Cpsr Certification Cost In The Uk

Scope and evidence must be confirmed before any paid tests or filings.

There is no single official “CPSR certification fee” in the UK. For Great Britain, a Cosmetic Product Safety Report (CPSR) is a safety report prepared and signed by a suitably qualified safety assessor; it is not a government certificate with a fixed tariff. A realistic budget therefore separates the assessor’s professional fee from any missing evidence, testing, Responsible Person work, PIF or label support, notification administration, variants, revisions, VAT and rush charges.

What “CPSR certification cost” means in Great Britain

Before a cosmetic product is placed on the Great Britain (England, Scotland and Wales) market, the Responsible Person must ensure that a safety assessment has been completed. GOV.UK guidance states that this assessment should take the form of a CPSR signed by a qualified safety assessor. The CPSR forms part of the Product Information File (PIF).

The law defines what the safety assessment and PIF must cover, but it does not publish a commercial price for the assessor’s work. That price is set by private providers. Separately, the government’s Submit Cosmetic Product Notifications (SCPN) service is made available free of charge; a consultant or Responsible Person may still charge for preparing and filing the notification on your behalf.

Build the budget in layers, not as one headline price

Budget layerWhen it appliesWhy the amount varies
CPSR / safety assessor feeFor the product to be safety-assessed before it is placed on the GB market.Formula complexity, number and type of ingredients, intended use, exposure, available toxicological data, assessor pricing model and turnaround.
Missing evidence or laboratory workWhen the assessor cannot reach a defensible conclusion from the existing product and raw-material data. The gap may involve stability, microbiological quality, preservative efficacy, packaging compatibility or other product-specific evidence. Do not assume every product needs the same test package.
PIF and label supportIf these services are not included in the CPSR quote. Some providers bundle PIF compilation or label review; others quote them separately.
Variants and additional formulasFor shades, scents, strengths or other versions that differ from the assessed formula. An assessor may price variants differently only where the differences can be addressed safely within the assessment. Do not assume one report automatically covers a whole range.
UK Responsible PersonIf your supply chain requires you to appoint a third party to perform the UK Responsible Person role. The role is separate from writing the CPSR and may be charged as an appointment, recurring service or per-product service.
Notification administrationIf someone else prepares or submits the SCPN filing for you.The government SCPN service itself is free, but professional filing work may be chargeable.
Revision, VAT and rush costsIf the formula or evidence changes, a deadline is accelerated, or tax applies to the provider’s invoice.Provider terms differ. A cheap initial quote can become expensive if it assumes complete documents that you do not yet have.

Public 2026 prices are market examples, not an official UK tariff

Public provider prices are useful for sense-checking a quote only if you compare like with like. The examples below were checked on 7 October 2026 and can change without notice.

ProviderPublicly stated exampleWhat the figure does not prove
Eldris£195 per formula for CPSR and PIF together, plus £39.95 per variation on its published 2026 pricing page.It is one provider’s commercial scope, not a statutory fee or a universal market average.
Oxford BiosciencesStandard CPSR £220 for a single product up to 20 ingredients; its page states that fees are exclusive of VAT.The price cannot be compared directly with a bundle that also includes PIF, notification or Responsible Person services.
CosmetogenesisPublished CPSR-only tiers range from £50 for a very simple 1–3 ingredient product to higher complexity tiers, including £150 for certain complex custom formulas.Tier rules, included work and treatment of variants are provider-specific and may change.

A reliable budget therefore starts with scope. Ask whether the quote is for the CPSR alone, CPSR + PIF, label review, notifications, UK Responsible Person cover, laboratory work, variants, revisions and VAT.

Inputs needed before a quote can be reliable

  • Exact quantitative formula: every ingredient and its percentage, including the composition of blends where relevant.
  • Raw-material documentation: supplier specifications, SDS, certificates of analysis and composition/allergen data where relevant.
  • Product use: leave-on or rinse-off, application area, frequency, amount, target user and any use on children or sensitive areas.
  • Finished-product evidence: stability, microbiological and preservative-efficacy information where relevant, plus packaging information and compatibility data if available.
  • Claims and label draft: intended claims, warnings, directions and draft artwork, because these can affect the assessor’s conclusions and label instructions.
  • Variants: identify exactly what changes between shades, fragrances, flavours or other versions.
  • Market: say whether the product is for GB only, Northern Ireland, the EU, or more than one market. Do not assume one regulatory setup covers all of them.
  • Timing: give the real launch date and say whether you need an expedited assessment.

Quote-readiness rule: if the assessor has the exact formula, intended use, raw-material data and existing test evidence, the quote can usually be scoped much more tightly. If those inputs are still changing, treat any price as provisional.

Three realistic budgeting scenarios

ScenarioMain cost driversWhat should be clarified before accepting a quote
One simple anhydrous balm with a frozen formula and complete supplier documentsThe assessor’s professional fee is likely to be the main CPSR-specific cost.Whether PIF compilation, label review, revisions and VAT are included, and whether any product-specific evidence is still missing.
A water-based face cream with incomplete stability or preservative evidenceEvidence gaps can create laboratory cost, delay and a second assessor review.Which evidence is actually needed for this formula, who commissions it, whether retesting is included, and when the assessor’s clock starts.
A range with one base formula and multiple shades or scents, sold by an overseas brand into GBVariant treatment, Responsible Person arrangements, PIF/label work and filing administration can matter as much as the base CPSR fee.Which variants can legitimately sit under one assessment, who is the UK Responsible Person, and whether each service is one-off, per product or recurring.

Avoidable cost triggers and the safest budgeting sequence

The most common avoidable cost is paying for work before the commercial formula and evidence pack are stable. Late ingredient substitutions, a new fragrance, a different concentration, changed packaging, a new target user or materially different directions can force additional review.

  1. Confirm the market route first: GB is not the same notification/Responsible Person route as Northern Ireland or the EU.
  2. Freeze the commercial formula and define every variant.
  3. Collect raw-material and finished-product evidence before buying a “cheap CPSR”.
  4. Ask the assessor to identify missing evidence and state what is included in the fee.
  5. Obtain a line-item quote for CPSR, PIF, label review, testing, variants, Responsible Person work, filing, revisions, rush service and VAT.
  6. Commission only the missing testing that is justified for the product and assessment.
  7. Finalise the CPSR, PIF and label, then complete the required notification before placing the product on the GB market.

For the broader GB route beyond cost, see UK product compliance and market access services. If the project also involves the EU, keep that workstream separate and use the EU cosmetic CPSR and PIF services page rather than assuming the GB file is automatically sufficient.

When a later change can create reassessment cost

Change triggerBudget consequence to anticipate
Formula, concentration or ingredient-supplier specification changesThe safety conclusion may need review; the assessor decides whether an update is enough or a new assessment is needed.
New safety, toxicological or adverse-effect informationGOV.UK guidance says the assessment should be reviewed and revised, particularly when new data could alter the safety conclusion.
New intended use, target population, exposure pattern or warningsExposure and safety reasoning may have to be recalculated or rewritten.
Packaging or manufacturing changes relevant to safetyCompatibility, contamination or stability evidence may need to be revisited.

Do not budget on the assumption that a CPSR is a one-time certificate that can never change. The PIF is expected to remain up to date, and the correct response to a change depends on what changed and whether the existing safety conclusion still holds.

Official sources and scope note

This page is a budgeting guide for the GB CPSR workstream, not a quote for a specific formula. Northern Ireland follows a separate route under the rules applicable there, so a “UK-wide” quote should identify explicitly which market or markets it covers.

FAQ

How much should I budget for a CPSR in the UK?

There is no official fixed CPSR fee. Public provider prices show a wide range and different scopes. Budget from a line-item quote based on your exact formula, evidence, variants, market, turnaround and any PIF, label, Responsible Person or filing support you need.

Is the UK SCPN notification fee included in a CPSR price?

Do not assume so. The government SCPN service is available free of charge, but a consultant or Responsible Person can charge for preparing and submitting the notification. Ask the provider to separate the government fee (if any) from its professional fee; for SCPN, the government service itself is free.

Can one CPSR cover several shades or fragrances?

Sometimes a provider may assess variants together, but there is no safe rule that every shade or fragrance can share one CPSR. Give the assessor the exact quantitative differences and obtain written confirmation of what the assessment covers.

Do I need to pay for laboratory tests before I can get a quote?

Not necessarily. A preliminary quote can be given from the formula and documents you already have. The reliable question is which evidence gaps prevent the assessor from completing the safety conclusion. Commission testing after those gaps are defined rather than buying a generic test package blindly.

Does a CPSR for Great Britain automatically cover Northern Ireland or the EU?

No automatic assumption is safe. Northern Ireland has a separate regulatory route and GOV.UK guidance states that the safety assessor for the NI market must be recognised by the EU; notification is through the EU CPNP. If you need more than GB, the quote should name each market and the assessor/Responsible Person setup.

Can I place the product on the GB market while the CPSR is still being prepared?

No. The Responsible Person must ensure that the safety assessment is completed before the cosmetic product is placed on the GB market. Build the assessment and any missing evidence into the pre-launch schedule.
