhat determines itCan it be quoted immediately?
NEA filingSupply versus own use, product category, number of registrations, new versus renewalYes, once the regulatory route and models are established.
Testing and reportPrescribed standard, available valid report, laboratory competence, model variantsUsually only after scope and report review; no universal laboratory fee verified.
Samples and logisticsNumber/size of samples, dispatch, customs handling, return or disposalObtain itemized third-party logistics terms.
Representative or filing supportCorpPass/SingPass access, authorization, review and submission scopeA commercial service quote, not a mandatory flat NEA charge.
Labels, marketing and contingencyLabel artwork/printing, advertisement updates, model modifications and possible retestingSeparate one-off production cost and uncertain rework allowance.

Additional conditional costs: for appliances using flammable refrigerants, NEA states that suppliers must obtain SCDF in-principle approval based on a Declaration of Conformity before sale and provide that approval for relevant new or renewal applications. Price any supporting documents and coordination separately. Manufacturer coordination for samples, test reports or model-variant evidence can also add cost; this is a commercial variable, not a universal NEA factory-inspection fee.

Worked budgets: known fees versus unknown costs

The cases below calculate government fees only. No laboratory or consultancy price has been invented.

One refrigerator model supplied for sale1 × S$70 = S$70 for a new applicationTest report, label application and any service charges remain additional.
Three distinct television models supplied for sale3 × S$70 = S$210 if three separate registrations are necessaryCheck first whether NEA model-family treatment legitimately reduces the applications.
One three-phase VRF air-conditioner supplied for sale1 × S$85 = S$85 for a new applicationConfirm test scope, combinations and any documentation costs.
One regulated appliance imported directly for personal own useS$0 registration feeDo not mistake zero filing fees for exemption from testing evidence or pre-import registration.

Information needed for a credible quotation

Request an itemized quotation only after supplying the following. Missing classification or evidence inputs make a fixed total unreliable:

  • Exact product category, technical specification, model identifiers, energy-efficiency configuration and intended use.
  • Whether the applicant is supplying to the market or importing directly for its own use; number of models and expected volume.
  • Existing test reports, issuing laboratory, applicable test standard, date and proposed model coverage.
  • Any claimed family of models and written explanation why differences cannot affect energy performance.
  • Applicant details and access route (CorpPass or SingPass), and any third-party authorization needed.
  • Target import/supply date, sample location, packaging/transport needs and label/advertisement channels.
  • Relevant changes, refrigerant type where applicable, previous COR numbers and expiry dates for renewals.

Cost traps and an efficient budgeting sequence

A useful decision order avoids paying for the wrong test or duplicate applications:

  1. Classify the regulated good and confirm whether this is supply or own-use import; do not apply the sale tariff to an own-use case.
  2. Ask the manufacturer for an existing report in the NEA format and check the applicable method and laboratory credentials before commissioning a test.
  3. Map variants and model names; assess eligibility for a single family application instead of assuming each color requires a fee.
  4. Agree in writing which quotation lines include testing, shipping, filing, label artwork, corrections and retesting; keep contingencies separate.
  5. Check the COR before supply and apply labels and advertising information as required; set a renewal reminder.

Renewals, changes and recurring exposure

Under NEA guidance, changes to a registered model without a new model number require notification before the changed model is supplied; an efficiency-affecting change requires an updated test report. A changed model number requires re-registration even if efficiency is unchanged. A supplier technical file must be retained and made available to NEA within five working days on request. These conditions can change both current and recurring costs.

Two model-specific budget triggers deserve separate checks: NEA requires a new registration for three-phase induction motors supplied with customized nameplates or brands, even if the original motor model was already registered. For single-phase split air-conditioners, registration also requires declared COP values for all indoor-unit combinations supplied in Singapore. Obtain the relevant brand and combination matrix before fixing the application and documentation budget.

This page owns budgeting and fee exposure. For product classification and compliance strategy, see Singapore energy-label advisory. For prescribed test methods, report suitability and sample planning, see Singapore energy-label testing services. Do not confuse NEA MELS with voluntary environmental labels or the separate Singapore SAFETY Mark.

Questions about Singapore energy label costs

Is the Singapore NEA energy label free?

Supplier registration is free, but registration of each regulated model for supply carries the official fee shown above. Own-use registrations and renewals are free from 1 July 2026; testing and other third-party work may not be.

Does S$70 include a laboratory test or printing labels?

No. S$70 is the NEA new-registration charge for specified supply categories, not a published all-in testing or printing price.

Can different color versions share one fee?

Potentially: NEA permits a family application for otherwise identical models whose physical differences do not affect energy efficiency. Check eligibility and report coverage; do not automatically group variants.

What if I import a fridge only for my office?

Direct own-use import of a covered product is a distinct NEA route. Its registration fee is zero, but pre-import registration and prescribed evidence still matter. Confirm whether the particular fridge is regulated.

Will a later redesign or model-number change cost extra?

It can. An energy-affecting modification can trigger updated testing, while a new model number requires new registration. Include both in change-control and quote assumptions.
