Product Compliance And Certification For Laundry Detergent In South Korea
For a laundry detergent entering South Korea, the decisive question is not whether a generic ‘KC certificate’ can be bought. It is how the finished formulation, its intended use and every claim fit Korea’s safety-confirmation system for household chemical products—and whether a second biocidal or ingredient-level regime is triggered.
The current Designation, Safety and Labelling Standards for Household Chemical Products Subject to Safety Confirmation took effect on 1 September 2026 (Ministry of Climate, Energy and Environment Notice 2026-215). This is a national route map, not a substitute for classifying the actual SKU against its annexes.
Start with the product, use and claims—not the label “detergent”
세탁세제 (laundry detergent) is an expressly listed laundry-product category within 안전확인대상생활화학제품 (household chemical products subject to safety confirmation). The usual household-use product needs category-specific safety conformity confirmation by a designated testing/inspection institution and reporting under the chemical-product framework. Laundry bleach (표백제) and fabric softener (섬유유연제) are separately listed; calling a multifunctional product a detergent does not resolve its classification.
Record whether the product is for clothes, for machine cleaning, for textiles in a public facility, or exclusively for a workplace inaccessible to ordinary users; the statutory notion of an ‘everyday living space’ has boundaries. Record the physical form (powder, liquid, capsule), all advertised functions, use concentration, and who manufactures or imports the finished product. A biocidal claim must be reviewed against the current rules, not just older detergent guidance.
Multi-regime decision matrix for a Korean laundry SKU
| What the SKU does | Possible Korean route | The classification question / consequence |
|---|---|---|
| Washes clothes; no disinfection claim | Household chemical-product safety confirmation (laundry detergent) | Match the use and formulation to the current laundry-detergent category and safety annex; arrange testing/confirmation, then report. |
| Also bleaches or softens fabrics | Additional or alternative listed laundry-product category | Check whether the same finished product falls under more than one listed category; do not assume its commercial name settles this. |
| Claims “kills germs”, “disinfects” or “antibacterial” | Potential disinfectant/biocidal-product route as well as detergent | A 2024 government FAQ discussed dual-category confirmation. Since the 2026 biocidal transition, recheck actual biocidal-product approval/status and permitted claims before launch; the historical FAQ alone is insufficient. |
| Imported private-label/OEM detergent | Same product regime; Korean manufacturer/importer role and traceability | Identify the actual Korean importer/applicant, contract manufacturer, product name and label owner; a foreign test report is not automatically Korean confirmation. |
| Contains chemical substances supplied or imported into Korea | Separate ingredient-level K-REACH / substance-control screen when applicable | Check who imports/manufactures relevant substances, identity, quantity, registration/notification status and exemptions; a finished-product notification does not decide all chemical-substance duties. |
| Sold with “eco”, efficacy or professional-use messaging | Claim substantiation and applicable additional controls | An optional performance or environmental test is not a statutory market-entry certificate; check evidence and whether the claim changes regulated use. |
2026 biocidal sale gate: the Ministry states that, from 1 July 2026, biocidal products in the affected transitional group generally need product approval before sale or distribution. A narrowly identified existing safety-confirmation product may qualify for an additional transition while its approval is assessed: manufacturing/import may continue only up to December 2026 and sale only up to June 2027, or for shorter periods if its decision requires. This is not a blanket grace period for a new antibacterial detergent. Verify the exact product in the official approval/transition records before claiming an exception; the 2024 dual-category FAQ does not confer biocidal approval.
The 2024 government FAQ described detergent-plus-disinfectant safety confirmation under the rules then in force. The current notice has transitional rules for certain former disinfectant categories; it would be unsafe to infer that a new germ-killing SKU can simply make a second household-chemical filing instead of securing any applicable biocidal-product approval. The Ministry directs sellers to verify individual approvals and transitional eligibility using the official Ecolife product portal.
The separate K-REACH screen is conditional: an ingredient appearing in a finished detergent does not, on its own, establish a particular entity’s registration or notification duty. Identify the responsible substance manufacturer/importer, legal thresholds and exemptions first.
Detergent-specific evidence: what must actually be tested?
The current notice separates general chemical safety requirements from the laundry detergent category standards in Annex 2. The laundry-detergent annex addresses, among other controls, prohibited/restricted substances and biodegradability; applicable tests depend on product type and formulation. Do not use an overseas ‘biodegradable’ marketing certificate as proof that the Korean method, scope and limits are met.
Ask the designated laboratory to confirm the exact annex version, test panel and sample quantities for the finished, sale-ready formulation. A powder, concentrated liquid and water-soluble capsule may require different sample and packaging considerations. Where child-resistant packaging rules are triggered, document that decision rather than treating all detergent packs as automatically subject to one design. Efficacy testing for stain removal is distinct from proof supporting any disinfection claim.
For planning, KTR currently lists four identical finished-product samples as the general submission baseline, and a laboratory testing period of 40 working days for laundry detergent and fabric softener after receipt. These are KTR operational figures, not statutory approval deadlines; the laboratory may require extra material or documents depending on the formulation. A surfactant-containing detergent may involve a materially different test panel from a surfactant-free one.
Pre-submission evidence pack for the finished SKU
Build one controlled file for each genuinely different product/variant; group variants only if the competent route permits it:
- Finished product name, SKU, product images, proposed use, physical form, consumer or professional sales channel and complete claims inventory (including website and marketplace copy).
- Full formula by substance identity and concentration/range, including surfactants, enzymes, fragrances, preservatives, colorants and any functional antimicrobial components; obtain supplier identity and supporting certificates where available.
- Current raw-material SDS/specifications and any ingredient restriction, purity or prohibited-substance screening; assess K-REACH responsibilities separately.
- Representative finished-product samples from a documented formulation/batch, proposed pack formats and relevant physical or stability information.
- Applicable category-by-category test plan, official laboratory confirmation result and any evidence for biodegradability, packaging or claim tests.
- Korean manufacturer/importer identification, business documents and OEM/contract evidence where applicable; name the party making the confirmation/report.
- Korean label proof showing required product/chemical information, net contents, directions, precautions, operator details and reporting identifier when assigned.
- Confirmation result, timely report via the designated system, reporting certificate, filing history and change/renewal calendar; do not confuse a lab report with completed reporting.
Korean label: resolve it before printing or import
Article 10(8) of the governing Act requires safety-confirmation products sold or distributed domestically to bear specified information in Korean on the product or packaging. The relevant annexes prescribe content and presentation. Build the artwork from the applicable category and packaging-area rules—not from a universal English label template. Korean details include product identity, manufacturer/importer contacts, relevant substances, net quantity, precautions and particulars of the report/approval; additional required directions, ingredients and warnings depend on the item and form.
Do not put a generic electrical-product KC logo on detergent by analogy. Use only the proper chemical-product confirmation wording/symbol/identifier where applicable and in the prescribed manner. The final label should reconcile with the actual formula, report and sales claims; review online listing text as well as physical packaging.
Launch dependency sequence and responsible parties
- Freeze intended uses and claims. The brand owner decides whether “antibacterial” or disinfecting language is truly necessary; remove or route the claim before classification.
- Classify the exact SKU. Korean importer/manufacturer and technical reviewer document the laundry category, any second category, any biocidal issue and ingredient-level screens.
- Confirm/test. The applicant submits product/documents/samples to a designated institution; Korean conformity is not inferred from foreign certification.
- Report, then reconcile label. Under the current Enforcement Decree, report within 30 days of notice of the confirmation result; retain the official report certificate/number and verify that each marketed variant and label matches it.
- Release and maintain. Do not treat testing as a sales permit for a biocidal product. Track the ordinary three-year confirmation validity, any separately granted extension, and changes requiring a new review or change report.
The 30-day reporting window is a filing deadline, not a right to sell without the required filing or applicable biocidal approval. The ordinary conformity confirmation lasts three years; the 2026 extension rules permit up to two additional years only after the relevant criteria, documentation and decision are met, including specified voluntary ingredient disclosure or qualifying chemical-reduction product selection. Do not assume automatic renewal or extension.
Change-control: four common launch failures
| Change / failure | Why it matters | Required check before continued sale |
|---|---|---|
| Substitute surfactant, fragrance or preservative | Changes substance identity/level, allergen or restricted-substance profile | Re-screen annex; ask whether new testing, new confirmation or amended filing is required. |
| Add “kills 99.9% of bacteria” to online listing | May change product classification and evidence/biocidal approval route | Stop unsupported claim; reassess 2026 biocidal status and efficacy before publication. |
| Use existing Korean report for imported reformulation or new OEM | Filing may not cover new manufacturer, composition or reporting party | Match exact product, parties and report; determine change filing versus fresh confirmation. |
| Rely on old 2024 guidance or expired three-year result | Rules, transition rules and confirmation validity can change | Apply 2026 notice and current biocidal status; arrange renewal or qualified extension as applicable. |
FAQ: decisions specific to laundry detergent in South Korea
Is a European detergent test certificate enough for South Korea?
No. Overseas reports may be useful background, but Korean designated-institution safety confirmation and reporting apply where the product is in the listed category. Match the actual Korean test methods and annexes.
Does an antibacterial laundry detergent require only a detergent filing?
Do not assume so. A government FAQ from 2024 described both detergent and disinfectant categories for germ-killing claims. Because the 2026 biocidal-product approval transition materially affects disinfectants, verify current classification and product-approval status before marketing.
Is biodegradability always just an optional green claim?
No. The Korean laundry-detergent category has biodegradability-related safety criteria. Check the exact applicable provision and test method; a voluntary eco-marketing claim is a separate question.
Who files for imported OEM detergent?
Identify the legally relevant Korean importer/applicant and the actual manufacturer. The law addresses the person manufacturing or importing the product; OEM evidence and label/operator data must agree. Do not assume a foreign factory alone can complete the domestic filing.
Can we reuse the same report after a fragrance or concentration change?
Not without checking. Changed substance composition, marketed use, operator details or label particulars may trigger reassessment and/or change reporting. Compare the old confirmation scope with the revised SKU before sale.
