Product Registration Services

Scope and evidence must be confirmed before any paid tests or filings.

Which product registration is actually required?

Product registration services turn an identified regulatory filing obligation into a controlled dossier, authorised submission, response log and maintainable record. They do not create a universal licence to sell products worldwide. The product category, intended use, claims, territory and entity roles determine the route.

First identify the exact product and market, then confirm whether the relevant action is a registration, listing, notification, application for authorisation or no filing at all. A filing receipt is not proof of product safety or permission to market unless the applicable regime explicitly makes it so.

Filing route: four different examples

Product and jurisdictionActual filing and decisive check
US medical devicesFDA establishment registration and device listing may apply to eligible establishments. Check establishment activity, device code and whether required premarket clearance/approval has already been obtained; listing is not clearance or approval.
US cosmeticsUnder MoCRA, facility registration and responsible-person product listing are distinct filings, subject to statutory exemptions. Identify the facility, labelled responsible person, ingredients and Cosmetics Direct/SPL submission route.
EU cosmeticsAn EU responsible person normally makes a CPNP notification for a cosmetic product under Article 13 of Regulation 1223/2009. Check responsible-person status, product details and any separate nanomaterial duty; CPNP is notification, not approval.
Great Britain medical devicesFor relevant devices, MHRA registration is required before placing on the GB market. Confirm manufacturer, device group and—where the manufacturer is outside the UK—the UK Responsible Person; Northern Ireland may follow a different route.

The dossier handover checklist

  • Product identifier: exact model, SKU, variant, intended use, claims, images and targeted market, with a controlled version.
  • Legal entity map: manufacturer, facility operator, importer, label owner, responsible person and appointed local representative, where applicable.
  • Route memo: authority, product classification, legal trigger, applicable exceptions and any premarket authorisation dependency.
  • Evidence index: technical file or safety substantiation and test/certification references only to the extent the chosen regime requires them.
  • Filing data set: portal accounts, identifiers, site addresses, labels, ingredients or device codes and supporting attachments as required by the particular form.
  • Approval trail: signed authority to file, named data owner, reviewed final version and secure access/credential arrangements.

Who signs off and who submits?

PartyAccountability before submission
Manufacturer / product ownerSupplies truthful product and production data; approves filing scope and any claims about market status.
Applicant or legally designated responsible partyConfirms eligibility, signs or authorises submission where required and retains legal accountability under the applicable regime.
Filing service providerMaps required form fields, validates consistency, uploads or drafts under authorised access and records regulator queries; does not acquire statutory responsibility merely by handling the portal.
Evidence and quality ownersVerify the current report, label, formula or device version; flag changes that may require a new submission or amendment.

Submission workflow and authority correspondence

  1. Freeze the product/market facts; separate variants and unsupported claims before selecting the route.
  2. Document the filing requirement and any exemption; escalate uncertain classification rather than choosing a portal by analogy.
  3. Name the lawful filer, confirm representative appointment if required and obtain access or an approved delegation.
  4. Build a field-to-evidence crosswalk, inspect labels and identifiers, and resolve missing or contradictory data.
  5. Approve a final submission snapshot; submit through the correct official channel and save the transaction reference and date.
  6. Track validation errors, requests for information and outcomes; close each request against supporting documents and archive the final record.

Typical delay and rejection triggers

Failure modeCorrective action
Wrong regulatory objectA notification is mistaken for an approval, or an establishment registration is treated as product clearance. Reconfirm the legal route and market-entry gate.
Incorrect applicant or representativePortal ownership, label identity or appointment records conflict. Correct entity details and prove authority before submission.
Unreconciled product versionsSKU, formula, label, intended use or report revision differs between fields and attachments. Use a single approved version register.
Missing prerequisite or evidenceA required premarket decision, identifier or supporting document is absent. Resolve the dependency before filing; do not invent an approval number.

After filing: evidence and change control

  • Retain what was actually filed, proof of receipt, authority messages, final status and access/ownership records; do not rely on screenshots alone if exportable files exist.
  • Maintain a per-market register of product versions, filing references, accountable entities, dependencies and review triggers.
  • Assess changes to formula, intended use, label, manufacturer, address or representative against the specific regime; an amendment, fresh filing or no filing may result.
  • Distinguish submission accepted, registration active, approval granted and market-ready in internal dashboards and customer communications.

What sits outside this filing service?

Broader market selection, classification strategy, testing evidence and certification belong to distinct workstreams. To scope a filing service, provide one product description, target market, manufacturer/label entities, existing permits and the latest label; request a written filing-object, applicant, prerequisite and deliverable matrix before authorising submission.

Frequently asked questions

Does an FDA registration number mean the product is approved?

No. FDA establishment registration/device listing and cosmetic facility registration/product listing are not product approvals. Check any separately required market authorisation.

Can an external agent submit everything under its own name?

Not automatically. The legally responsible entity and portal permissions differ by product and jurisdiction; an agent needs appropriate authority and cannot replace mandatory manufacturer or responsible-person duties merely by contract.

Can I register one SKU for every country?

No universal filing exists. Determine each market, product category, variants and party roles; some markets require a notification, some an approval, and some no analogous product filing.

What happens if a label or formula changes after filing?

Preserve the old and new versions, check whether the change affects submitted data or regulatory status, and follow the jurisdiction-specific update or re-filing rule before relying on the old record.

What should I receive from a filing service?

At minimum, an agreed route and applicant matrix, dossier index, approved submission copy, official transaction evidence, correspondence log, outcome statement and change-control handover—not a fabricated regulator certificate.
