Product Compliance And Market Access Services In Sweden

Scope and evidence must be confirmed before any paid tests or filings.

Sweden is part of the EU single market, but a product already sold elsewhere is not automatically ready for a Swedish listing. First identify the product category, the applicable EU and Swedish rules, the legal role of each supply-chain operator, and any Swedish-language, chemicals or producer-responsibility obligations. This is a route-selection guide, not an approval or an assertion that every product needs CE marking.

The deliverable of a useful Swedish market-entry review is a decision per product variant: applicable regime(s), competent authority, accountable operator, missing evidence and a release/no-release decision. A retailer listing, laboratory report or customs declaration alone does not establish compliance.

Start with the classification, not a CE quote

Ask what the item does, who uses it, what risks it creates, whether it contains radio, electrical or chemical components, and whether it has a medical, protective, cosmetic, food or construction purpose. A single finished product can trigger several regimes; a kit may need both whole-product and component analysis.

  • Map intended and reasonably foreseeable use, target customers, claims and distribution channel.
  • Record exact model/SKU, batteries, firmware, radio features, accessories and variants.
  • Separate harmonised EU legislation from non-harmonised Swedish technical rules; do not assume mutual recognition overrides harmonised requirements.

Sweden route-selection matrix

Use this as an initial routing screen, not as a substitute for classification under the exact legal definitions.

Product signal First legal path to check Swedish point of contact / boundary
Mains-powered electrical goods; wireless functions addedFor equipment within RED, radio, safety and EMC requirements are assessed through RED (Article 3), not by automatically adding separate LVD/EMC routes. For non-radio equipment check applicable electrical-safety and EMC legislation; chemical rules can also apply.PTS for radio equipment; Elsäkerhetsverket for electrical products within its remit; Kemikalieinspektionen for chemicals. Check CE route and the particular language rule, not a blanket Swedish-only rule.
Furniture, clothing, jewellery or ordinary childcare articlesGeneral Product Safety Regulation (GPSR), plus any specific material/chemical or product rules.Konsumentverket and the sector authority; do not add CE merely because the product is sold to consumers.
Toys; machinery; protective equipmentApplicable sector-specific EU product legislation; conformity-assessment modules differ.Konsumentverket for toys/consumer PPE; Arbetsmiljöverket for machinery and work-related PPE; check other competent bodies by aspect.
Construction products, lifts or related componentsConstruction-product or lift regime, according to the precise intended use and covered standards/specifications.Boverket; construction-product CE/DoP logic is not a general safety approval. For construction products, check the CPR-2011/CPR-2024 transition for the precise product family: both frameworks coexist during phased migration. Boverket also specifies Swedish-language performance declarations and accompanying safety/use information under the applicable construction-product rules.
Cosmetics; medical devices; medicinesDifferent dedicated regimes: Cosmetics Regulation, MDR/IVDR, or medicinal-product framework.Läkemedelsverket. Cosmetics are not CE-marked as cosmetics; do not treat a medical-device CE mark as a medicine authorisation.
Food, ingredients or food supplementsFood law, relevant registrations/controls, composition and labelling—not the generic CE route.Livsmedelsverket and the competent local control authority where relevant.

Which Swedish authority should you approach?

Swedac coordinates Swedish market surveillance; it is not a one-stop pre-market licence desk. Authorities supervise different product aspects, and more than one can be relevant. Use the Swedish Market Surveillance Council’s product-legislation guide to match EU act, Swedish implementing rule and authority.

  • Konsumentverket: general consumer-product safety; Elsäkerhetsverket: electrical products; PTS: radio equipment.
  • Arbetsmiljöverket: machinery and work equipment; Boverket: construction products and lifts.
  • Läkemedelsverket: cosmetics and medical products; Livsmedelsverket / local food control: food route.
  • Kemikalieinspektionen: chemicals and chemical aspects of articles; Naturvårdsverket: relevant extended producer responsibility.
  • Kommerskollegium operates Sweden’s free Product Contact Point for questions about Swedish product rules and mutual recognition; Tullverket handles customs formalities for goods entering from outside the EU.

Who carries the legal duty?

An EU business selling into Sweden is not automatically a manufacturer; the classification turns on who designed/markets the goods, where they first enter the EU market, and whether the business rebrands or substantially modifies them. Confirm the sector act rather than assigning roles from shipping terms alone.

Your position Key checkpoint before launch
Manufacturer / own brandOwn the applicable conformity and safety assessment, technical file, declarations where required, identification and corrective-action system. Private labelling can make the brand owner the manufacturer.
Importer from outside the EUVerify manufacturer compliance, traceability, required CE/other marking, documentation and understandable Swedish-market instructions; apply importer identification where prescribed.
EU distributor / Swedish resellerCheck required markings, identification and instructions and do not supply products known or suspected to be non-compliant; cooperate with authorities and suppliers.
EU-established responsible operatorFor applicable regimes, including GPSR and Article 4 of Regulation 2019/1020 where relevant, identify the EU-based responsible economic operator and their prescribed tasks; this is not automatically a requirement to appoint a separate Swedish agent.

Minimum evidence pack before a Swedish listing

Build a variant-level release file. Items below are routing evidence; exactly which are legally required depends on the applicable product regime.

  • Product definition: intended use, claims, photos, bill of materials/ingredients, electrical and radio configuration, SKU/variant list.
  • Legal applicability memo: each EU act and any Swedish rule; exclusions and overlaps; responsible economic operators and competent authorities.
  • Safety/conformity record: risk analysis, test reports against relevant requirements, standards used, notified-body records only if legally required, technical documentation, and EU declaration of conformity where applicable.
  • Swedish market pack: labels, warnings, instructions in the required language, online offer information, traceability and operator contact details. Check the rule for that category—do not assume one universal translation rule.
  • Separate launch checks: chemical restrictions/notifications, packaging/WEEE/battery producer-responsibility registration or arrangements if applicable; customs classification and import paperwork if crossing the external EU border.

Release gate: do not publish or ship a variant as compliant while its category, mandatory evidence, responsible EU operator or required Swedish information remains unresolved. A CE logo supplied by a factory is not a substitute for the underlying evidence.

Six-stage market-entry sequence

Sequence the work so that customs logistics, testing and labels do not get approved in isolation.

  1. Freeze the marketed use, claims, components and SKU variants; flag borderline products.
  2. Identify every applicable EU and Swedish regulatory layer using the product-legislation guide and, for uncertain national requirements, the Product Contact Point.
  3. Allocate manufacturer/importer/distributor and any required EU responsible-person duties in written agreements; verify who can produce records.
  4. Close safety, conformity, chemical and product-specific gaps; use a notified body only when the legislation and assessment module require one.
  5. Validate Swedish labels, warnings, online listings, producer responsibility and the correct customs process; authorise release only after the evidence review.
  6. Maintain traceability, complaint handling, changes to design/firmware/suppliers and market-surveillance responses; re-screen material changes.

Cross-regime traps and escalation points

Most wrong routes arise at the boundaries between overlapping rules, not from missing a generic certificate.

  • CE is mandatory only where the relevant EU legislation requires it. GPSR can apply in full to non-harmonised consumer goods and complement harmonised legislation in specified respects; it does not replace sector-specific obligations.
  • A product lawfully marketed in another EU country may benefit from mutual recognition in non-harmonised areas, subject to the legal conditions and possible justified restrictions; it is not a waiver of harmonised EU rules or Swedish obligations under those rules.
  • Test reports and voluntary standards may be useful evidence, but standards are not the law and third-party certification is not universal. Determine the conformity-assessment path for the specific product.
  • A sale from within the EU normally avoids an intra-EU customs import declaration; importing from outside the EU raises customs obligations independently of product safety. Packaging and other producer-responsibility duties can arise even when CE is correct.
  • Radio equipment needs a further feature-level screen: RED cybersecurity requirements apply to certain categories from 1 August 2025, and common-charger rules apply to specified categories from 28 December 2024 (laptops from 28 April 2026). These are conditional product-scope checks, not duties for every Bluetooth device. For an in-scope device sold online, check the required charger-inclusion pictogram and charging-capability label in the distance-sale offer, including the prescribed display near the price; USB-C hardware alone does not complete that check.

Where to go for the specialist answer

For the EU-wide manufacturer/importer baseline, continue to the internal EU market-access hub. For multi-country programme design, use the global hub. Product-specific Swedish questions should then move to the official sector authority linked below; this page deliberately does not duplicate a full electrical, medical, food or chemical regime guide.

Frequently asked questions about entering Sweden

We already sell a CE-marked appliance in Germany. Can we list it in Sweden unchanged?

Not automatically. Confirm that the EU regimes and evidence cover the actual model and intended use, then check Swedish instructions, electrical suitability, importer/distributor responsibilities, chemicals and any producer-responsibility requirements.

Does a Swedish furniture or clothing launch require a CE certificate?

Not merely because it is furniture or clothing. Screen GPSR, chemical and category-specific obligations. CE must not be affixed unless an applicable EU act requires it; a protective garment or another specially classified item may follow a different route.

Can a non-EU online brand sell directly to Swedish consumers without any EU operator?

Do not assume so. Determine the relevant importer and EU-established responsible-economic-operator arrangements under GPSR or harmonised product rules as applicable, and check the online-offer information duties before taking orders. The exact arrangement depends on the product and supply chain.

Are Swedish translations compulsory for every label and document?

No single rule applies to every document. For ordinary electrical products within Elsäkerhetsverket’s remit, Swedish instructions and safety information are generally required. For radio equipment under RED, PTSFS 2023:2 permits instructions and safety information in Swedish or English; other applicable regimes may impose additional requirements. Cosmetics and food have separate rules. Check labels, warnings, online offers and the entire product configuration.

Who handles packaging obligations when another EU company supplies the product?

The answer depends on who is treated as a producer under the applicable Swedish producer-responsibility rules and how the goods are placed on the Swedish market. Map the supply chain and check Naturvårdsverket registration/reporting requirements; a CE file does not answer this.

Our device combines Bluetooth, a rechargeable battery and a health claim. Which route wins?

No single route can be selected from those facts. Examine radio/electrical, chemical and battery rules and determine whether the health claim and intended purpose make the device a medical device. Freeze the claims and specification before commissioning tests or issuing a declaration.
