China Energy Label Testing Services

Scope and evidence must be confirmed before any paid tests or filings.

China Energy Label (CEL) testing is not one generic appliance test. A usable report must match the product category, applicable mandatory Chinese energy-efficiency standard, measurement method and exact model for which a label is intended.

Start with an evidence plan: confirm applicability, choose an eligible laboratory route, lock representative samples and assess whether existing data support the declared energy-efficiency grade. A foreign energy-label or CCC test report is not automatically sufficient for CEL.

Check product scope and rule edition before testing

The 2016 Energy Efficiency Label Management Measures (Order No. 35) apply CEL by product catalogue, not to every electrical product. The NDRC/SAMR 2026 catalogue covers 37 categories. Identify product function, ratings, exact model and China-market use; coverage by a mandatory GB efficiency standard is not automatically the same as CEL catalogue coverage.

Check category-specific implementation and transition dates. The 2026 rules for household refrigerators and road/tunnel LED luminaires took effect on 1 June 2026, projectors on 1 July and domestic solar water heaters on 1 August. Revised range-hood and ventilation-fan rules start on 1 November 2026; some washing-machine and indoor-LED rules start in 2027. Transitional treatment is tied to each rule and whether products were manufactured or imported before its effective date; it is not a blanket exemption for new goods.

Testing and evidence matrix

Ask the lab to resolve every gate against the current product-specific implementation rule and mandatory GB standard, not merely an IEC test method.

GateDecisionEvidence and risk
ScopeIs this exact model covered, with exclusions and effective dates considered?Document function, ratings, catalogue category, model list and rule version.
Method and gradeWhat GB edition, measured indicators, test conditions, calculations and class boundaries apply?Obtain a written method and grade calculation; IEC results alone do not establish equivalence.
Label mappingDoes each label indicator and claimed class match a tested production configuration?Reconcile report, measured data, sample photos, critical components, variant list and draft label.

Select a laboratory whose report can be used

Order No. 35 allows a capable manufacturer/importer laboratory or a third-party testing institution with the legally required qualification recognition. Accreditation of an in-house laboratory is encouraged, not universally mandatory; third-party reports require evidence of the institution's qualification. Neither foreign ISO/IEC 17025 accreditation alone nor a provider's marketing claim proves CEL report acceptance: check the issuing entity, its permitted testing scope and the filing plan in writing.

RouteChecks before placing the order
In-house laboratoryShow qualified staff, suitable/calibrated equipment, controlled test method and management records; retain capability evidence and any accreditation certificate.
Third-party laboratoryObtain the qualification certificate, confirm its validity and relevant test scope, report signatory, sample custody and suitability for the intended CEL evidence package.

Plan representative samples and deliverables

Do not assume a universal sample count or that every model in a family is covered by one tested unit. Obtain the applicable product rule and a written sampling proposal. Prototype screening can reveal risks but does not itself validate a saleable production version.

  • Freeze model names, ratings, firmware settings, modes and proposed label information before sample selection.
  • List energy-relevant variants: motor/compressor, power supply, insulation, controls, display, capacity, refrigerant or LED driver as applicable; ask which worst-case variant needs testing.
  • Record serial numbers, sample photographs, configuration, conditioning, shipment, receipt and method deviations.
  • Require the rule-specific report layout, GB edition, test conditions, individual readings, calculation, identified models and traceable signatures.
  • Retain the report-to-label crosswalk and configuration evidence; foreign-language filing documents require Chinese translations under Order No. 35.

Reuse and retest: three distinct decisions

Report reuse requires demonstrated equivalence, not just a matching product name. Compare the report date, applicable GB edition and implementation rule, tested model, issued qualification and current build; get acceptance confirmation where needed.

SituationEvidence decision
Same model and unchanged buildCheck whether the old method, data and laboratory credentials satisfy the current rule and the intended filing; reuse is conditional.
New brand, model variant or componentProvide a model-difference matrix and technical rationale; ask whether additional measurements, a new representative sample or a full report is needed.
New GB method, failed sample or disputed gradeInvestigate measurement and grade margin, document corrective action and retest relevant parameters; a passed pretest is not final filing evidence.

Control changes using the test evidence

Order No. 35 requires new filing when label content changes. It does not say that every minor engineering change automatically requires complete retesting. Make a reasoned impact decision under the applicable product rule.

  1. Log the changed component, firmware, rated input or mode and affected models/batches.
  2. Map each change to measured energy indicators, GB test conditions and grade thresholds.
  3. Document whether an engineering assessment, targeted verification, full retest or revised filing is needed; seek a laboratory decision where appropriate.
  4. Release only a reconciled test report, production configuration and label; keep prior evidence and monitor later rule revisions.

Six questions for a CEL test quotation

Demand a written answer referencing the actual rule, not just “we can do CEL”.

  • Which 2026 catalogue entry and product-specific implementation rule apply to this exact model and date?
  • Which mandatory GB edition, testing clauses and classification thresholds will be used?
  • What legally recognised qualification and method scope does the named report-issuing laboratory hold?
  • Which sample count, configurations and model-family grouping criteria will be applied, and who approves them?
  • Will we receive the required test report, readings, sample photos, model mapping and qualification copies in usable Chinese form?
  • What will trigger supplementary tests, retesting, corrective action or rejection of an old report?

Official sources for the testing brief

Use the original Chinese rules and current product-specific annexes. These primary texts underpin the points above; confirm later changes before commissioning a lab.

Specific questions about CEL testing

Can an EU energy-label or IEC report replace CEL testing?

Not automatically. Compare GB methods, conditions, model configuration, laboratory eligibility and report version; supplementary or complete Chinese-method testing may be necessary.

Is a CNAS-accredited lab always mandatory?

No blanket rule for an in-house lab: Order No. 35 encourages accreditation while requiring testing capability. A commissioned third party must have the legally required qualification; verify its actual scope.

Can one refrigerator sample cover different compressors or capacities?

Do not assume this. Supply the full variant matrix and energy-relevant differences; have the applicable refrigerator rule and sampling decision documented.

What if firmware changes after the sample passes?

Assess impact on energy modes and measured consumption; document verification or retesting and refile if the label's contents change.

Does a passing CEL test replace CCC certification or complete filing?

No. CEL evidence, CEL marking/filing and any separately applicable CCC duties are distinct assessments.
